The MacArthur Foundation has deep roots in Chicago, where it is headquartered and where John D. and Catherine T. MacArthur lived. The Foundation seeks and seizes opportunities to work locally as an expression of its civic commitment to its home, and because being rooted in Chicago yields a deeper understanding of issues faced by urban areas and how to address them.

COMMUNITY AND ECONOMIC DEVELOPMENTMacArthurmakesinvestmentstoimproveconditionsinChicagoneighborhoods,fostergreatereconomicdiversity,increaseopportunityforlow-incomeindividualsandfamilies,anddevelopnewknowledgeabouteffectiveresponsestosocialandeconomicurbanchallenges.InChicago,thecentral—andlargest—oftheseinitiativesistheNewCommunitiesProgram,acoordinatedeffortbyLISC/Chicagotoaddressacomprehensiverangeofissuestomeasurablyimprovequalityoflife,includingemployment,health,housing,andviolencereduction.

ThroughLISC’snationaloffice,theNewCommunitiesProgrammodelisbeingimplementedinsitesacrossthecountry.Complementaryinvestmentsseektoreducegunviolence,improveaccesstoanduseofinformationtechnologyanddata,stimulateeconomicdevelopment,andincreaseemploymenttoimproveneighborhoodconditions.

Anti-violenceeffortsincludesupportfortheChicagoPoliceDepartment’sViolenceReductionStrategy,CureViolence(formerlyCeaseFire),andtheUniversityofChicago’sBecomingaManprogram,whichhasshownpromisingresultsinkeepingmiddle-schoolstudentsinschoolandawayfromcontactwiththejuvenilejusticesystem.

TheFoundationisinvestingmorethan$200millionover10yearstoimproveChicagoneighborhoods,leveragedbyLISCandlocalorganizationswithanestimated$500millioninadditionalfundingfromotherprivateandpublicsources.

HOUSINGTheFoundation’sinterestinhousing—whichisbasedonthepremisethatdecent,stable,affordablehousingisessentialtostrongfamiliesandvibrantcommunities—hasfocusedprimarilyonthesupplyofaffordablehousing,fundingdirectinvestmentsinthepreservationofrentalhousing.Activitiesalsoincluderesearchontherelationshipbetweenhousingandoutcomesinareassuchashealth,education,andemployment,andonpolicyreformthatsupportsastronger,morerobusthousingmarketthatmeetstheneedsofallAmericans.

InChicago,ThePreservationCompacthasbroughttogetherleadersfromthepublic,private,andnonprofitsectorstocraftanewvisionforCookCounty:toreversethedownwardtrendinCookCounty’saffordablerentalhousingsupply.Toachievethisambitiousgoal,theCompactisimplementingthecomprehensiveRentalHousingActionPlanforCookCounty,whichincludesinitiativesdesignedtochangethepolicyenvironmentandpreserveandimproveexistingaffordablerentalhomesthatmightotherwisebelosttocondominiumconversion,demolition,orrisingcosts.

ARTS AND CULTURE TheFoundationawardsmorethan$8millioninannualsupporttomorethan200artsandculturegroupsintheChicagoregion,includingtheaters,dancegroups,musicorganizations,visualartprograms,filmcenters,museums,andlibraries.Mostofthesegrantsprovidemulti-year,generaloperatingsupport,allowinggroupstheflexibilitytofundongoingworkandtakecreativerisks.

TheFoundationmakesgeneraloperatingsupportgrantsdirectlyto50largeinstitutions(thosewithbudgetsover$2million).Artsorganizationswithannualbudgetsbetween$500,000and$2millionaresupportedthroughtheMacArthurFundatthePrinceCharitableTrusts.Smallgroups,thosewithbudgetsoflessthan$500,000,receivegrantsthroughtheMacArthurFundattheRichardH.DriehausFoundation.

Inaddition,theFoundationsupportsspecial,time-limitedprojectsandinitiativesthatbenefitasetofartsorganizationsorthesectorasawhole.ExamplesincludetheInternationalConnectionsFund,whichhelpsartsorganizationsadvancetheirworkbycollaboratingwithpeerorgani-zationsabroad;theAmericanRhythmCenter,whichprovidessharedrehearsal,

office,andteachingspaceforsevendancecompanies;andtheWorkingCapitalLoanFund,whichprovidessmallandmedium-sizedartsorganizationsaccesstocapital.

EDUCATIONSocietyisreinventinghowknowledgeiscreated,organized,accessed,andshared,withfar-reachingimplicationsforinstitutionsoflearninglikeschools,libraries,andmuseums.MacArthur’sdigitalmediaandlearninginitiativeaimstosupportpositivechangeinAmericaneducationthroughconnectedlearning,anewframeworkforthinkingaboutandsupportinglearningthatpromotesdiscovery,creativity,andcriticalthinkingthroughactivitiesandreal-worldexperi-encesthatbringtogetheracademicsand

youngpeople’sinterests,oftenusingdigitalandtraditionalmedia.

Chicagoishometothreeinnovationsiteswhereitispossibletoseeconnectedlearninginaction:

• ChicagoQuest,thefirstofthreeplanned6–12thgradecharterpublicschoolswherepedagogyandcurriculumarebasedontheprinciplesofgamedesignandaimtoengendercreativeproblem-solving,criticalthinking,andproductivecollaboration;

• YouMedia,apopularteenlearningspaceattheHaroldWashingtonPublicLibrarythatisthemodelformorethan35similarspacesthatareplannedorinoperationinmuseumsandlibrariesnationwide;and

• TheChicagoHiveLearningNetwork,agroupofcivicandculturalorganiza-tionsworkingtogetherinnewwaystore-imaginehowlearningisorganized

andsupportedacrossgeographiclocations.

JUSTICE REFORMMacArthur’sjuvenilejusticeinitiative,ModelsforChange,seekstocreatesuccessfulandreplicablemodelsofreformthroughinvestmentsinkeystates,includingIllinois.Thegoalistoaccelerateprogresstowardamoreeffective,fair,anddevelopmentallysoundjuvenilejusticesystemthatholdsyoungpeopleaccountablefortheiractions,providesfortheirrehabilitation,improvestheirlifechances,andmanagestherisktheyposetothemselvesandtothepublic.

Illinoiswaschosenasoneoffourcorestatesbecauseofitsstrongjuvenilejusticeleadership,potentialforcollabo-ration,communityandcivicengagement,ongoingreformefforts,andreceptivitytoandreadinessforchange.TheFoundationsupportsChicago-basedorganizationsworkingtowardstate-widejuvenilejusticereform,includingNorthwesternUniversity’sChildrenandFamilyJusticeCenter,theCommunityJusticeforYouthInstitute,andYouthOutreachStrategies.

Through2012,theFoundation’scommit-menttojuvenilejusticereformthroughModelsforChangetotalstomorethan$140million.Theinitiativeisina“legacy”phasedesignedtosustainmomentumforreformbysharingandpromotingsuccessfulmodelstocriticalreformaudienceslikelawenforcement,judges,prosecutors,defenders,andlegislators.

POLICY RESEARCH AND ANALYSISMacArthur’spolicyresearchinitiativecurrentlysupportsspecialprojectsfocusedontheimplicationsofanagingsociety,theuseofbenefit-costanalysistopromoteeffectivepolicymaking,andthecountry’sfiscalfuture,withafocusonstatesandlocalitiesincludingIllinois.ItalsoprovidesoperatingsupportforasmallgroupofnationalandIllinois-basedpolicyorganizationsthatworkprimarilyonfiscalissues.Theseorganizationsproducerigorousresearchandanalysisandtranslatethatworktoenhanceitsvaluetopolicymakers,themedia,andthegeneralpublic.ThisworkhasincludedsupportfortheStateBudgetCrisisTaskForcetohelpdrawattentiontothefiscalchallengesthatIllinoisfaces.

ResearchonU.S.immigrationpolicy—oneofthreeinitiativeswithinMacArthur’smigrationwork—isfocusedprimarilyoneconomicandfiscalimpacts,includingthebenefitsandcostsofimmigrationatthefederalandstatelevels.Asmallgroupofgrantsexploresasetofimmigration-relatedissuesintheChicagoarea.Forexample,fundingtotheChicagoCouncilonGlobalAffairssupportsitsbipartisanTaskForceonImmigrationandU.S.EconomicCompetitiveness,whichaimstoenhancepublicunderstandingofimmigrationanditsimportancetotheregion’seconomicfuture.

CHICAGO’S WORLD-CLASS INSTITUTIONSChicagoisaninternationalcity,initsneighborhoods,initscommerce,intheworkdonebyitseducationalresearchinstitutions,throughthemanyinternationalassociationsheadquarteredinthecity,andintheglobalinterestsofmanywho

livehere.Throughitsinternationalgrant-makingprograms,MacArthurprovidessupporttoorganizationssuchastheChicagoCouncilonGlobalAffairs;theFieldMuseum;theCenterforInternationalHumanRightsatNorthwesternUniversitySchoolofLaw,andtheSchoolofSocialServiceAdministrationattheUniversityofChicago.

LIVING IN A LANDMARKCompletedin1895,the17-storyMarquetteBuildingisoneofChicago’searliestskyscrapers,andanexampleoftherenownedChicagoSchoolofArchitecture.Asthebuilding’sowner,MacArthurwaspleasedtosupportitsrestorationandpreservation.

TheMarquetteBuildingwasdesignedbytheChicagofirmHolabird&Roche,whichdesignedmanyofthecity’searlytallofficebuildings.Thesenew“sky-scrapers”hadsteelskeletonsholdingupfacadesofbrickandornamentalterracotta,makingthemlooklightcomparedtotheirtraditionalmasonrycounterparts.

ThebuildingwasdesignatedaChicagoLandmarkin1975andaNationalHistoricLandmarkin1976.

Anexhibitonthehistoryandarchitectureofthebuildingislocatedinthearcade,justwestofthelobby.Theexhibit,whichisfreeandopentothepublic,includesinteractivekiosksandalsofeaturesinformationabouttheworkandhistoryoftheFoundation.

Direct FundingThe 50 arts and culture grantees listed below receive funding directly from the MacArthur Foundation. The amount of support for each of these groups is based

on its budget size: organizations with budgets of $2 to $5 million receive $52,500 per year; those with budgets of $5 to $10 million receive $63,000 per year; groups with budgets of $10 to $20 million receive $75,000 per year; and the largest organizations, with budgets over $20 million, receive $100,000 per year.

MacArthur Fund for Arts and Culture at the Prince Charitable TrustsThrough a funding partnership with the Prince Charitable Trusts, the Foundation supports mid-sized arts organizations with general operating funds. In 2011, this Fund awarded 42 grants totaling $1.2 million in new or renewed support to organizations such as the Chicago Human

Rhythm Project, Puerto Rican Arts Alliances, and Silk Road Rising.

MacArthur Fund for Arts and Culture at the Richard H. Driehaus FoundationThrough a funding partnership with the Richard H. Driehaus Foundation, the Foundation supports small arts organizations with general operating funds. In 2011, this Fund awarded 101 grants totaling more than $1 million in new or renewed support to small arts and cultural organizations such as Albany Park Theater Project, Fulcrum Point New Music Project, and Hedwig Dances.

Small Theater and Dance Fund at the Richard H. Driehaus Foundation MacArthur co-funds the Small Theater and Dance Fund with the Richard H. Driehaus Foundation. This Fund supports companies with budgets less than $150,000. In 2011, this Fund awarded 69 new or renewed grants to the smallest theater and dance organizations such as Mordine & Company, Rivendell Theatre Ensemble, and Stage Left Theater.
