What is computer matching?

Computer matching is a mass surveillance technique where data

of many people are compared, which the data is acquired from

multiple sources.

Who developed? When? Why?

Developed in 1976 The Federal Bureau

of Investigation (FBI) Use it to match the

employee records of selected government employers in the Chicago area, looking to ferret out cases of fraud.

What groups were/are responsible for managing it?

FBI Department of Health Education & Welfare (HEW), Department of

Health & Human Services
