Organisation structure

Aims

• To provide a comprehensive assessment of the specific needs

of young farmers across the EU.

• Describe and asses existing knowledge (exchange) schemes

and initiatives for the exchange of young farmers.

• To identify specific results of exchange schemes and specific

support measures that have proved to be effective and efficient

in relation to young farmers needs and EU/regional/national

policy.

• To provide recommendations on the design, implementation

and delivery of exchange programmes and schemes for young

farmers.

Definitions

• Exchange scheme:

– Initiatives to mobilise farmers to spend a certain amount of time

on another farm in order to improve his/her knowledge and/or to

get acquainted with different technologies, methods, machinery,

processes, etc. and for which an implementation structure is set

up

• Young farmer:

– farmers < 40 years

General approach

• Needs analysis:

– literature,

– interviews with umbrella organisations and stakeholders on EU

and country level

–survey among young farmers

–Focus groups in member states

• Inventory of (knowledge) exchange schemes across the EU

and OECD from 2000 onward

• In-depth analysis of case studies on delivery mechanisms,

efficiency and effectiveness.

• Practical presentation of the findings: best practices and

blueprint(s)

• Final conference

Results that can be used by stakeholders in the EU Member States

• A comprehensive overview of the needs of young farmers and

the types of assistance that would tackle these needs

• The new Rural Development legal basis allows the MS to set up

exchange schemes as part of the RDP -> the project delivers a

blueprint for the setting up and the implementation of exchange

schemes based on best practices and needs which is:

–Practical

–Hands on

–Paying attention to all aspects of the scheme (content,

procedures, legal issues, etc)
