MPEDA organized the first editionof AQUA AQUARIA INDIA
2011 – one of the largest aquacultureand aquarium show in Asia – from6 – 8, February 2011 at Chennai TradeCentre, Chennai, Tamil Nadu.Hitherto MPEDA had beenorganizing the aqua and aquaria showsseparately, viz. INDAQUA – abiennial event and INDAQUARIA –an yearly event. For the first time, thisyear, both the events INDAQUA andINDAQUARIA have been clubbedtogether as AQUA AQUARIA 2011.
The 3-day event comprisedtechnical sessions conducted byInternational aquaculture/ornamental fish experts, exhibition byfarm associations/clubs/societies/entrepreneurs, hatcheries, inputsuppliers, feed mills, processing plants,quality control laboratories, andservice providers exhibitinga q u a c u l t u r e / a q u a r i c u l t u r eaccessories, ancillary equipments,machinery, products, inputs,ingredients and additives. A buyer-seller meet also was arranged whichwas attended by aquaculture andaquariculture (Ornamental fishculture) experts and importers/exporters. Most of the Aquacultureand ornamental fish breeders/farmers, feed manufacturers, hatcheryowners, machinery suppliers,exporters/importers, officials fromfisheries institutions and State/Central Govt. Departments,researchers, students and aquariumhobbyists in India/abroadparticipated in the technical sessions,exhibition and buyer-seller meet.Experts and importers from India,USA, Germany, Netherlands,Australia, U.K, Israel, Mexico,Philippines and Japan, amongstothers had also attended the event.

Delivering the presidential addressProf. Thomas said, “Though fisheriesis a State subject, the multiplicity oforganisations under various Ministriesin the Central Government at timesfails to have a focussed attention inthe national interest. This needs to beaddressed by forming a separateMinistry.” The need of the hour wasto have a separate Ministry forhandling fisheries at the national levelto provide focussed atention to thatsector, he said and added that thoughfisheries formed part of the agriculturedepartment, many of the concessionsgiven to the agriculture sector had notbeen passed on to the fisheries sectorfor several years and the Centre wastaking steps to rectify the situation.
Later releasing the OrnamentalFish Directory, the Minister said thatgreater R&D support with stronglinkages between R&D agencies,increased investment in fish andshrimp hatcheries, diversifiedaquaculture species, establishment ofaquaculture estates, feed mills andancillary industries have beenidentified as important areas formaintaining the pace.
In her welcome address, Ms. LeenaNair said, “The estimated productionof cultured ornamental fish in thecountry is minuscule. However, thereis huge potential. Currently most ofIndia’s ornamental fish production isused for domestic sales. A largequantity of captured ornamental fishis being exported. In order to promotethe sector as well as to preserve ourenvironmental heritage, MPEDA isproviding technical inputs andorganising the sector withcollaboration for funding withNational Fisheries DevelopmentBoard (NFDB).” Ms. Nair said thatwith the introduction of Litopenaeusvannamei shrimp culture in thecountry, the cultured shrimpproduction was poised to reach newheights.

TECHNICAL SESSIONSThe technical sessions were
conducted on 6th and 7th February2011 separately for aquaculture andaquariculture (Ornamental fish)sectors. It was attended by 1370delegates of which 1220 were farmersmainly from Kerala, Karnataka, TamilNadu, West Bengal, Maharashtra,Goa, Andhra Pradesh etc.

In hisintroductory address Dr. Krishnaiahhighlighted the importance of makingshrimp aquaculture responsible andsustainable and impressed the needfor cooperation among allstakeholders. In this session therewere three technical presentations.
Dr. Steve Arce of the OceanicInstitute, Hawai, USA, presented the1st paper entitled “SPF L. vannameishrimp brood stock developement andbiosecurity principles for sustainableproduction”. In this presentation Dr.Arce dwelt on the economic impactof disease in shrimp culture; thebenefits of “Clean Shrimp Stocks and,in this context, the importance ofdevelopment of Specific PathogenFree (SPF) shrimp stocks. Heexplained the methodology ofdevelopment of SPF shrimps; the needfor biosecurity; the key principles of

He alsodwelt on the various measures toensure sustainability of L. vannameiculture.

The session- I started with thepresentation by Dr. A.Ramachandran, Professor, School ofIndustrial Fisheries, CochinUniversity of Science & Technologyon the topic “Green Certification ofOrnamental Fishes - an initiative inIndia”. He gave an overview of thestandards and guidelines proposed bythe National Task Force constitutedby MPEDA to Green Certify thesupply chain of fresh waterornamental fish trade and itsimportance as well as scope &potential.
The last presentation inaquaculture of the day was by Shri S.Vijaya Kumar, Project Manager,RGCA, India. Shri Vijayakumarpresented the details of the project ofRGCA on GIFT Tilapia beingimplemented with the collaborationof World Fish Centre.

The last presentation of thetechnical session was by Dr.Krishnakumar from Chennai on “Re-circulating system for ornamental fishproduction”. He had explained a costeffective recirculation culture systemdeveloped by him for ornamentalfishes with special reference to goldfish. He informed that, the system wasdesigned by taking the cost and profitmargin as the primary factor and alsothe production level increased manyfolds in this system. In this system theculture cycle was 65 – 70 days andmainly gold fishes were culturedbecause the small and medium sizedgold fish are in high demandthroughout the year in Indian market.

The 3rd and last presentation wasby Mr. Joseph Itzkovich, Israel on thetopic “EU market for ornamental fish– Demand, Trends and Qualityrequirements”. Since EuropeanUnion (EU) is one of the largestmarkets for ornamental fish in theworld, the particular topic was verymuch relevant for the farmers as wellas exporters. He stressed the need forhealthy and high quality fish due toincreased awareness about fish diseaseand quality among customers. He alsoexplained the quality criteria forexport to EU.
The second session (day 2) startedwith a presentation by Dr. NunoSimoes, Mexico on the topic“Collection and breeding of marinecrustaceans and Sea anemones” whichwas a totally new area for the Indianfarmers. He focused on the biology ofmarine ornamental shrimp and seaanemones as well as on the fisheries
The 2nd presentation was by Mr.Shane Willis, Australia on“Biosecurity and health managementin ornamental Aquatic Industry”.Biosecurity and the potential totransport exotic disease betweencountries is a growing concern formany governments throughout theworld and will result in making itharder to access markets. Mr. Shaneexplained how the companies can besustainably biosecured and outlinedthe biosecurity principles forsustainability of the industry.

There is considerable increase inexport of Fr. Shrimp and Fr. Squidduring the period. Export ofVannamei and increased landing ofSquid mainly attributed for theincrease.
Major items of exportFrozen Shrimp continued to be the
major export item accounting for46.92% of the total US $ earnings.Shrimp exports during the periodincreased by 13.03%, 34.32% and40.96% in quantity, rupee value andUS$ value respectively. There is aconsiderable increase in unit valuerealization (24.71%) also. Export of Fr.Shrimp to USA has registered atremendous growth of 85.51% involume and 143.65% in US$ terms.Fr. Shrimp export to Japan alsoshowed an increase of 20.89%,39.74% and 46.81% in volume, rupeevalue and US$ value respectively.
Export of Vannamei shrimp had alsopicked up. India has exported about8609 MT of Vannamei during thisperiod.
Fish, the principal export item inquantity terms and the second largestexport item in value term, accountedfor a share of about 37.77% in quantityand 19.26% in US$ earnings.
Fr. Squid has a growth of 84.19%in US$ terms, 57.78% and 75.04% inquantity and rupee value respectively.Fr.Cuttle Fish showed a decline of16.31% in quantity and showed agrowth of 4.97% and 9.97% in rupeevalue and US$ realization. There is aconsiderable increase in the unit valuerealization (31.40%). Dried itemsshowed growth of 37.92% in quantitybut declined 17.18% and 13.09% inrupee and US$ value respectivelycompared to same period last year.Item wise details are given in thefollowing table.

Major export markets European Union (EU) continuedto be the largest market with a shareof 26.09% in US $ realization and21.20% in quantity. Exports to EUhave shown a growth of 11.34% inUS$ realization and 6% in rupee valueHowever, there is a decline of 3.13%in quantity. USA regained the secondplace with a share of 16.69%, followedby China 15.02%, Japan 14.27%,South East Asia 15.54%, Middle East4.91% and Other Countries 7.48%.Exports to USA registered aremarkable growth of 107.64% in US$realization and 48.63% in terms ofquantity. Increase in export of Fr.Shrimp, and Fr. Squid contributed tothe growth. Export to Japan alsoregistered a positive growth of 14.05%in quantity and 40.77% in US$ term.Export of all items except chilled itemshowed an increasing trend inJapanese market. South East Asiancountries had also registered a positivegrowth of 39.99% in quantity and34.80% in US$ realization. Export toChina has declined both in terms ofquantity and rupee value. Busan International Sea Food andFishery Expo 2010 (BISFE), one
of the major Sea Food Exhibitions inAsia was held from 11-13, November2010 at Bexco InternatinalConvention Centre, Busan, SouthKorea. The exhibition was opened onNovember 11th at 10 a.m. in Hall No.2of BEXCO (Busan Exhibition andConvention Center), Busan – 612-827,South Korea. The show was organizedby National Federation of FisheriesCo-operatives, Korea FisheriesAssociation and supported byMinistry for Food, Agriculture,Forestry and Fisheries, Ministry ofKnowledge / Economics, KoreaFishery Trade Association and KoreaOverseas Fisheries Association.Exhibition included HACCP,Seafood, Seafood ProcessingEquipment, Marine-Bio Science andTechnology, Theme Booth etc. Therewere altogether 257 stalls consistingof 185 from Seafood sector, 57 fromEquipment Manufacturers and 15from Marine-Bio Science and
Technology. Buyer-seller BusinessMeeting, Korean Business Meeting,Industrial-business Tour to Processingplants, Landing Centers etc. were partof the show. Conferences were

Based on a request from Hon’bleMinister of Industry &
Commerce, Govt. of Mauritius, Mr.Shaukathally Soodhun, a two memberdelegation from MPEDA deputed byMinistry of Commerce & Industry,Govt. of India visited the Republic ofMauritius, a tiny island nation in theIndian Ocean east of SoutheastAfrican coast. The visit of thedelegation consisting of Shri S.Sasidharan Pillai, Joint Director(Marketing) and Dr. Ram Mohan MK, Deputy Director (MarketingServices), was aimed at enhancing theexport of marine products especiallyshrimps, to Mauritius.
Mauritius imports about 60% oftheir seafood demand from othercountries that includes African
nations, Seychelles, Madagascar,China, Thailand, Vietnam, Singapore,Sri Lanka, India etc. The annual percapita consumption of fish is about22kg. Shrimps form a major import.Import statistics reveal that they haveimported 1651 tons of fish and fisheryproducts valued at MR. 260,095,911(US $ 8.67 million) in 2009 and 1396tons worth MR.245,617,037(US $ 8.2million) during 2010. However ourexports to Mauritius was to the tuneof 743.98 tons valued at US $3.62million in 2009-10 and 816.17 tons(US $4.93 million) in 2010-11(9months).
The country had 2300 fishermenand about 1543 boats in 2007. Thecountry has vessels above 24m lengthalso, that go for a voyage of 9-10 days.
Due to lack of sufficienttechnologically advanced fishing fleetsufficient to exploit its EEZ, Mauritiusissues licences to foreign vessels forexploitation of fish stock in their EEZ.This included vessels from EU, basedon an agreement between EU andMauritius. The bigger foreign vesselsfish mostly in international waters andthey have on board freezing facilityand could be there at sea for about 3-4 months. They come to shore eitherfor bunkering provisions, fuel etc. orto declare the catch.
There is a Vessel MonitoringSystem (VMS) that monitors alllicensed fishing vessels and thesoftware is developed with the help ofM/s. Blue Finger Ltd., UK. VMS is amonitoring body that coordinateswith similar bodies in the South WestIndian Ocean Fisheries Project(SWIOFP) that comprises countrieslike Comoros Islands, Reunion(France), Kenya, Madagascar,Mozambique, Seychelles, South Africaand Tanzania besides Mauritius.
During last year, about 1,20,000tons of tuna was sourced from thesevessels for processing. 45% of the tunacaught was from Mauritian EEZ while55% was from international waters.The country has about 11 EUapproved units and they aremonitored by the competentAuthority for compliance to Codex
Alimentarius principles and EU
HACCP, Korean Japan jointsymposium on Aquaculture,Aquaculture Seminar 2010,Technology for HACCP Adoption,Symposium on Prospect and Outlookand Food Processing for HACCPAdoption were some of the subjectsdealt with.
About 35 countries participated inthe show. The major exhibitors werefrom USA, Canada, Switzerland,Malaysia, Thailand, Vietnam,
Indonesia etc. There were also visitorsfrom countries like Israel, Japan, U.K.,UAE , India etc. MPEDA took 36square meter area and displayedvarious seafood products includingsamples of value added products /traditional packs. MPEDA’s films onvalue addition, aquaculture, qualitycontrol etc. were projected in the stallon all the 3 days of the show. The showhelped MPEDA to show case India’sresources as well as to project the
recent development taking place invalue addition in India. The showcame to an end at 4 p.m. of 13th
November 2010. The BusanInternational Seafood Expo is beingorganized every year.

regulations. The CA conducts about4 official audits and each consignmentis inspected prior to export. The majorproducts exported are canned tuna,tuna in jars, frozen tuna and otherfish, tuna loins, chilled tuna etc.mainly exported to EU & USA. Thecountry has got 8 commercial vesselsfor lethrinids (snappers), which is amajor fishery in Mauritius. Thecountry has imposed some restrictionon import of lethrinids so that thedomestic fishery is not affected.Despite, it permits import of thosefishes to cater to the domestic demandduring the lean season of lethrinidfishery. There are good opportunitiesfor importing shrimp as theirproduction is low and comprisedmainly of the Deep sea variety,Heterocarpus laevigatus caught from800-1000m depth. Mauritius importsa lot of freshwater ornamental fishesmainly from Hong Kong andSingapore.
The delegation met variousofficials associated to fisheriesresearch, import, fish farming,processing and quality control. Ameeting with seafood importers andBoard of Investments (BOI),Mauritius was also arranged. Thedelegation made visits to AlbeonFisheries Research Station, a tunaprocessing unit, hyper markets as wellas Red Tilapia farm.
Once a container is imported,based on satisfactory documentationrequirements, the container is releasedimmediately within 24 hours. Hencethere is no demurrage incurred by theimporter. Inspection of the cargo isdone by Health, Customs andFisheries Departments. Samples fortesting are drawn randomly. Indiaenjoys a low testing frequency whilefor some others it is more. Fewimporters expressed willingness toimport Pangasius from India asMauritius is not sourcing Pangasiusfrom Vietnam at present.

(imported from USA) is being doneby a private entrepreneur in the southand trials are on to develop farmingof Cobia, Rabbit fish (Siganus sp.) andEuropean Sea bass (Dicentrarchus
labrax). Proposals are in pipeline toseek expert consultancy in farmingsea cucumber Holothuria scabra, seaconch (Trapezium) and sea weeds.
The delegation made a courtesycall to the Hon’ble Minister ofIndustry & Commerce, Govt. ofMauritius, Mr. ShaukathallySoodhun, who has sought closecooperation among Indian exportersand Mauritian counterparts inimporting good quality seafood toMauritius and solicited India’s helpin setting up laboratories for testingseafood. Hon’ble Minister has praisedthe quality and taste of products ofIndian origin and suggested a publicitycampaign by participating in food fairsto promote Indian seafood as theyexpect more than a million tourists tovisit the country this year.

The US Department of Commerce in its notice dated 28th February2011 has announced the Preliminary results in the 5th AdministrativeReview of Anti-Dumping investigation on Shrimp imports from Indiafor the period from 1st February 2009 to 31st January 2010.
Accordingly, the weighted-average dumping margins for M/s. FalconMarine Exports Limited, a mandatory respondent, for the above periodis 1.36%, while that for M/s. Apex Exports, another mandatoryrespondent, is 2.31%. For all others it is 1.69%. The notice also containsnames of each company to which Specific Average rate of 1.69 isapplicable.
However, the country was unable to convince the US ITC to revokethe antidumping order, despite submission of sufficient factualinformation and legal arguments in support of revocation and decidedto continue to impose anti-dumping duties on frozen warmwater shrimpsimported from Vietnam, China, Thailand, India, and Brazil. Ourarguments were overpowered by the great deal of public sympathy receivedby domestic shrimp industry due to the problems that it has faced,including four devastating hurricanes since 2005, a tripling of dieselfuel prices, and most recently the BP oil spill in the Gulf of Mexico.According to the USITC, the decision was made due to the likelihoodof huge losses in the US shrimp industry, had the anti-dumping dutiesbeen removed.
As a result of the voting, DOC will extend its imposition of anti-dumping tariffs on shrimps imported from Vietnam, China, Thailand,India, and Brazil for five years.

Antimicrobials are natural orsynthetic drugs which inhibit or
kill bacteria. This capability makesthem unique for the control of deadlyinfectious diseases caused by a largevariety of pathogenic bacteria. Asaquaculture has developed, a range ofbacterial diseases have beenencountered that have caused bothmajor production problems andanimal welfare difficulties. Thesediseases were initially controlledalmost exclusively by the use ofantimicrobial agents. But thecontinuous use of antibiotics lead tothe establishment ofa n t i m i c r o b i a l - r e s i s t a n tmicroorganisms. Developmentand spread of antimicrobialresistance has become a globalpublic health probleminf luenced by the use ofantimicrobial agents in bothhumans and animals. It isgenerally acknowledged that theuse of antimicrobial agentsdrives the emergence ofa n t i m i c r o b i a l - r e s i s t a n tmicroorganisms and furtherpromotes the dissemination ofdrug-resistant bacteria andresistance genes. In fact, majority ofgastrointestinal diseases by somebacteria do not require antibiotictreatment and are self-limiting. Butunnecessary use and indirect entry ofsuch antibiotics from food will causeantibiotics resistant bacteria. Manyantimicrobial agents used in humanmedicine are also used in aquacultureand the main antimicrobial agentsused in aquaculture worldwide andtheir importance in human medicineas identified by World HealthOrganization (WHO) are considered
as “Critically ImportantAntimicrobials for Human Medicine”.
Bacteria are major disease causativeagent in aquatic animals, especially,Vibrios. In the past decade, manycountries have used antibiotics suchas Streptomycin, Oxytetracyclin andErythromycin against vibrios.Formerly antococcidan therapeutantssuch as lasaloids, Sulphamethazine,Sulphaqulonexalline, Romet(Sulphamerazine+ormetoprim,5:3)etc., were used against renal coccidiaof abalone in California and othercountries. Fungal infections were one
of the major problems associated with100% mortality with shrimp and crabsand also in Tilapia culture world wide.In earlier times, many countries wereused different fungicides againstmycosis and Cycloheximide was usedagainst parasites in fish culture.Afterward, it has been found that useof such antibiotics would causedangerous health trouble in humanbodies. In continuation of that WHO,European Union and US FDAbanned use of many antibiotics inaquaculture and clinical sectors.
Mutation is one of the factors forthe antimicrobial resistance and sometime the mutated bacteria could ableto survive in the presence of high doseof antibacterial agents. Then byplasmids, which are DNA moleculethat is separate from, and can replicateindependently of, the chromosomalDNA. The ability of gram-positivebacteria to exchange DNA viaconjugation is often overlooked bymicrobiologists; however, it is a veryeffective means for transmittingantimicrobial agent resistance genesamong organisms. Also the ability of
microbes accumulate resistancegenes by genetic exchange anddevelop into multidrug-resistantpathogens is also a reason forthe antimicrobial resistance.Genetic exchange from grampositive bacteria to gramnegative was also to be found areason for resistant bacteria inaquaculture. Apart from that,uses of antibiotics can alsocreate antibiotic resistance innon-pathogenic bacteria, theresistance genes of which can betransferred to disease-causingbacteria, resulting in antibiotic-
resistant infections for humans. Forexample, Aeromonas is one of thepathogenic bacteria with a habitat ofaquatic environment and it can causeonly mild gastroenteritis in human.Transferable R-plasmids have beenfound in Aeromonas salmonicida
encoding resistance tochloarmphenicol, sulphonamide andstreptomycin in Japan and tocombinations of Sulphonamide,streptomycin, Spectinomycin,Trimethoprim and/or tetracycline inIreland.

Occurrence of resistance to theseantimicrobial agents in humanpathogens severely limits thetherapeutic options in humaninfections. So the issue on theantimicrobial resistance still continuesand the widespread abuse ofantimicrobials in aquaculture is ofserious concern given the alarmingemergence in humans of bacteria,which have acquired, through this use,resistance to antimicrobials.Therefore, it is an urgent need toreview the current usage patterns ofantimicrobials in aquaculture toidentify looming hazards in food safetyand infectious disease control inhumans.

IntroductionMussels are a group of aquatic
molluscs widely distributed in therocky shores of the country,particularly in Kerala. Green musselsare efficient filter feeders, low in thefood chain and can be grown in thecoastal areas where high saline wateris available at least for 4 to 6 months.Usually, the juvenile spat of the musselwere collected from the coastal beltand meat sold locally affecting naturaldiversity of green mussels. MusselFarming Demonstration programmesboth in Northern and SouthernKerala were launched by MPEDA topopularise the fattening of greenmussel and creation of value addedproducts during the year 2008 to 2010through demonstrations and trainingprogrammes.
Green mussels are cultured inthree ways, viz., Rack culture, Raftculture and On-bottom culture. Thepopular rack culture was adopted byMPEDA. Bamboo poles are peggedfirmly to the soil vertically at a distanceof 1m in 25 sq.m area (5m x 5m).Bamboo poles are also tiedhorizontally on the pegged bamboo
poles in criss-cross manner. 1.5m ropeswith effective seeding length of 1m aretied on the horizontal bamboo polesso as to hang the seeded ropesvertically into the water columnwithout touching the bottom soil(Vertical mounting). In horizontalmounting method, the seeded ropesare placed on the top of the rack inhorizontal manner instead of hangingthem vertically.
In horizontal mounting method,Bamboo poles (3 mm long) are stumpedinto river bottom with a distance of 1m between vertical poles to cover anarea of 10x15 mtrs. Bamboo poleswere used to make racks on the erectedpoles by tying them below 4 feet fromwater level during low tide.
The seeded ropes are leftundisturbed and mussels, being filterfeeders, feed on the phytoplanktonavailable in the water. The rackstructure erected is well protected andthe water f low, hydrographicalparameters and productivity of thewater are conducive for the growth ofgreen mussel. The seeded ropes areallowed to grow undisturbed.

undertook two Demonstrationprogrammes during the year 2008-09of which one was at Ayiramthenguin Kollam Dist. and the other atPattanam in Ernakulam Dist. byVertical mounting method.
The Sub-regional Centre, Kannurconducted two Demonstrationprogrammes on Green Mussel RackCulture at Balathuruthy/Vallikkunnu, Malappuram Districtduring 2008-09 and at Vadakumbad,Kannur during 2010 by Horizontalmounting method.
Stocking and FarmingMussel seeds or spats were
collected mainly from theThankasseri coast in Kollam- Dist andKanhangad in Kasaragod Dist. Theseeds were transported to the farm siteand the mussel seeds were acclimatizedovernight and seeded on the ropesinside a cotton net bag.
Periodic cleaning of silt depositedon the mussels and monitoring ofmussel stock were carried out. Theimportant Water quality parameterswere noted during the culture periodfrom date of seeding to harvest.Growth parameters by length andweight were checked.
HarvestingAfter attaining marketable size,
the mussels were harvested manually.
MarketingMussel meat is having high local
demand. The harvested materials weresold in the local market. Owing to thehigh value of fin fishes and the scarcityon the availability of fin fishes thedemand for mussel increased morethan expected. The present marketvalue of mussel is comparatively lower

It is evident that the meat weightis more or less same (16-18gm) in themussel cultured at various demo sitesexcept in Kollam dist. Here the growthwas very poor 12-14 gm (170 days ofculture) with a meat weight of 6 gmonly. This may be due to theunsuitability of the area for Musselculture.
In case of Vadakumbadu Demo.,the mussel attained the meat weightof 18 gm with a culture period of 76days which may be due to thefavourable ecological and hydrologicalparameters of the site for musselculture.
3. Growth in relation to water quality
parameters

The United Nations Food andAgriculture Organisation (FAO)
recently released the first globalguidelines for the by-catchmanagement and reduction of fishingdiscards which covered all types of by-catch including discards, that is, fishthat are caught accidentally and thenthrown back into the sea either deador dying. Unmanaged by-catch anddiscards threaten the long-termsustainability of many fisheries andadversely affect the livelihoods ofmillions of fishers and fish-workers.The guidelines will now go to acommittee on fisheries forendorsement when it meets in Romeat the end of the month. Theguidelines had been agreed to byfisheries experts from 35 countrieswho met at FAO last month.
“By-catch” may also includeendangered species, seabirds, juvenilefish, turtles, seabirds, dolphins and soon. Depending on the definition used,current by-catch may be in excess of20 million tones a year. In somecountries by-catch has an economicvalue and is consumed, making it hardto estimate the scale of the wastage.
“These are the first guidelines tocover all species encountering fishinggear,” said FAO fishing technologyexpert Frank Chopin. The guidelinesextend the principles of fisherymanagement to all species and all areasof concern. Although the Code ofConduct for Responsible Fisheriesrefers to by-catch and discards, theseguidelines elaborate more clearly howcountries should address by-catch anddiscards problems in practice.
Chopin noted that the by-catchguideline had been requested by thecountries themselves and was anotherimportant step towards applying anecosystem approach to fisheriesmanagement. Chopin said care hadbeen taken so that the guidelines

India experienced a growth rate of7.1% in aquaculture productionduring 1990-2008, from 1,017,000tonnes to 3,479,000 tonne, comparedwith 9.4% growth experienced byChina (No.1 on the list, withproduction exceeding 30 milliontonnes in 2008) and the 16.4% growthin aquaculture seen in Vietnam.
India also contributed 15.7% ofthe world’s carp freshwater fish catch.

Multi-purpose National IdentityCards for Orissa fishermen
Altogether 36,500 fishermen in228 coastal villages in Orissa
will be provided Multi-purposeNational Identity Cards as apreventive measure againstinfiltration.
“The enumeration and dataentry work has ended. Photographyand fingerprint biometric work forissue of the National Multi-purposeIdentity Cards is on in full swing ininfiltration-prone coastalJagatsinghpur and Kendraparadistricts,” Assistant Director ofFisheries (Marine) Rabi NarayanPattnaik, said.
“As the project is of paramountnational importance, we are layingemphasis on issue of I-cards byFebruary end. A National IdentityNumber will be assigned to eachindividual. This number willbecome a link number with anyother application of the stategovernment,” Mr. Pattnaik said.
The exercise is being conductedjointly by the National PopulationRegistrar (NPR), Ministry of HomeAffairs and the state government’smarine fisheries department.
The I-cards would providenationality, professional and legalproof and lead to easy detection ofinfiltrators, masquerading asfishermen.
Under NPR directions, around37,000 fishermen in 112 coastalvillages of Kendrapara district and116 villages of Jagatsinghpur districtwere covered by a survey, Mr.Pattnaik said.
The enumerators gatheredinformation such as genealogicalorder of the family, nativity statusand fingerprints of those aged above18.
The Electronic Corporation ofIndia Limited (ECIL) was nowcarrying out photography andrelated technical jobs. “We arehopeful that I-card disbursal will becomplete within the stipulated time-frame,” he said.
“The Multi-purpose NationalIdentity Card can be useful inidentifying illegal immigrants andsubversive element using the searoute,” Saroj Kumar Sahu,commandant, Coast Guard, Paradipsaid.

GLOBALG.A.P issues new cycle of aquaculturecertification
As a result of round tablediscussions on four continents as
well as three public consultations, thescope of the GLOBALG.A.PAquaculture Standard has beenexpanded in the new Version 4 toinclude any hatchery-based speciesthat can be produced under controlledaquatic systems, including theconsideration of passive collection ofseedlings in the planktonic phase.
This new version ref lects acompact and more comprehensivestandard for users, stepping into astricter level of compliance in keyactivities identified throughout thepast years of farm certificationexperience.
From the launch of the previousversion in 2007 until the third quarterof 2010, 500 comments were receivedfrom stakeholders representing 116organizations worldwide thatcomprise certification bodies,retailers, research centers, universities,NGO’s, suppliers, farmers,GLOBALG.A.P National TechnicalWorking Groups for Aquaculture,producer organizations, schemeowners, consultants, the food serviceindustry, the animal health industryand metrology institutes.
GLOBALG.A.P believes in localmulti-stakeholder support and an
adaptation of the “Think Global, ActLocal” principle. To implement thisprinciple, the National TechnicalWorking Groups (NTWG) - specificfor GLOBALG.A.P scopes e.g. Crops,Livestock or Aquaculture - have beenestablished around the globe, whoserole is to develop nationalinterpretation guidelines and addressidentified specific local adaptationand implementation challenges.
In March 2010, GLOBALG.A.Plaunched the CFM Standard Version2.0 for certification purposes to definethe guidelines for the use ofcompound feed at the aquatic farmingand hatchery levels. In the case thatcompound feed contains fishmealand/or fish oil, the species of fish usedand its respective country of originmust be identified.
The compound feed must alsodemonstrate proof that it does notcontain species classified as criticallyendangered or endangered on theInternational Union for theConservation of Nature (IUCN) RedList.
The credibility of theGLOBALG.A.P AquacultureStandard stems from itsdevelopment process, which relies onstakeholder input through transparentand inclusive standard
setting procedures.GLOBALG.A.P works with
accredited third-party certificationbodies operating worldwide to offerthe best platform of aquacultureprofessionals.
Moreover,through its IntegrityProgram, GLOBALG.A.P provides akey reliability aspect by conductingsurveillance spot checks to evaluatethe performance of both farmsand certification bodies.GLOBALG.A.P also offers productbuyers a database that providesan additional measure of transparencyand control.

sites and their characteristics isnow available. The onlineNational Aquaculture SectorOverview (NASO) mapcollection uses “Google Mapsand Google Earth” technology toassist FAO member countries toinventory and monitoraquaculture. The main purposeof this map collection is toillustrate, in general, whereaquaculture is taking place.Characteristics that accompanythe administrative units orindividual farms include;cultured species, technologyused, culture systems,environments, farmcharacteristics, production,quantities and values, seed inputquantity and characteristics, andmain issues (credit, diseases,environmental impact, etc.).
The overall objective of thisactivity is to assist membercountries inventory and monitoraquaculture. Focal points of theFAO Fisheries and AquacultureStatistics and InformationService for country statistics arecontacted to provide relevantinformation, however, whenfocal points are not readilyavailable, then recognizednational aquaculture expertsand/or aquaculture statisticiansfrom a broad range ofinstitutions who have workedwith FAO are consulted.

India needs to rapidly increase thesupply of fish and fisheries product
to keep pace with the demand forthese products, Seafood ExportersAssociation of India (SEAI) has said.
While the global and domesticdemand for fish is increasing rapidly,Indian supply is not keeping pace dueto low productivity and lesseroperational efficiency.
“The global demand for fish isgrowing tremendously and India lagsbehind in productivity. We have toincrease the productivity of our farmsthrough intensified operations,”Anwar Hashim, national president ofthe SEAI told FE.
According to a report by theNational Fisheries DevelopmentBoard (NFDB), the marine capturefisheries are showing a stagnatingtrend. Increase in catch has totherefore come from alternativesources such as deep-sea fisheries,aquaculture from freshwater andbrakishwater resources, reservoirs andmariculture.
“Our productivity is very poorwhen compared to some countries likeVietnam. Yield per hectare inVietnam is as high as 250 tonne perhectare for some species while Indianproductivity lags behind at 50 tonne,“ Hashim said.
The world market for seafood hasdoubled to $49.32 billion within thelast decade. India’s share is only 2.4%,at present, and it is mainly dependanton shrimp as a product. Globally, fishproduction from capture fisheries andaquaculture was over 130 milliontonne in year 2000 as compared tonearly 20 million tonne in 1950,NFDB reports.
Hashim says that the domesticavailability of fish is not rising athealthy rate with growing demand.NFDB projections show that share for

fish demand in India is estimated at60% for domestic consumption, 7%for exports and 33% for otherpurposes.
The projected demand for fish inthe country by 2012 is 9.74 milliontonne, that can be met by theprojected supply of 9.60 million tonneby 2012 with major share of 5.34million tonne from inlandaquaculture followed by 3.10 milliontonne from marine fisheries. Expertssay that share of Indian fish exportsto the global exports has remainedinsignificant during last several years.
According to an InternationalInstitute for Sustainable Developmentreport, barely 5% of India’s seafoodexports are in the processed form.Most exports are in the form of frozenfish. In addition, the Indian branddoes not exist in northern markets. Infact, more than 60% of India’s exportsto Southeast Asia are re-exported afterprocessing. The final consumers ofIndian fish in the north are not awareof the origin. The fish market ischaracterized by uncertainty, thoughmore pronounced in supply than demand.
The Indian seafood industry needsto consolidate in order to achieveglobal scale and competitiveness,Hashim said. “ We need to achieveglobal sizing like China, Thailand,Vietnam and Indonesia. There is stillnot a single $100-million seafoodcompany in India, which is the averagesize of profitable seafood firms inAsia,” he said.
Unless there is a major consolidationof production, sales and marketingamong big Indian seafood companies,the industry will remain a marginalbusiness incapable of effectivelycompeting globally and creating arecognized international brand, headded.

Countries are making progress inimplementing the Code of Conductfor Responsible Fisheries, which isnow 15 years old, but still extremelyrelevant.
However, additional efforts areneeded, declared participants at theclose of the 29th session of the FAOCommittee on Fisheries.
The Committee said that theCode’s principles must be more widelyincluded in national policy, legislationand implementation. It encouraged abroader application of the ecosystemapproach to fisheries and aquaculture,requesting that FAO provide countrieswith technical assistance, especially forthe problems confronting the world’ssmall-scale fisheries, including inlandfisheries.
This was one of the largestCommittee meetings, attended by 565participants, including 115 MemberStates, specialized UN agencies andobservers from over 70intergovernmental and internationalnon-governmental organisations.
The Committee recognised thatIUU fishing is a major global threatto long-term sustainable fisheries,particularly to developing countries.Noting the adoption of the 2009 FAOAgreement on Port State Measures,the Committee agreed that port statemeasures are a powerful and cost-effective tool in combating IUUfishing and welcomed theforthcoming FAO TechnicalConsultation on Flag StatePerformance. Govt unveils steps to help exporters
To make exports competitive, the
Union Commerce Ministry on
Tuesday announced a slew of
measures, including round-the-clock
customs clearance at eight ports and
reduction in levies that will cut export
transaction cost by nearly Rs 2,100
crore.
Releasing the Report of Task Force
on Transaction Cost in Exports,
Union Finance Minister Pranab
Mukherjee said: “I am told that
quantum of transaction cost is about
7-10 per cent of total value of Indian
exports. This amounts to a significant,
about $15 billion. In that context
these initiatives by the Ministry of
Commerce is really a welcome step.”
Jyotiraditya Scindia, who chaired
the task force, is of the view that
permanent reduction of transaction
cost will have a long term positive
impact on the competitiveness of

Noting the important role ofsmall-scale fisheries the Committeeasked FAO to prepare guidelines onsmall-scale fisheries, focusing on theneeds of developing countries and
complementing the Code.Members also asked FAO to
prepare a report on the extent of theimplementation of the 1999International Plan of Action for theConservation and Management ofSharks.
Aquaculture, acknowledged by themeeting as a key contributor to futurefood and nutrition security and for itsoverall benefits to social and economicwell-being, needs better managementto ensure sustainable and responsiblegrowth.

“The future of Indian aquaculturefeed industry looks promising, but
India has to go in for more species ifit has to progress further,” said P.E.Vijay Anand, Technical Director,India Animal Feed Program,American Soyabean Association –International Marketing, on Monday.
Addressing a technical session onthe ‘Status of the Indian aquaculturefeed industry and future trends’ on thesecond day of ‘Aqua Aquaria 2011,’he said that India invariably relied ontwo species – carps and pungasius,whereas China and Bangladesh hadabout 15 species. The dependence onlesser number of species meant morerisk.
“The industry is wide and optionsare many. The industry need not haveto reinvent the wheel as Asia is thebiggest player in the aquaculturesector. Just do the ranking and seewhere India is. It will be an eye-opener.We just have to borrow technologyfrom China or Taiwan and adapt it toour conditions. We should have atleast seven species,” he said.
He also said that the number offish feed production mills in thecountry have gone up to about 10since 2008 and the installed capacitywould be 1.2 million tonnes by 2012.
To improve profitability, he urgedthe players to reduce dependence ontraditional feeds and to go in formodern ones; adopt cage culture andhave proper fish processing market.

Fisheries and aquaculture supportthe livelihoods of an estimated 540
million people, or eight per cent ofthe world population, according to theFood and Agriculture Organisation(FAO).
Also, the contribution of fish toglobal diets has reached a record ofabout 17 kg per person on average,supplying over three billion peoplewith at least 15 per cent of theiraverage animal protein intake.
This is due to the ever-growingproduction of aquaculture which is setto overtake fisheries as a source of foodfish, the State of the World’s Fisheriesand Aquaculture released by FAOsaid.
The report also stressed that thestatus of global fish stocks has notimproved.
According to the report, fishproducts continue to be the most-traded of food commodities, worth arecord $102 billion in 2008, up nineper cent from 2007.
The overall percentage ofoverexploited, depleted or recoveringfish stocks in the world’s oceans hasnot dropped and is estimated to beslightly higher than in 2006. About32 per cent of world fish stocks areestimated to be overexploited,depleted or recovering and needs tobe urgently rebuilt, the report says.
On the other end of the scale, 15per cent of the stock groups monitoredby FAO were estimated to beunderexploited (three per cent) ormoderately exploited (12 per cent) andtherefore able to produce more thantheir current catches.
“That there has been noimprovement in the status of stocks isa matter of great concern,” said seniorFAO fisheries expert RichardGrainger, one of the report’s editors.“The percentage of overexploi-tationneeds to go down although at least weseem to be reaching a plateau.”

legal efforts to enforce tighter controlson the fisheries sector, for example,through trade measures and againstillegal, unreported and unregulatedfishing.
The trade measures are meant toblock entry of such fish and fishproducts from international trade inan effort to better manage the fisheriessector and reduce levels ofoverexploitation. A recent studyestimates the cost of illegal andunreported fishing alone at $10-23.5billion per year.
The report also notes increasingdebate about a proposed global recordof fishing vessels, which ideally wouldassign a unique vessel identifier toeach vessel that would remainconstant regardless of ownership orf lag changes over time. Suchtransparency would make it easier topolice vessels engaged in illegal fishingactivities.
The increasing demand for fishhighlights the need for the sustainablemanagement of aquatic resources. Thereport recommends an ecosystemapproach to fisheries, which is anintegrated approach for balancingsocietal objectives with the state of thefishery and its natural and human
environment.Total world production of fish and
fish products rose from 140 milliontonnes in 2007 to 145 million tonnesin 2009, according to the FAO report.Much of the fish now comes fromaquaculture, which is growing at therate of almost seven percent a year.
The report held up aquaculturepolicies in Southeast Asia – where fishis a fundamental part of people’s diets– as a good example of balancedmanagement. The report praisedcontinuously improving governmentinterventions built on comparativeadvantages and economic incentivesthat lead to growth, food security andbetter living standards.
The report contains a specialchapter on inland fisheries. Inlandfisheries are often overlooked bypolicymakers and irrigation andhydroelectric schemes are at timesplanned without regard for the impacton inland fishers’ livelihoods.However, inland fisheries supports 61million people worldwide.
“Fish is a good quality and highprotein food and the sectorcontributes in an important way toworld food security,” said Grainger.

The federal government onWednesday issued the nation’s
first policy guidelines for aquaculture,opening the way for farm-raisedseafood to be produced in federalwaters as long as the operations do notthreaten wild fish stocks or saltwaterecosystems.
The guidelines, by the NationalOceanic and AtmosphericAdministration, offer generalstandards that regional fisherycouncils will have to meet when theypropose fish farms.
Aquaculture has been growingrapidly worldwide, and in 2009,farmed fish and shellfish surpassedwild-caught stocks as the major sourceof seafood worldwide.
NOAA estimates that 84 percentof the seafood consumed in theUnited States is now imported, andhalf of that is produced throughaquaculture.
While shellfish aquaculture iscommon in state waters, whichtypically extend to three milesoffshore, most fin fish farmed in the

United States are freshwater plant-eating fish like tilapia. There has beenlittle farming of saltwater fin fish.
In 2009 NOAA allowed anaquaculture plan proposed by the Gulfof Mexico Fishery ManagementCouncil, which regulates fishing infederal waters in the gulf, to proceed.Federal officials said then that in theabsence of a federal policy, they hadno grounds to block it.
Officials at the National Oceanicand Atmospheric Administration saidthe gulf plan would be evaluated inlight of the new guidelines.
Marine aquaculture operations inother countries have drawn criticismfrom environmentalists andresearchers who say they contribute topollution and disease among wild fish.
Opponents also noted that farmedfish like salmon typically feed onpellets made from smaller ocean fish,which contributes to declines in wildfish stocks.
In a statement, George H.Leonard, director of the aquacultureprogram at the Ocean Conservancy,called the draft guidelines issuedWednesday “a step in the rightdirection.” He said that “piecemealaquaculture standards” like those forthe gulf could undermine Americanefforts to produce sustainably farmedseafood.

The public may comment on theaquaculture guidelines through April11. Mr. Schwaab said he expected afinal version to be adopted this year.
Noting that wild fish stocks areunder threat globally, the agency saidthat aquaculture in the United Statesand abroad was likely to take a growingshare in the market for fish.

Organised by the Department ofFisheries to promote the fisheryindustry and provide a platform forfisher folk and the industry to interact,the fest is much more than the 125stalls. The fest also has enough stuffto trigger interest among amateurhobbyists who want to set upaquariums at home.
To educate people aboutornamental fish, the FisheriesResearch and Info Centre, KVAFSU,has on display an array of glass bowlswith varieties like black molly, spawn,sword fish and the visually enticingSingapore Guppies with theircolourful patterned wavy tails.
Also featured is the Aqua DesignAmano (ADA), which has beenpromoting its water gardens in tandemwith the ‘go green’ mantra.Considered to be the latest trend in
aquarium, the Japanese technologyaims at creating a complete ecosystemin fish tanks, thereby, giving the fishthe feel of their natural environment.The tanks have special soil andlighting system, which helps inphotosynthesis. There is also carbondioxide system and liquid fertiliser,explained ADA managing directorAdip Sajjan Raj.
While the concept was still
catching up in the country, Raj saidmany IT professionals in the City wereacquiring aquariums as a hobby. “Themaintenance of the plants is similarto what you would do in your garden.The only difference being that this isunder water.
The plants require regular care,trimming, etc,” he said. However, the
cost of setting up such an aquariumcould get expensive. A two-sq ft tankcost about Rs two lakh.
In another stall, oysters were beingdisplayed to promote cultivation offresh water mussels for pearls.Kalanjan from Indian Pearl Culture,Mumbai, enlightened curiousfishermen about how they couldcultivate mussels along with fishculture.
A different stall had a fish farmerfrom Falguni village in Chikmagalur,showing off an indigenous fish fromMalnad. While the entire villageadopted organic land farming, eventhe fish cultivation followed suit.
”Use of pesticides in farms hasnearly wiped out fish. However, we arenot growing it in an organic way,” hesaid. The fish supposedly havemedicinal value, he added.
Apart from fishing equipment likenets, crates, ice box, etc, a section inthe exhibition was also dedicated toaccessories used in aquarium, feedseeds, aqua medicines and food itemslike prawn chutney, pickles, dry fishand so on.

After a gap of over five years,the Indo-Sri Lankan Joint
Working Group (JWG) onfisheries will meet in New Delhion March 28 to discuss issues offishing in the narrow Palk Straitsand the Gulf of Mannar andrelated problems. Apart fromsenior officials of the ExternalAffairs Ministries of India and SriLanka, the delegations which willtake part in the talks will includerepresentatives from the Ministryof Fisheries, Ministry of Defence,the Attorney General’sDepartment, Immigration andArmed Forces.
The meeting of the group wasrevived consequent to a meetingbetween Indian Foreign SecretaryNirupama Rao and the SriLankan President MahindaRajapaksa, in end-January. Shehad rushed to Colombo followingthe killing of two fishermen fromTamil Nadu in Sri Lankan waters.A joint statement issued at the endof Ms. Rao’s visit decided to revivethe Group at “an early date.” TheGroup would also address theproposed Memorandum ofUnderstanding on developmentand cooperation in the field offisheries. “It was decided as wellto enhance and promote contactsbetween the fishermen’sassociations on both sides, sincesuch contacts have proved to bemutually beneficial,” thestatement had said.
India and Sri Lanka are alsoworking on modalities for visit ofdelegations of fishermen fromeither side.
