KERN RANGER STATION Year-End Repor t

1993

Summary

I w a s on du ty a t t h e Kern Ranger S t a t i o n from J u n e 17 t o October 13. I was flown i n t o t h e s t a t i o n t h i s yea r . The h igh coun t ry was snow covered, bu t t h e Kern Canyon was snow f r e e w i t h ve ry h igh water i n t h e Kern r i v e r and t r i b u t a r i e s . Due t o heavy snowpack, w e t meadows and t h e "wet year1' Meadow open ing d a t e s , I d i d n o t have my s t o c k brought i n u n t i l t h e end o f June.

During t h e season , I p a t r o l l e d 888 m i l e s o f t r a i l . (598 m i l e s were p a t r o l l e d on s t o c k and 290 m i l e s on foo t . I c o n t a c t e d 1 ,023 v i s i t o r s t h i s season. (130 Day Hikers , 557 Backpackers, 102 Day R i d e r s and 234 S tock U s e r s w i t h 530 head o f s t o c k , 1 2 llamas and 1 0 bur ros . )

Most o f t h e l o c a l p a s s e s were snow covered u n t i l mid J u l y . Most s p r i n g v i s i t o r s came i n from t h e sou th , Sequo i a N a t i o n a l F o r e s t , o r t h e e a s t from Cottonwood P a s s and Inyo N a t i o n a l F o r e s t . The c r e e k c r o s s i n g s i n t h e Kern a r e a were d i f f i c u l t and/or haza rdous u n t i l l a t e Ju ly . Most o f t h e g roup t r i p s seemed t o w a i t u n t i l August and low water b e f o r e v e n t u r i n g i n t o t h e backcountry. A u ~ u s t was t h e b u s i e s t month w i t h g r o u p s coming o v e r F r a n k l i n P a s s and down t h e High S i e r r a t r a i l headed towards t h e Hot S p r i n g o r Mount Whitney. There was an i n c r e a s e i n s t o c k Itday u s e H , e s p e c i a l l y i n t h e s p r i n g when o u r Meadows were n o t open. The meadow open ing d a t e s and t h e open ing pos t - ponements (Upper and Lower Funston meadows.and Coyote meadows) were known t o most s t o c k u s e r s who came i n t o t h e a r e a . T h i s i n f o r m a t i o n g e t t i n g t o t h e u s e r s i s v e r y i m p o r t a n t and I was g l a d t o f i n d t h a t i t w a s b e i n g g iven ou t . (3/4 o f t h e p e r m i t s I s e e a r e from F o r e s t S e r v i c e O f f i c e s ) These d a t e s seemed t o be accep t ed by t h e s t o c k u s e r s and many planned day r i d e s i n t o t h e a r e a whi le camping nea rby on F o r e s t S e r v i c e l and . I n Gen- e r a l t h o v e r n i g h t s t o c k u s e and g r a z i n g w i t h i n t h e Kern a r e a was low. Some f a v o r i t e s t o c k a r e a s showed l i t t l e o r no use . A t o t a l o f 55 F i r e r i n g s were worked i n t h e Kern area t h i s year . There were 20 o b l i t e r a t e d . Lo Lyness ( L i t t l e F i v e ) and I met a t F o r e s t e r Lake i n l a t e August t o c l e a n p i t s and r e h a b i l i t a t e s i t e s . . Adding r o c k s t o f i r e p i t s and bu rn ing f o i l and l e a v i n g t r a s h i n t h e p i t s i s s t i l l a problem, Some food and t r a s h w a s l e f t i n t h e I fbear boxesI1 occasion all^, bu t J u n c t i o n Meadow was t h e wor s t w i t h abou t 20 l b s , o f t r a s h and d i s c a r d e d food. T h i s may have been from a s t o c k t r i p l a s t f a l l . A l o t o f t r a s h g e t s thrown down t h e p i t t o i l e t a t t h e Uot S p r i n g camps, though t h e p i t t o i l e t a t Upper Funston meadow remains a lmos t t r a s h f r e e . T h i s mas be because t h e t o i l e t i s f a r t h e r away from t h e camx, s i t e s a t Upper Funston.

I saw 1 2 r a t t l e s n a k e s t h i s summer and v i s i t o r s r e p o r t e d s e e i n g a n o t h e r 9. I a l s o saw 3 k i n g s n a k e s and mans r a c e r s .

There were 2 medrjvacs bv NPS h e l i c o p t e r . 1 medevac by p r i v a t e h e l l c o a t e r ( p r i v a t e l a n d ) and 3 medi vac by commercial s t o c k . Minor f j r s t a i d f o r b l i s t e r s t n t h r e e v i s i t o r s - One s e a r c h t o l o c a t e an overdue h i k e r i n t h e u p p e r r a t t l e s n a k e a r e a . RESOURCE The beave r dam a t U p ~ e r Funs ton meadow once a g a i n d i v e r t e d wa te r o u t nf t h e Kern ri v e r and t h rough t h e m a j n s t o c k camp and t h r o u a h t h e meadow. I broke UD p a r t o f t h e Dam i n e a r l y J u l y and was a b l e t o s t o p t h e f low i n t o t h e meadow. The meadow was n o t a b l e t o open on t h e J u l y 1 da t e . i t opened on J u l v 25- T obse rved one beaver swimming i n t h e ~ o n d - Si x more t r e e s were f a l l e n by beaver - The d a m was n o t r e p a i r e d bv t h e beaver. but. t h e r e i s s t i l l l a r g e l o g s t h a t w i l l p rnbah ly d i v e r t wa te r n e x t vear .

The beave r dam m e t r o m l i s. n o r t h o f t h e u t q e r d r i f t f e n c e o f Lower Funstnn meadow i s still a c t i v e and ve ry e x t e n s i v e . The t ra i l i n t h i s a r e a was b o a n i e r t h a n l a s t y e a r - T r e l e a s e d soma wate r ( 1 5 l o c a t i o n s ) and t h e trail dr7ied o u t - T t dropped t h e l e v e l abou t 1 f n o t - T h i s was i n e a r l v J u l y and by mid -Ai~ms t a l l t h e b r a k e s had been r e m i r e d and t h e t r a i l was boggy aga in . T've n e v e r obse rved a beaver i n t h i s a r e a . b u t t b r e a r e a l n t of t r n u t i n t h e nonds- The re a r e a1 so a 1 o t o f newly g i r d l e d t r e e s a l o n g t h e r i v e r .

NPS Kern Canvon Beaver su rvey was conducted i n mid-Seotember bv C i ndv S c h u l t z and 13ri an Mckean.

Due t o h igh w a t e r and a n a t u r a l 1 OR jam on t h e Kern r i v e r - Lower Funston meadow was f looded t h i s sp r i ng . Water- 3 i n c h e s t o 3 f e e t was f lowing a c r o s s t h e e n t i r e meadow- It opened on J u l y 25 i n s t e a d o f J u l y 1.

Due t o snowmelt and s t a n d i n g water. t h e meadows i n Coyote Can- yon were a l s o opened l a t e r t h a n schedu led- The lower meadow was opened on August 1 5 and t h e unpe r . iunct ion meadow on Sept- ember 1.

The meadows i n R a t t l e s n a k e canynn opened on s chedu l e . b u t had low t o moderate use. Most lv due t o F r a n k l i n P a s s b e i n g i m ~ a s s a b l e t o s t o c k , due t o snow. u n t i l t h e end o f J u l y - A l l t h e meadows looked good t h i s v e a r w i th t h e e x t r a w a t e r and l ower use . The Large p a s t u r e a t t h e Kern s t a t i o n n e v e r needed i r r i ~ a t i o n wa t e r t h i s s ea son - I k e p t wa t e r t o t h e smal l pas- a l l summer.

Meadow moni t o r i n g : (September 7 t h rough September 20) I conducted r e s i d u a l h iomass mon i to r i ng on R meadows i n t h e Kern Canvon and E r i c Morey moni tored t h e 3 meadows i n R a t t l e - snake Canvon.

No b e a r probl ems were r e p o r t e d - I s a w b e a r t r a c k s on t h e t r a i l n e a r R a t t l e s n a k e J u n c t i o n i n Oc tober - They headed down canyon and were on t h e t r a i l f o r 1 m i l e , b u t I n e v e r a o t t o s e e t h e bea r .
