1 Introduction
Cardno has been engaged by Cremorne Properties to prepare a Green Travel Plan (GTP) for the proposed office development located at 12-18 Albert Street, Richmond. This GTP has been prepared specifically to encourage the use of non-private vehicle transport modes by the occupiers of the land. The Plan provides a description of the site location in the context of alternate modes of transport and objectives for the Green Travel Plan. Green Travel Plan measures for the development, including site welcome packs, information relating to the bicycle parking facilities available on the site and the importance of monitoring and reviewing the plan are discussed in this report.

2 Proposed Development
2.1 General
The proposed development is located at 12-18 Albert Street Richmond and is an office development
spanning 7 levels, with a café tenancy and meeting rooms proposed across a ground level fronting Albert
Street and Gibbons Street. Based on plans prepared by Bates Smart dated 28 March 2017, the development
includes:
A total of eight (8) levels, with Ground Floor to Level 6 designed for office use comprising a net
leasable floor area of 2,804m2;
A café tenancy comprising 96m2 of leasable floor area;
21 on-site office staff and visitor car parking spaces across ground level and within a basement car
park; and
28 on-site office staff and visitor bicycle parking spaces.
All on-site car parking is provided for office use only, with no on-site café staff / patron parking provided.
2.2 Car Parking and Access
On-site car parking is proposed to be provided across a single level basement, with a total of 17 spaces
provided to cater for office parking needs. The total basement level parking supply includes one (1)
accessible parking bay.
An additional four (4) at-grade staff and visitor parking spaces are proposed to be provided along the
southern boundary of the site and accessed directly via Gibbons Street.
Vehicle access to the site is directly from Gibbons Street, along the southern boundary of the site. An access
ramp leading to the basement car park is proposed in the southeast corner of the site.
2.3 Bicycle Parking
Of the 28 bicycle parking spaces proposed, 19 office staff spaces are to be located within a secured bike
store in the southeast corner of the basement car park. Access to these spaces is proposed via either the
basement access ramp or the single elevator located centrally to the development and accessed via the
lobby on the ground floor level. A further five (5) office staff bicycle parking rails are proposed at ground level
adjacent to the basement access ramp, with access to these spaces provided directly from Gibbons Street.
Two (2) bicycle hoops able to accommodate four (4) bicycle parking spaces will form the remainder of the
proposed on-site bicycle parking supply. These spaces are to be in the form of ‘Arc de Triomphe’ horizontal
rails primarily for use by office visitors. These rails are to be positioned in front of the building’s foyer
entrance in the northwest corner of the site, with access provided via Albert Street.
Bicycle parking allocations are shown on the plans attached as Appendix A to this report.

3 Site Location
The subject site is located on the southern side of Albert Street, Richmond, as shown in Figure 3-1.
Land use in the area is typically a mix of residential, retail and industrial/commercial uses, with Richmond
Primary School to the southeast of the site and East Richmond Train Station a short walk away to the
northwest. Barkley Gardens is approximately 200 metres to the immediate east.

Being located in close proximity to Church Street and Swan Street, the site is convenient to an extensive
range and mix of retail and commercial uses; service, education and community facilities, public and private
entertainment uses, transport infrastructure and public parks and open space areas.
Specific facilities and key destinations in the immediacy of the site relevant to future occupants of the
development include:
The Church Street Precinct;
The Capital City Trail and Main Yarra Trail extending along the Yarra River south of the site;
The Melbourne Central Business District approximately 2.5 kilometres to the northwest; and
East Richmond and Richmond Train Stations, to the northwest and west of the subject site
respectively.

4 Sustainable Transport
4.1 Public Transport Network
The subject site has excellent access to public transport services, with train and tram services operating in
close proximity to the site.
East Richmond Station is conveniently situated approximately 300 metres northwest of the subject site. This
station provides access to trains on the Alamein, Belgrave, Glen Waverley and Lilydale lines, as well as
providing convenient access to additional metropolitan rail services via Richmond and Flinders Street
Stations. Additionally, Richmond Station and Burnley Station are located approximately 1 kilometre
northwest and northeast of the subject site respectively.
Conveniently, Tram route 78 operates along Church Street, just west of the subject site. This route provides
services between Balaclava and North Richmond via Windsor, Prahran, South Yarra and Richmond. The
nearest stop associated with this route is located at the corner of Gibbons Street and Church Street,
approximately 90 metres walking distance from the subject site.
Figure 4-1 shows a map of public transport routes in the area, while Table 4-1 provides an overview of public
transport services convenient to the subject site.

4.2 Bicycle Network
The subject site has excellent access to Melbourne’s extensive bicycle network. On-road bicycle lanes
extending along the length of Church Street provide a connection to the Capital City Trail along the Yarra
River corridor which allows for convenient access to and from the Melbourne CBD area. In addition, there
are a number of informal bicycle routes that operate in the area, including an east west connection along
Swan Street to the north.
A view of the bicycle network in the vicinity of the subject site has been shown in Figure 4-2.

4.3 Share Car
Share car parking spaces are provided by GoGet and Flexicar and are located in the vicinity of the subject
site as shown in Figure 4-3 and Figure 4-4.
Car share services provide convenient access to a shared car on an as needs basis, reducing the need for
users or businesses that have an occasional need for a car to own their own car.
Users are issued with a smart card on sign up, with this card allowing access to the vehicle booked. Users
are able to pre book the vehicle online or by phone for collection at the designated pick-up point. When
finished, the vehicle is returned to the designated reserved space.

4.4 Taxi Services
Taxis can be hired off the street from a taxi rank or by phoning one of the taxi depots listed below 24 hours a
day, seven day a week.

Most taxis are licensed to carry either 4 or 5 passengers, therefore small groups can share the taxi fare
which may cost less than individual trips if utilising other forms of public transport. High occupancy taxis are
also available to carry up to 11 passengers.
These services also reduce the reliance on private vehicle use by tenant workers and businesses.

5 Green Travel Plan
5.1 Objectives
A Green Travel Plan is an initiative to encourage travel mode behaviour change. Green Travel Plans are
used to promote and encourage people to choose sustainable transport options such as walking, cycling,
public transport and carpooling in preference to single occupant car trips whenever practicable.
The coordination, implementation and funding for the Green Travel Plan will be the responsibility of the
Building Manager. Acknowledging the location and accessibility of the subject development, this Green
Travel Plan seeks to minimise staff use of private vehicle transport through:
Providing convenient access to current and relevant public transport information to all staff;
Improved road safety and personal security for pedestrians and cyclists;
Maximising the efficient use of on-site bicycle parking; and
Providing a mechanism to review the efficiency of green travel initiatives and amend existing or
implement new initiatives as warranted.
5.2 Action Plan
A draft action plan is provided in Appendix C. The plan is an outline of the actions and incentives that will be adopted to encourage the use of sustainable transport modes.
5.3 Green Travel Initiatives
The site is ideally located to take advantage of the nearby public transport services, has good bicycle access
and is within walking distance of a significant range of amenities.
Sustainable transport information will be placed in the building’s foyer where it will be clearly visible to the
staff and visitors of the building. Detailed travel information will be supplied within GTP Welcome Packs,
which will be provided to staff and is to include the following regarding sustainable transport alternatives.
5.3.1 Public Transport
To encourage public transport use, information sourced from PTV will be provided through posters and
leaflets. The information provided will detail the scheduling / frequency of local services, the location of train
stations / tram stops and linkages to other networks. This information will be included within the Welcome
Pack.
5.3.2 Cycling
To promote and market the use of bicycles, a map of the extensive network of on and off-street bicycle paths
in the vicinity of the site will be provided within the Welcome Pack.
5.3.3 Walking
To highlight pedestrian accessibility in the vicinity of the site, an access plan will be prepared within the
Welcome Pack issued to staff showing pedestrian linkages in the vicinity of the site.
5.3.4 Car Share
To encourage the use of car share, a map of the current locations will be provided in the foyer of the
development, as well as information of how the system operates. Contact details for Flexicar and GoGet,
including their website addresses, will also be provided.
5.3.5 Sustainable Transport Information Displays
Copies of all sustainable transport information and maps/timetables included within the Green Travel
Welcome Information pack will be made available in the building lobby and accessible to all staff and visitors
to the building.

5.3.6 On-Site Bicycle Parking
To ensure the most efficient use of the on-site bicycle parking for staff and visitors, the allocation and
management of all on-site bicycle parking will be coordinated through the Building Manager and will:
Ensure the equitable allocation of staff and visitor bicycle parking to ensure the maximum use and
distribution of this parking;
Review the use and allocation of staff and visitor bicycle parking on an annual basis to ensure that on-site
bicycle parking is used efficiently; and
Ensure that the visitor bicycle parking areas at ground level are maintained and available for visitors to
the building at all times.
5.3.7 Other Initiatives
Other Green Travel initiatives that could be implemented are listed as follows:
Support the creation of the building staff bicycle user group;
Implement a staff car sharing database;
Provide an assisted sign-up service for available car share and bicycle share schemes;
Provide and maintain a basic bicycle repair kit for staff use;
Provide information of nearby bicycle service centres; and
Implement and maintain a loan-umbrella service for staff.
These initiatives are not a prescriptive or exhaustive list, and implementation would be subject to the
outcomes of the Green Travel Plan monitoring and review process and with the agreement and consensus
of the Building Manager. Where practical to do so, such initiatives should be implemented and/or advertised
through the Building Manager.

6 Implementation
6.1 Staff Green Travel Welcome Information
All new permanent staff of the building will be provided with a welcome information pack that outlines the
development’s green and sustainable transport initiatives.
This welcome information will be prepared, maintained and distributed by the Building Manager and may be
delivered as a hard copy or electronically (via email or equivalent). Welcome information will include:
General information on the arrangement and management of car parking and bicycle parking on-site and
details of the relevant contact;
Advice on how to access public transport timetables and real time travel information through the building’s
intranet web page OR hard copies of train and tram timetables for routes within approximately a 5 minute
walk from the site;
Advice on how to access public transport / cycling / walking maps and a map of key destinations (that
identifies distances and estimated walking times and should include key services, nearby public transport
stops and share care locations) through the building’s intranet web page OR hard copies of these maps;
Information on other sustainable transport information available through the building’s intranet web page
OR a hard copy pamphlet providing equivalent contact details.
A redeemable offer of a Myki Pass to the value of one week along with registration information and details
of the closest Myki top-up point; and
Information on other Green Travel initiatives that may be implemented by the Building Manager.
The ongoing implementation of the Green Travel Plan will be the responsibility of the Building Manager.
This includes a minimum annual review of all information provided within welcome information packs,
accessible via the building’s relevant online web page and displayed within the building lobbies to ensure
that information is relevant and current.
The management of bicycle parking and implementation of other sustainable transport initiatives would be
managed as part of the role of the Building Manager.
6.2 Development Intranet Site
An intranet site for the building will be established and maintained by the Building Manager, which will
include the following information for employees:
Maps of surrounding bicycle facilities and routes;
Public transport maps and timetables;
Booking service for share bicycles and the share car;
Maps of surrounding services with suitable non-car based transport options (i.e. bike and walking routes,
public transport options etc.); and
Links to relevant Green Travel, public transport and local services websites.
6.3 Green Travel Initiatives Monitoring and Review
In order to monitor the success of existing green travel initiatives and to inform the implementation of any
new initiatives, a staged staff questionnaire system regarding travel habits will be implemented by the
Building Manager.
Questionnaires would be implemented on-line through and accessible through the online management
system.
This system should generally follow the example questionnaires provided in Appendix B as explained in the
following below.

Stage 1 is a questionnaire survey of occupiers of the building upon occupation and used to collect
information on the travel characteristics of the occupiers, to gauge interest in the various initiatives and to
seek ideas for other initiatives.
Stage 2 is a questionnaire and feedback form to be filled out 6 months after occupation and used to confirm
travel habits and seek feedback on the efficiency and use of implemented green travel initiatives.
Stage 3 is an annual Green Travel Plan review of travel habits for all occupants and provides an opportunity for occupants to suggest additional measures for implementation.

General
• The Metropolitan Planning Levy (MPL) is imposed for the privilege
of making a leviable planning permit application.
• A leviable planning permit application is an application made to a
responsible authority or planning authority under sections 47 and
96A of the Planning and Environment Act 1987 (PEA) for a permit
required for the development of land in metropolitan Melbourne,
where the estimated cost of the development for which the permit
is required exceeds the threshold amount (see MPL threshold
amount).
• As a statutory requirement of making a leviable planning permit
application, the applicant must give the responsible authority or
planning authority a current MPL Certificate. The estimated cost of
development stated in the MPL Certificate must be equal to or
greater than the estimated cost of the development stated in the
leviable planning permit application. If an applicant fails to comply
with this requirement, the application for the leviable planning
permit is void.
• The applicant for the leviable planning permit application is liable for the
MPL.

amount will be calculated in accordance with section 96R of the PEA.
• On or before 31 May each year, the Commissioner must publish the
CPI adjusted threshold amount for the following financial year on the
SRO website.
How MPL is calculated
• The amount of MPL is $1.30 for every $1000 of the estimated cost of
the development for which the leviable planning permit is required.
• If the estimated cost of the development for which the leviable
planning permit is required is not a multiple of $1000, the estimated
cost is to be rounded up or down to the nearest $1000 (and, if the
amount by which it is to be rounded is $500, it is to be rounded up).
Notification and Payment of MPL to the Commissioner
• Before making a leviable planning permit application, the applicant
must submit a completed Application for Metropolitan Planning Levy
(MPL) Certificate and pay the whole MPL amount to the
Commissioner. This Application must state the estimated cost of the
development and any other information required by the
Commissioner.
• If, after the Commissioner has issued a MPL Certificate which has
not expired (see MPL Certificate), and the estimated cost of the
development increases before the leviable planning permit
application is made, the applicant must submit an Application for
Metropolitan Planning Levy (MPL) Certificate (Revised) and pay the
whole additional MPL amount to the Commissioner. This revised
Application must state the increased estimated cost of the
development and any other information required by the
Commissioner.
MPL Certificate
• The Commissioner must issue a MPL Certificate if he is
satisfied that the whole amount of the MPL has been paid
in respect of the estimated cost of the development.
• Subject to section 96U(3) of the PEA, a MPL Certificate
expires 90 days after the day on which it is issued.
Revised MPL Certificate
• The Commissioner must issue a revised MPL Certificate if:
• the Commissioner has issued a MPL Certificate, which
has not expired;
• the estimated cost of the development increases before
the application for a leviable planning permit is made;
and
• he is satisfied that the whole amount of the MPL has
been paid in respect of the increased estimated cost of
the development.
• The Commissioner may also issue a revised MPL Certificate to:
• Correct any error in the information listed in the MPL
Certificate (except the estimated cost of development as
explained below), or
• the estimated cost of the development stated in the MPL
Certificate is different from the estimated cost of the
development stated in the Application for Metropolitan
Planning Levy (MPL) Certificate lodged by the applicant.
• A revised MPL Certificate expires 90 days after the day on which it
is issued.
Refund of MPL
• The only circumstance under which a person who has paid a
MPL is entitled to a refund is where there has been a
mathematical error in calculating the amount of the MPL by
reference to the estimated cost of the development stated in the
original or revised Application for Metropolitan Planning Levy
(MPL) Certificate. Other than that, a person who has paid a MPL
is not entitled to a refund of the whole or any part of the MPL.
Certificate number
• The Certificate number is on the top right corner on the front of
this Certificate.
• Quoting this Certificate number will give you access to
information about this Certificate and enable you to enquire
about your application by phone.
• You should quote this number in any correspondence.
