Program Scope

Purpose: To engage amateur film makers and action sports enthusiasts at the North Laurel Skate Park, Centennial Skate Spot, and Rockburn Skills Park while increasing our social media marketing population base.
Goals: • Increase awareness of the participating park amenities and engage patrons that frequent those sites. •Begin to tap into amateur film maker population and gauge community interest for further programming efforts. •Increase social media marketing reach through competition voting system. •Foster relationships with local businesses that serve the Skateboarding, BMX biking, and rollerblading community of Howard County.

1) Contestants can only submit one edit per week.
2) Only one edit can win the grand prize.
3) Contestants must be 13, years or older on June 2, 2014.
4) Contestants under the age of 18 must have a parent or legal guardian submit edits and verify consent.
5) Contestants may begin submitting edits on Monday, June 2, 2014.
6) Submissions Must be received by Monday July 11, 2014 at 11:59 pm EST.
Contest Rules
Video Edit Rules
1. Video must be under 3 minutes in length.
2. You must have rights from the filmer to submit the footage. Music must be cleared for posting in the edit on the internet.
3. All footage must be shot at one or all of the following Howard County Recreation & Parks sites: North Laurel Skate Park, Centennial Park Skate Spot, or Rockburn Skills Course.
4. All content must comply with all Parkland Rules & Regulations, Title 19 Subtitle 2. Additionally, content must comply with posted Rules and Regulations at North Laurel Skate Park, Centennial Skate Spot, and Rockburn Skills Course.
5. All footage must be appropriate for posting on a public website. Obscene, provocative or otherwise questionable content will not be considered. Howard County Recreation & Parks will retain sole discretion as to what constitutes inappropriate content.

Terms and Conditions
1.) Entrant represents and warrants that the submitted entry is an original, non-published work that does not infringe the rights or intellectual property claims of any third parties. By entering the contest, contestants agree to have their submitted video displayed on the Internet without any fee or other form of compensation, and agree that Howard County Department of Recreation and Parks may display winning videos in Howard County newsletters, social posts and in future contest promotions. In the event that ownership of any footage submitted to Howard County Department of Recreation and Parks is contested in any manner, Howard County Department of Recreation and Parks will retain the discretion to disqualify and discontinue use of the video. 2.) In consideration of judges' review of entries, winners who enter the contest grant permission (except where prohibited by law) to use and license their photos/images in all media without further compensation. 3.) Video edits, in whole or in part, that, in Howard County’s sole judgment, are inappropriate, are noncompliant, or are in any other respect unsuitable (at the sole discretion of Howard County Department of Recreation and Parks) will not be considered. Sponsors reserve the right, at their sole and absolute discretion, to refuse, disqualify, or withdraw entries and/or entrants at any time during the contest. 4.) All taxes are the sole responsibility of finalists' or winner's parents/guardians. Prizes are non- transferable and cannot be substituted, but prizes of equal or greater value may be supplied by Sponsors at Sponsors' sole discretion. 5.) Howard County Department of Recreation and Parks and its affiliates are not responsible for technical failures in entry transmission, or lost, late, misdirected, damaged, incomplete, illegible, or postage-due mail, or any damage to participants' computers relating to information about or participation in the promotion. 6.) Howard County Department of Recreation and Parks reserve the right to make any changes to the rules and/or to the contest at any time.
