The CUDP for the City of Lusaka comprises of Master Plans of Sub-Programs for

1. Urban Transport Development,

2. Water Supply and Sewerage Development, and

3. Living Environment Improvement.

5. Pilot Study Area

The pilot study area covers 116.7 ha of Chibolya area; consisting of two parts, the original Chibolya and Chibolya Extension; divided into seven community Zones tabulated below.

Chibolya is part of Harry Mwaanga Nkumbula Ward located near the Central Business District.

7. Implementation Approach depending on the type UUSo In “Type A” of the UUS,

finances generated from land being sold are allocated to procure funds for the project.

o Because of the need to set aside land for sale, roads and other public facilities, high land densities in the settlement is needed to accommodate the residents.

8. Regulative framework for feasible implementation measure

Project feasibility is the most critical benchmark in evaluating a self-financing scheme of project development that does not depend on government assistance.

Cost factors, covering provisions of infrastructure, housing and compensation programs, have to be regulated and controlled through a limited range of services to meet an amount of revenue from land lease program to investors.
