According to Salasilah Raja-Raja Brunei, the appointed officers (Wazir, Menteris, Hulubalang, Pegawai) must have these criteria; Subject to the king Intelligent Strong and responsible Respect and fear to the Sultan

four officials and occupied by brothers of the Sultan.

(income and revenue) Pengiran Temenggong
(defence and maritime affairs)

of royal family In charge of trade and
port activity before the position of Pengiran Pemancha was created
The chief of Chaterias was Pegiran Shahbandar and has the same social standing as Wazirs and reported to Pengiran Temenggong
