2 3JDC ANNUAL REPORT 2017-2018
In Venezuela, the economy is in free fall. The average
citizen lost 24 pounds from hunger in 2017. The basic
needs of Venezuelan Jews must be met. Working with
the Venezuelan Jewish community and other partners,
we made sure to get the job done.
In nations that once were behind the Iron Curtain,
Jewish life was devastated by decades of Communist
oppression. But Jewish life is thriving there once again.
Across Eastern Europe and the former Soviet Union,
we are bringing Jewish life back, and young people are
leading the way—from youth groups, such as Active
Jewish Teens, to the JDC-Lauder International Youth
Camp at Szarvas, the Kaplan Leadership Initiative, and
much more. One of the reasons this revival is so inspiring
is that it once seemed so improbable.
In Israel, warning signs are flashing about the nation’s
economic future. In recent years, Israel’s economic
progress has been remarkable. But the nation’s fastest
growing communities—the ultra-Orthodox and
Israeli Arabs—have not participated in this economic
miracle. Half the children in Israeli kindergartens are
ultra-Orthodox Jews or Israeli Arabs. It is essential to
bring them into the economic mainstream. This is
a formidable challenge, but failure is not an option. Israel’s
future depends on it. So together, we are developing
new ways to help needy Israelis help themselves. We are
the innovation partner of the Israeli government.
With your support and matching money from the Israeli
government, we are changing the lives of thousands
of Israelis.
The assistance we provide outside the Jewish
community—responding to disasters, using Israeli
technology to enhance crop yields in Ethiopia, and
much more—is an expression of our Jewish values. This
work also strengthens the ties of Jewish communities
and Israel to people in need, giving developing nations
a more informed perspective on a people and a nation
with whom they may have had little or no contact.
Finally, in North America, many Jewish millennials are
increasingly disconnected from their tradition. But
by involving them in our international humanitarian work,
Entwine is inspiring them through service. Together,
we are minting a new generation of Jewish leaders.
In all of our work, the story is the same. The problems
are daunting. But when we all come together—pursuing
common goals with compassion, resourcefulness,
and resolve—nothing is impossible. Together, under the
leadership of JDC’s dedicated Board and talented
professionals, we can do almost anything.
Thank you for your commitment to our eternal mission.
Because the problems we address are long-lived, JDC
must always stand at the ready to respond. So we are
profoundly grateful for the generous endowment gifts we
have received in our Second Century Campaign. We
also appreciate the generous annual support we receive
from you and from other donors across the globe.
Because of you, hundreds of thousands of people live
with dignity and purpose. Because of you, JDC is always
there to answer the call. Because of you, we will continue
to achieve the impossible together.
Stanley A. Rabin
President
David M. Schizer
Executive Vice President & CEO
Every day at JDC, we feel inspired. Since you are part of
the JDC family, you know exactly what we mean. Our
mission is uplifting. We help people help themselves. We
help people who have nowhere else to turn. Together,
we make sure none are left behind.
If a Jew is in danger—anywhere in the world—JDC is there.
If a Jew is hungry or needs medicine, we are there. If Israel
needs a better way to care for vulnerable citizens, we are
there. If the spark of Jewish life needs to be reignited in
a remote corner of the globe, we are there.
The word “joint” is in our name because we do our work
together. We couldn’t do it without you—our generous
supporters and partners, our devoted Board members,
and our dedicated staff. Each of you plays a key role in
our work. We want to take this opportunity to thank you
for your invaluable support.
When the JDC family comes
together, we get the job done.
Again and again, over the past
104 years, we have achieved
the impossible.
We recently commemorated the
75th anniversary of the Warsaw
ghetto uprising. So we should take
a moment to remember what
JDC accomplished there—against
impossible odds. The Nazis believed they could
perpetrate acts of historic savagery in secret. They
thought no one would know.
But they were wrong. They didn’t count on the courage
and resourcefulness of Emanuel Ringelblum, a historian
working for JDC in the Warsaw ghetto. Ringelblum
and his team assembled a secret archive of 30,000
documents, buried in metal containers. Although
Ringelblum was murdered by the Nazis, three of his
colleagues survived. After the war, they dug up the
crates, offering the world a record of Nazi atrocities.
JDC’s goal was not only to create a record, but also to
resist. We supported the uprising in two crucial ways.
First, Jews in the ghetto needed weapons. The funding
for these weapons came mostly from Isaac Giterman,
JDC’s country director in Poland. Second, to plan the
uprising, its leaders had to meet regularly. But meetings
were not allowed in the ghetto. To solve this problem,
Giterman opened a soup kitchen, and had the planners of
the revolt serve the soup. Every day, they stood side-by-
side, ladles in hand, planning the uprising.
In the ghetto, the odds against us were astronomical,
but we still found a way to make a difference. To us, that
is the essence of JDC. Time and again, we have shown
that when the JDC family comes together, nothing is
impossible. This has been true for 104 years, and is just
as true today.
In Russia, Ukraine, and other
post-Soviet states, 100,000 elderly
people—the poorest Jews in the
world—would die without the food,
medicine, and homecare we
provide through our Hesed network
of social welfare centers. Think
about the pain and loss this
generation has experienced over
the years—the Holocaust, World
War II, the Soviet era, and now
almost unimaginable poverty.
But because of you, they are not alone. A client in Ukraine
recently called JDC “the sunshine in her window.”
Together, against the odds, we are bringing light into their
lives. In this work, we are grateful for the generous
support of key partners, including the Claims Conference
(the Conference on Jewish Material Claims Against Germany), our operational partnership with the International
Fellowship of Christians and Jews (IFCJ), UJA-Federation
of New York and the other Jewish Federations of North
America, the Maurice and Vivienne Wohl Charitable Foundation, World Jewish Relief, and the Harry and
Jeanette Weinberg Foundation.
“ WHEN THE JDC FAMILY COMES TOGETHER, WE GET THE JOB DONE. AGAIN AND AGAIN, OVER THE PAST 104 YEARS, WE HAVE ACHIEVED THE IMPOSSIBLE.”
A Message from Our Leadership
4 5JDC ANNUAL REPORT 2017-2018
About JDCThe American Jewish Joint Distribution Committee (JDC) is the world’s leading Jewish humanitarian organization. For over a century, JDC’s mission has been saving Jewish lives and building Jewish life around the globe.
We were founded in 1914 when diverse parts of the Jewish community joined together—hence our name, “The Joint”—to provide life-saving support to starving Jews in Ottoman Palestine and Eastern Europe following the outbreak of World War I. In the decades since, JDC has played a major role in each and every milestone event—both tragic and triumphant—in modern Jewish history.
Today, our eternal commitment to Jewish and humanitarian values endures. Through JDC, you can touch the lives of over one million people in 70 countries every year, providing lifesaving material comfort to desperately poor people and nurturing vibrant Jewish communities.
In an era of divisions, our diverse community is maintaining its nonpartisan determination to continue saving lives and strengthening communities.
6 7JDC ANNUAL REPORT 2017-2018
Saving Jewish LivesToday, JDC helps hundreds of thousands of needy Jews throughout the globe.
In the former Soviet Union, JDC provides lifesaving food, medicine, home care, and heat to nearly 100,000 elderly Jews across 11 time zones.
These are the poorest Jews in the world; even retired doctors, teachers, and engineers are struggling to live on pensions as low as $2 per day;
46,000 are Holocaust survivors, who endured unspeakable horrors;
All were victims of the Soviet Union’s relentless discrimination against Jews;
Many are alone, without family as a safety net, since over a million Jews left the Soviet Union for Israel, Europe, and the United States decades ago.
8 9JDC ANNUAL REPORT 2017-2018
In Israel, where JDC is the leading incubator of social innovation, we are helping needy Israelis help themselves.
Through JDC’s uniquely powerful operating model, we develop and test new ways to serve vulnerable populations. These pilot programs have unmatched impact: Once they succeed, the Israeli government takes them over and scales them up, transforming social services throughout the country.
Contributions to JDC are highly leveraged. For every dollar JDC invests in programs in Israel, the Israeli government invests another two on average in our programs.
With this unparalleled leverage and impact, JDC is able to revolutionize services in Israel for the elderly, children at risk, the unemployed, and people with disabilities.
JDC is also helping vulnerable Jews in “hot spots” throughout the world.
In Western Europe, JDC works with Jewish communities to respond to terrorism and rising anti-Semitism. Our programs aim to enhance the security of these communities and ensure that they remain resilient.
In Latin America , Africa, and Asia, JDC partners with local communities to promote planning and innovation, and ensures that basic needs are met in an economic crisis.
10 11JDC ANNUAL REPORT 2017-2018
Building Jewish LifeIn addition to caring for needy people, JDC also works to strengthen Jewish communities across the globe. Our approach is inclusive, pluralistic, and nondenominational.
In the former Soviet Union and in Central and Eastern Europe, we are engaging Jewish families who became disconnected from their Jewish heritage during decades of Communist rule. We are nurturing thriving Jewish community centers, camps and family Shabbat retreats, youth groups, and other communal institutions throughout these regions.
At the JDC-Lauder International Youth Camp at Szarvas, 1,600 Jewish children and teens from more than 25 countries have the magical experience each summer of connecting with their Jewish heritage, often for the first time.
Youth groups throughout Eastern Europe and the former Soviet Union train future leaders for communities where the spark of Jewish life once was nearly extinguished.
12 13JDC ANNUAL REPORT 2017-2018
In Latin America, Asia, and North Africa, JDC is partnering with Jewish communities to launch and strengthen vibrant communal institutions.
In Cuba, JDC has partnered with the Jewish community for three decades to revive Jewish institutions and culture.
In Israel, JDC is a trusted social pioneer that works across all sectors of society. We help nurture nonprofits and promote innovation and digital literacy in government institutions, and we train leaders for both sectors.
In North America and beyond, we are mobilizing a rising generation of Jewish advocates and leaders in their 20s and 30s through our global Jewish volunteer corps, building community at home through service abroad.
14 15JDC ANNUAL REPORT 2017-2018
In addition to delivering emergency aid, JDC also develops long-term recovery programs. We have helped to rebuild the lives and livelihoods of victims of earthquakes, tsunamis, typhoons, hurricanes, and floods.
We maximize our impact through partnerships with Israeli and international NGOs, local agencies on the ground, and overseas Jewish communities.
JDC also utilizes Israeli innovation and expertise to advance development goals. Our new Tikkun Olam Ventures (TOV) loan fund aims to mitigate poverty among smallholder farmers in the developing world. This philanthropic fund offers loans to purchase Israeli AgTech, as well as training in agricultural best practices.
Through TOV, we are working to help individual farmers lift themselves out of poverty, empower women in rural communities, and bolster economic growth in developing societies.
TOV’s two-year pilot phase is being implemented in Ethiopia in 2018-19.
Responding to Disasters & International Development NeedsOn behalf of the global Jewish commuity, JDC's response to natural and man-made disasters as well as development needs has assisted vulnerable people of all faiths and nationalities across the globe. This work is a concrete expression of Jewish values: we are all responsible for the well-being of our neighbors. Through these efforts, we also can strengthen the ties of Jewish communities and Israel to needy people throughout the world.
In the last decade alone, JDC was among the first responders to natural disasters in Haiti (2010), Japan (2011), the Philippines (2013), Nepal (2015), the Caribbean and Mexico (2017), and Guatemala, India, and Indonesia (2018).

Thank you to those who made our work possible in 2017.

Saving Jewish Lives.Building Jewish Life.
Will You Undertake Matter?Over a century ago, Henry Morgenthau, Sr., who was the U.S. Ambassador to the Ottoman Empire, sent a cablegram to two prominent American Jewish philanthropists, Felix Warburg and Jacob Schiff. He asked them to aid starving Jews at the outset of World War I.
The two never hesitated. In response to Morgenthau’s words—“Will you undertake matter?”— a major relief effort was organized and the American Jewish Joint Distribution Committee came into being.
The JDC supporters acknowledged on the pages that follow are continuing in the footsteps of our founders, pursuing the same timeless mission of saving Jewish lives and building Jewish life. Together we will do whatever we can—indeed, whatever is necessary—to undertake this matter.
