Government Relations and Public Policy

The Government Relations and Public Policy Department represents the interests of MetLife before state, federal, and international governments. Through a network of industry and government contacts, as well as active participation in business and trade associations, the staff advocates MetLife's positions on issues and keeps abreast of new legislative and regulatory developments.

State Government Relations – The Americas

• State Government Relations lobbies state executive (specifically insurance departments) and legislative branches

• Each Government Relations Counsel (GRC) has state, client and issue responsibilities.

• We have a client focused approach versus regional approach.

– Team is mostly based in Northeast close to lead executives.

– Work closely with clients to develop policy positions while legislative/regulatory strategy is left to GRC.

State Coverage

• States are divided into “proactive” and “compliance.” The twenty-three “proactive” states are marked in red.

U.S. Federal Government Relations

The U.S. Federal Government Relations team based in Washington, D.C. covers federal legislation that impacts MetLife. MetLife works closely with the House and Senate committees that have jurisdiction over issues of importance to the Company. Staff also works with federal agencies as they generally set public policy and more specifically as they draft regulations that would affect the Company.

• Our non-U.S. government relations team supports the growth of MetLife's international operations by:

– advocating for favorable legal and regulatory regimes;

– facilitating the licensing of new international businesses;

– developing key strategic relationships with government officials, corporate or trade entities, and other influential representatives;

– providing timely market intelligence to senior management and International on key issues impacting the Company's worldwide business; and

– strengthening MetLife's "political brand" around the globe.

Public Policy

Overview of Public Policy

• The new function will “lead the effort to develop and promote policy positions for MetLife on a range of critical issues affecting our business.” The team will “help ensure that MetLife is positioned as the pre-eminent industry thought leader and a respected voice globally on key public policy issues,” and will “maintain a library of global public policy position papers and issue briefs, enabling MetLife executives to engage more effectively in the policy arena.”

– Systemically Important Financial Institution (SIFI)

Potential future capabilities

Produce research studies and white papers on macro policy issues to influence public discourse (e.g., MetLife’s views on monetary and fiscal policy, the social safety net, strengthening the middle class, foreign direct investment)

Disseminate relevant material to policymakers, regulators and the media

Sponsor symposia on policy issues of significance to the business in coordination with regional offices, government officials and strategic industry partners
