1. Preamble
In pursuance of the provisions contained in clause (a) of sub-section (4) of section 15 and section 17 of The
Gujarat Special Investment Region Act-2009 and Clause (m) of sub-section (2) of section 12 and clause (c) of
sub-section (2) of section 13 of The Gujarat Town Planning and Urban Development Act-1976, the Mandal
Becharaji Special Investment Regional Development Authority (Hereinafter referred as MBSIRDA) hereby
makes the following Regulations:
1.1 Short Title, Extent and Commencement
1.1.1 Short Title
These regulations may be called the General Development Control Regulations of the Final
Development Plan 2040 of MBSIRDA.
These Regulations shall come into force on and from the date prescribed in the notification of the
sanction of the revised General Development Control Regulations.
1.1.2 Applicability
Subject to the provision of The Gujarat Special Investment Region Act-2009 and The Gujarat Town
Planning and Urban Development Act-1976, these Regulations shall apply to all the developments in
the Mandal Becharaji Special Investment Regional Development Authority area notified under section 3
and section 4 of the Act-2009 vide Notification No. GHU/12/23/SIR/112012/1276/I Dated 1st Oct, 2012
by Industries and Mine Department of Government of Gujarat, as may be modified or amended from
time to time.
1.1.3 Repeal
The General Development Control Regulation of Mandal Becharaji Special Investment Region
(hereinafter referred as MBSIR) sanctioned on 10th September, 2012 is hereby Modified, Revised and
Replaced by these Regulations.
1.1.4 Savings
Notwithstanding such modification and revision anything done or any action taken under theregulations in
force prior to such modification shall be deemed to be valid and continue to be so valid, unless otherwise
specified.

2. Definitions
In these regulations, unless the context otherwise requires, the terms and expressions defined as follows
shall have the meaning indicated against each of them.
The terms and expressions not defined in these regulations shall have the same meanings as in The Gujarat
Special Investment Region Act-2009 and The Gujarat Town Planning & Urban Development Act, 1976 or
Local Acts and the rules framed there under or as mentioned in National Building Code (NBC)as the case
may be, unless the context otherwise requires.
2.1 Act
Means the Gujarat Special Investment Region Act 2009 and The Gujarat Town Planning and Urban
Development Act, 1976, hereinafter referred as the Act, 2009 and Act, 1976 respectively.
2.2 Adaptive Reuse
Means a method of preservation where a building/structure/open space retains its signature visual
elements, but the structure/space is used for a purpose other than originally intended.
2.3 Additions And /Or Alterations
Means any change in existing authorized building or change from one use to another use, or structural
change such as additions to the area or height, or the removal of part of a building, or change to the
structure such as the construction or cutting into or removal of any wall or part of a wall, partition, column,
beam, joist, floor including a mezzanine floor or other support or a change to or closing of any required
means of ingress or egress or a change to fixtures or equipments, as provided in these regulations. The
addition to any existing structure shall only be permitted if it complies with the current relevant provisions
of the GDCR.
2.4 Advertising Display Infrastructure/Sign/Hoarding
Means any surface or a structure with character, letter or illustration, applied there to and displayed in any
manner whatsoever out of doors for the purpose of advertising or giving information regarding or to attract
the people to any place, person, public performance, article or merchandise, and which surface or structure
is attached to, forms part of, or is connected with any building or is fixed to a tree or to the ground or to
any pole, screen, fences displayed in any space or in or over any water body
2.5 Agricultural Use
Means use of land for the purpose of the agriculture, horticulture, sericulture, animal husbandry, poultry
farming, plant nursery, piggery, dairy farming, vegetable farming, any activity related to agriculture or milk
chilling plant.
2.6 Air-Conditioning
Means the process of altering the properties of air such as its temperature, humidity and quality to meet
the requirement of an enclosed space.

2.7 Amenities
Means roads, streets, railways, open spaces, parks, recreational grounds, play-grounds, gardens, water
supply, electric supply, street lighting, drainage, sewerage, gas network, information and communication
technology, public works and other utilities, over and underground broad casting and communication
network, surface and convenience, etc.
2.8 Amusement Park
Means a large outdoor and/or indoor area with fairground rides, shows, refreshments, games of chance or
skill and other entertainment.

Means residential building constructed in a detached or semi-detached manner being designed as ground
