Lisbon TreatyThis treaty is in charge of changing
the EU and EC treaties but without replacing them.
The treaty as well provides the Union with:
• A legal framework
• The tools necessary to meet future challenges and to respond
to citizens' demands.
When and what for?
The 13th of December 2007 the leaders of UE signed the Teatry of Lisbon.With this Teatry all the people want:• A more democratic Europe.• A more effective Europe.• A Europe of rights and values, freedom, solidarity and security.• Making Europe an actor in the global scene.

Parliament (elected by citizens of the EU), and to each of the national parliaments.
• A stronger voice for European citizens: thanks to the Citizens' Initiative, one million citizens from a number of Member States will have the possibility have proposals analyzed.
• The Treaty recognises for the first time the possibility for a member to withdraw the Union.

•Democratic values•Citizens' rights: the Treaty preserves existing rights while introducing new ones. In particular, it guarantees the freedoms and gives its provisions a binding legal force, it concerns civil, political, economic and social rights. •Solidarity between Member States: the Treaty provides that the Member States act jointly if a Member State is the subject of a terrorist attack or the victim of a natural or man-made disaster. •Increased security for all: with direct benefits for fighting crime and terrorism. New provisions on civil protection, humanitarian aid and public health and threats to the security of European citizens.

Europe as an actor on the global stage
A new European External Action Service that will provide back up
and support to the High Representative.
A single legal personality for the Union, making it more effective and a more visible partner for
third countries and international organisations.
