• “Tactical mapping” – CVTs initial map (on the issue of torture) diagrammed over 400 relationships (or “points of contact), from the highly local to the international levels.

A method to:
visualize relationships and institutions (the terrain) sustaining human rights abuses and problems
track the nature and effectiveness of tactics
monitor the implementation of strategy
