General Principles

• The Directorate General of Merchant Marine delegate to

the Recognized Organizations the issuance of the

Maritime Labour Certificate, the Declaration of Maritime

Labour Compliance Part II and the interim maritime

labour certificate (MMC 255).

• The Panamanian Administration shall remain fully

responsible for the inspection and certification.
