“Peace from Disasters-Indigenous Initiatives across Communities, Countries and Continents” ■Date: Sun and Mon, September 18-19, 2011

■Jointly Organized by: Hiroshima University Partnership Project for Peacebuilding and Capacity Development and the
Global COE Program, Development and Systematization of Death and Life Studies, The University of Tokyo
■Number of Participants: about 100
HiPeC International Peacebuilding Conference jointly organized by the Global COE Program, Development and
Systematization of Death and Life Studies, the University of Tokyo was attended by participants from Bangladesh, Canada,
Egypt, India, Indonesia, Nepal, the Philippines and Sri Lanka in Hiroshima.
The presenters focused on 1) Democracy, 2) Nuclear and Environmental Peace, 3) Spiritual Reconciliation from Devastations,
and 4) Integrated Reconstruction from Natural and Human Disasters. Moreover we got a message from the governor of
Fukushima and a video message from the mayor of Minami Soma city in Fukushima, and we discussed deeply and exchanged
views focusing on Tohoku’s experience.
■Session1: Peacebuilding and Democracy across
Communities, Countries and Continents While peacebuilding and democratization are two
inseparable subjects, they include the difficulties at
implementation. This session illuminated the complex
dynamics of institutional-building in post conflict society
with those political developments in West Asia and North
Africa in comparative perspectives. It examined various
challenges of human life from the perspectives of micro to
macro. e.g. local communities through countries to
continents.

■Session 2: Nuclear and Environmental Peace for
Better Human Life. After the devastative Great Earthquake and nuclear
disaster in Japan in March 2011, people around the world
become more anxious about the future of human life that is
affected by the use of nuclear energy. This session
discussed peace from the environmental aspect and sought
for the realistic policy suggestion about what should be the
society to be built after the reconstruction process.

■ Session3: Spiritual Reconciliation from
Devastations Damages by a catastrophic natural disaster or human
conflict cause and expand the social unrest, conflict or
despair in affected societies. This is a big obstacle for
peacebuilding. This session paid attentions to the spiritual
aspects of human development in the process of
reconstruction from devastation in order to find the road to
resurgence.

■ Panel Discussion: Integrated Reconstruction
from Natural and Human Disasters This panel summarized and integrated the key discussion
points of each session and suggested a common theory or
method of reconstruction from all types of human disasters.
The discussants of the panel, the members of partners of
HiPeC and G-COE, the University of Tokyo, focused on the
overall theme of the conference taking into account the
important points of each session with an aim to reach to a
broader consensus about the Peace from Disasters, natural
and human.

【Outline】The speakers, experts on international affairs, discussed
about Hiroshima's future perspective for Peacebuilding by focusing
on two main concepts—“local initiative” and “international peace”.
First, Prof. Yoshida looked back upon the activities of HiPeC-II
during this year. He emphasized the necessity of making a network
and interdisciplinary academic environment to heighten the
practical peacebuilding research capability of Hiroshima University.
Following Prof. Yoshida, Mr. Hashimoto presented the overall
picture of the internationalization and peace contribution project by
analyzing the “Hiroshima International Peace Base Plan” that aims
to establish Hiroshima as a “peace hub” of the world.

process, such as presence of many stakeholders, existence of
spoiler, the highest poverty in the Philippines and lack of initiatives.
After introducing current peace process between the Philippines

【Number of Participants】38 【 Outline 】 The invited speakers discussed on the international reconstruction assistance towards Iraq and the present condition of the country's recovery process and its future from an experiential perspective. First speaker, Mr. Mejia emphasized that the management of manpower and the capacity building of organization development are the best process for the recovery of Iraq. The second speaker, H.E. Lukman Faily, Iraqi Ambassador, mentioned that governance factor is an important problem for future of Iraq. He emphasized on the importance of mutual relationship between Iraq and her bordering countries first. He also contended that the recovery operation supported under the cooperation of international partnership such as by the U.S. and Japan has to be suited with Iraqi's own aim and vision. Moreover, Iraq can take a leading role in Arabian Peninsula from now on. For that, social reform and security management capability with practitioners' teamwork performance and striving for improvement are importantly required.

【Outline】At the first presentation, Dr. Kabir analyzed Madhesi identity by historical and ethno-social-regional approaches and examined the construction of Madhesi identity both at community and political levels in post-conflict Nepal. Dr. Kondo, the second
speaker, examined possibilities of correlation between election process and escalation of ethnic conflict by focusing on two particular cases, Punjab conflict and Communalism (Hindu vs. Muslim conflict after 1980s). In considering the case of Communalism, he argued that Muslim basically believes and depends on democratic process to protect their security. Political parties compete to obtain Muslim votes in areas where considerable numbers of Muslim population inhabit. In some cases, there is a high possibility to launch communal movement. He concluded that election engenders competition among ethnic political parties and forces and at the same time stimulates political settlement.

analyst, from the Armitage International, Washington, U.S. We had a
discussion on the future direction of U.S. policy towards South Asia
region in the aftermath context of Bin Laden. She explained the
relation between the US and South Asian countries and the
challenges of the US policy towards the region in the changing
context of South Asia, especially after the death of Bin Laden.

【Outline】This seminar was held by the researchers who are experts
in two distinct field of studies—peacebuilding and area studies. In
comparative and interdisciplinary approaches, they examined the
nature of regional conflict in South Asia. Mr. Yamane presented the
ending process of ethnic conflict in Sri Lanka and explained the
future direction by taking into account three interrelated
aspects—“New War”, “Failure State” and “Peace Accord”.
Afterward, Ms. Kimura described what could be the form and
direction of peacebuilding support on the basis of the case of
violent conflict between the minorities and other people over
landownership problem in northeastern India.

【Outline】Dr. Thapa, Visiting Professor at the University of Tokyo,
was invited to Hiroshima University. He presented the recent
political trend and the necessity of inclusive political polity
(“Inclusion” refers to Samabesikaran in Nepali) after the end of
Royal regime in Nepal. Although “People War” led by the Maoists
from 1996 to 2006 mobilized many people for greater political
participation, the development of inclusive democracy has been
suffered from setback during the 60 years’ history of Nepali politics
due to lack of vision of the political parties.

【Outline】Japan has received wide attention after the nuclear
power plant disaster caused by the great earthquake on March 11.
Ms. Nakahara introduced the peoples’ movement of Iwai Island,
which continued for last 30 years, against the Kaminoseki nuclear
power plant building program in Yamaguchi Prefecture. In her
presentation, Ms. Ochi searched a relation between self-sustaining
mechanism of citizens’ movement and external networks’
influence regarding the evolvement of a military base after land
sequestration by the US forces in contemporary Okinawa.

【Outline】In this seminar, “Engaged Buddhism” was illustrated on
the basis of two practical case studies—India and Tibet. First
speaker, Mr. Funahashi presented the social trend of conversion to
Buddhist in north India. He discussed the concepts of Dr.
B.R.Ambedkar and the present context of Buddhist conversion in
relation to social reality, needs and self-reformation. In the next
presentation, Mr. Bessho discussed about the transnational Tibetan
society which is built upon transnational solidarity of Tibetan people
in different regions such as South Asia and East Asia. He argued
about the stance of the exile Dalai Lama government and his
pursuance of “Ahimsa” as a religious norm for all ethnic groups and
various Tibetan societies in the formation of nation. In discussion
part, participants discussed about the aspect of Buddhism as a
cultural resource and its adaptation in social reality and political
context of South Asia.

“After 37 years of negotiations... when is
peace in Muslim Mindanao?”

【Outline】Prof. Rodil talked about the origin of Moro problem and
the history of peace negotiations between Muslim Mindanaon and
the Philippines Government. He highlighted that how land was
allocated for the migrants in order to marginalize the Muslim Moro
and indigenous Lumad people in Mindanao. He contended that
ancestral domain as claimed by Moro could be a key point to
resolve Moro struggles. Rich argument with the audiences attended
from inside and outside the university was taken place in the
seminar.

“Efforts to Prevent Hindu-Muslim Violence
in India, An Empirical Analysis of the Local

【Outline】The seminar focused on the religious conflict in India,
employing the concept of ‘ Prevention ’ and
‘Community-Policing’ , Ms. Yui argued how the prevention of
communal violence has been performed in India. Based on case
studies and its analysis, she concluded that communal violence has
not broken out in Bhiwandi and Mumbai, and cooperation between
the local police and inhabitants was required for the prevention of
communal violence. If such kind of cooperation was formed,
Community-Policing would bring positive effect for the prevention
of communal violence.

knot of peace network, HiPeC hosted four Peacebuiding Exchange Seminars attended by representatives from Nepal,
Mindanao and Middle East region. Among those, 7th and 8th were entitled "Talk on peace in Nepal", where two
distinguished scholars, H.E. Dr. Ganesh Yonzan Tamang, Nepali Ambassador and Dr. Tri Ratna Manandhar, Vice President
of Lumbini Buddhist University were invited respectively. In these seminars, we exchanged ideas about peace promotion
in Nepal with ethnic and cultural point of view, particularly in the transitional phase of the country. Moreover, the 9th
HiPeC Peacebuilding Exchange, "Talk on Peace in Mindanao", was attended by five Mindanaons who were invited by
MOFA. They visited Hiroshima University and discussed with professors and students about Mindanao's peace process,
particularly the current progress and challenges of implementing development programs in Mindanao. At the 10th
Peacebuilding Exchange, the guests from the Middle East countries attended. The speakers exchanged ideas about
peacebuilding in the Middle East with professors and students of Hiroshima University.

3.Local Project
Two of HiPeC overseas office, Nepal Kathmandu office (established in September 2010) and Philippines Davao office
(established in February 2011) have been operated on a full scale as the HiPeC field project.
In this year, HiPeC promoted the research activities based on field office to enhance the indigenous initiative for
peacebuilding and to establish the system in the field with their cooperation. Nepal office had four internal seminars and
one international seminar. Philippines office had three research meetings. In all of the seminars, they shared the HiPeC
early aim to develop the method for seamless peacebuilding support, while inspecting the effort toward peace and
recovery on a real time based. Moreover, they brought forward the accumulation of research outcomes based on realistic
perception from the local point of view.
■HiPeC Nepal Office HiPeC Nepal office is being operated jointly with the CNAS (Center for Nepal and Asian studies), Tribhuvan University in Kathmandu. In the
Nepal office, four open seminars were held with an aim to cover the theme of inclusive democracy and federal system in Nepali politics from
several perspectives. The titles of the seminars were as follows: Challenges on constitution assembly (4th), "Outlines of Atomic-bomb
Afflictions" (5th), "Application of Buddhist Virtues for National Economic Development" (6th), "Issue of Rights to Self-determination in
South Asia" (7th). They had discussion on the reconstruction of the State and what Nepal could learn from Japanese experiences in disaster.
Moreover, the 5th internal seminar was followed by an additional photo and poster exhibition entitled "Hiroshima and Nagasaki Nuclear
Disaster" jointly hosted by UNRCPD and Nepal Tourist Board. The 3rd HiPeC-CNAS international seminar was held by the office in March.
Field Research activities have also been promoted. Eight young researchers selected by public recruitment have begun their research
activities.

【Outline】HiPeC-CNAS International Conference was the
biggest event of local activity in the second half of the year
held by HiPeC Nepal Office at CNAS hall, Tribhuvan
University. There were two speakers from Nepal and six
others from India, Bangladesh, the Philippines, Indonesia and
Pakistan. The speakers discussed about the challenges of
social transformation and democratic institutionalization
covering various issues like women and peacebuilding, ethnic
conflict and resource management etc. The conference drew
attention to 70 participants who came from within and
outside the university. The discussion focused on each
country’s context and explored the differences and
similarities among themselves with various approaches and
thoughtful arguments.

【Outline】 Prof. Osamu Yoshida’s presentation, “Hiroshima, the Geneva of Asia?”, facilitated by Dr. Kathleen Molony, Director of the Fellows
Program at the WCFIA, focused on the origin of HiPeC and its three main pillars of activities and current field activities. He emphasized on
the future vision of HiPeC that aims to promote indigenous peace initiatives by providing a secure negotiation space at Hiroshima, which had
been recovered from the ashes after the Atomic Bomb, as a Center of Asia.
The seminar was a Harvard style. Now HiPeC’s active engagement with sincere attitudes to indigenous approaches for
peacebuilding and capacity development is expected to provide a secure space to conflicting parties and peace activists for peace

negotiation as a center of networks in Asia. This Harvard seminar was a milestone to HiPeC that restarts contribution responsibly to the
advancement of peace endeavor under the symbolic name of Hiroshima.

5.Activities of Researchers
◇HiPeC Assistant Professor, Ph.D: BESSHO Yusuke
Bessho Yusuke is currently engaged with two main subjects of research: A) Study on the expansion of "Indigenous
Initiative" for resource management and sustainable development policy involving frontier governance in China, B) The
Case Study about the Engaged Buddhism Practice and "Indigenous Initiative" by the Tibetan Monastery in Nepal.
He has been conducting research on the issue of environment and development relevant to peaceful co-existence
of Inner Asian area (Tibet surrounding area) under the generous auspices of Grants-in-Aid for Scientific Research
(KAKENHI), Young Researcher (Wakate-B), Subject No. 23710299 from 2011-2013 fiscal years and the dispatch program
for young scholar by JSPS and Hiroshima University. Moreover, the field survey of above-mentioned B was promoted by
the field office of HiPeC-II (Hiroshima University Partnership Project for Peacebuilding and Capacity Development)
installed in the Tribhuvan University's Center for Nepal-Asian studies as a base. Bessho Yusuke’s research and
academic activities are briefly listed as in the followings.

◇HiPeC Research Fellow: Humayun Kabir
Dr. Kabir is currently engaged with four main areas of research: a) education and society in South Asia, b) identity politics
and peacebuiding in Nepal, c) Muslim minority and social inclusion in Nepal, and d) Islamic area studies in South Asia. He
has been conducting research on religion and educational development, especially focusing on Islamic religious schools in
Bangladesh, India and Pakistan under the generous auspices of Grants-in-Aid for Scientific Research (KAKENHI), Young
Researcher (Wakate-B) from 2011-2013 fiscal years. Moreover, recently he has conducted a long term research on the
rise of Madhesi (the people living in the southern plain region of Nepal) identity politics and its implication in post-conflict
Nepal under the generous auspices of Hiroshima University. Dr. Kabir’s research and academic activities are briefly listed
as in the followings.
