Miguel Fabregas is an FBI agent who also does CIA work. I first encountered him in a library in Pembroke Pines, Florida where he was accompanied by Valerie Plame, Cheri Leberknight, John Spann, and Eunjoo Kensinger [*]. He also has a connection to convicted Chinese smuggler Gail Zhan Gao ( aka Gail Heights) which I know personally. Oddly enough, Gail Zhan Gao's husband in Virginia, Mr Donghua Xue, refuses to divulge where she is. But that's another story.
