Urban (re)development : ‘inbreiding’ (development of enclosed greenfields / redevelopment of brownfields)

3 zones:◦ Zone I: 100% private development with public infrastructure works◦ Zone 2: social housing project on plot of land / municipality◦ Zone 3: private development on plot of land / municipality

Players: municipality of Ham, Flemish regional government, social housing agency, private owners, stakeholders (neighbourhood, local commerce, etc.)

Key concerns: timing (2012), budget, communication, mobility (re local shops), social mix

Interesting to note: 0% ownership (long run) for municipality

High level development study (options) Zoning & planning studies (re expropriation other zones /

public infrastructure works / ° of regional zoning plan adapted to project)

1 on 1 information / consultation / negotiation with share-& stakeholders zones 1, 2, 3

3 // LOI (MoU) : timing, commitment Assistance in zone 1 re search for development company

/ determination of € for public infrastructure Sale of plot zone 2 to social housing company Market survey + call for tender plot 3 works contract

with € paid by contractor to municipality for plot (commercial risk municipality: rights in rem on ploy are sold together with building rights after realisation of project)

Focus on most efficient role for public actors (director, investor, developper, etc.)

Notable investment in time, energy & € (re technical, financial & legal advice)

Communication & confidence = key

Coordination / timing = difficult, even with LOI/MoU
