• eGovernment demands vocational training programmes

•eEurope cannot be a digitalized version of the existing local procedures.

•The traditional Civil Servant has to evolve into the organiser and manager of electronic processes which will propagate downward to business, education, health and other services affecting all citizens.

Challenges I

• New member state government officials tend to follow hiearchy (unlike Dutch!) , Therefore hard

to find out real needs • Definition phase can take a year: what is

eGovernment?, so you may as well just start somewhere rather than talk.

• Hierarchical systems simply did not work, but Wiki regarded too organic: Paradox of “Organised Wiki”.

• “Game” and “wiki”sounds like playing to older generation in government (life long playing:-)

• French concours versus certification as quality insurance (advisory board warning)
