INHOPE – FIGHTING CSAMCarlos Friaças

Madrid, October 2016

What is CSAM?

• CSAM stands for Child Sexual Abuse Material

– The «child pornography» terminology is being abandoned, as it became negative to victims

What is INHOPE?

• INHOPE is an active and collaborative network of 51 hotlines in 45 countries worldwide, dealing with illegal content online and committed to stamping out child sexual abuse from the Internet.

How does a hotline operate?

• Receives reports

• Performs report analysis

• Submits illegal content details to INHOPE’s platform

• Sends info to own country’s authorities if illegal content is perceived to be “national”

• Notifies local ISPs, requesting immediate takedown

Outcome?

• Hotlines don’t receive any feedback from authorities

• Success stories are several, but details are rarely made public

• 1st priority is protecting the victims

• Portugal? Iberian peninsula, left of Spain

• Since 2007

• 2015 figures– Reports: 1734

– Evaluated as potentially illegal: 99 [5,7%]
