SECTIONI:EVANSSCHOOLREQUIREMENTS

MPADEGREEREQUIREMENTS

StudentsareeligibletoreceivetheMPAdegreewhentheyhave:1. Completedthecurriculumrequirements,includingatleast72creditsincoursesnumbered400or

above,ofwhichatleastatleast60creditsmustbeincoursesnumbered500oraboveandatleast60creditsmustbetakenwithintheEvansSchool(includingcross-listedcourseswithPUBPOLorPPMdesignations,solongasthestudentenrollsinthePUBPOL/PPMsection).Any400-levelcourseneedstobeapprovedinadvanceofregistrationbyStudentServicestobecountedtowardsthesetotals.For400-levelcoursereviews,pleasesendthesyllabustotheStudentServicesstaffatevansdss@uw.edu;staffwillnotifyastudentwhetherthe400-levelcoursehasbeenapproved.Exceptions:

a. Studentsenrolledinaformalorinformalconcurrentdegreemustcompletethecurriculumrequirements,includingatleast72credits,ofwhichatleast52mustbetakenwithintheEvansSchool(includingcross-listedcourseswithPUBPOLorPPMdesignations,solongasthestudentenrollsinthePUBPOL/PPMsection),andatleast60mustbeincoursesnumbered500orabove.

Completedanapprovedinternship.Studentswithatleasttwoyearsofprior,relevantprofessionalworkexperiencemayrequestthattheirpriorworkexperiencefulfilltheinternshiprequirement;thedeadlineisOctober31ofastudents’firstyearintheprogramtosubmittheonlineInternshipPlanningFormtoCareerDevelopmentthroughEvansJobs.

4. Completedonecourse(3or4credits)designatedasaValues,Ethics,andEquityElective.Thecoursemustbetakenforagrade;itmaynotbetaken"S/NS").

5. Completedacapstoneproject(ormaster’sthesisforstudentsenrolledinaformalorinformalconcurrentdegree)withagradeof3.0orhigher.

6. Maintainedacumulativegradepointaverageof3.0orhigher,withgradesof2.7orhigherineverycorecourse(somecorecoursesmaybewaived;seeourwebsiteforwaiverinformation).Foranelectivecoursetocounttowardsthecredittotal,thegrademustbe2.7orhigher(or"S"inaclasstaken"S/NS").

7. CompliedwiththerulesandregulationsoftheUWGraduateSchool,whichhasfinalresponsibilityforapprovalofdegrees.

Forfull-timestudents,completionoftheEvansSchoolacademicprogramnormallyrequirestwofullacademicyears.Theinternshipis,inmostcases,completedduringthesummerbetweenyearoneandyeartwo.Allstudents(part-timeandfull-time)mustcompletethedegreeprogramwithinsixyearsofmatriculatingattheEvansSchool,perUWGraduateSchoolpolicy.Toreceiveamaster'sdegree,studentsmustcompleteanonlineMaster'sDegreeRequestthroughtheUWGraduateSchool’swebsite:https://apps.grad.uw.edu/student/mastapp.aspx.

Youmustapplytograduatebythelastdayofinstructioninthequarterinwhichyouwishtograduate.StudentswhocannotcompletetheMaster'sDegreeRequestonthewebshouldcontactGraduateEnrollmentManagementServicesatuwgrad@uw.edu.StudentswhodonotreceivetheirdegreeintherequestedquartermustcompleteanotherMaster'sDegreeRequestforthequarterinwhichtheyexpecttocompleterequirements.Studentsmustberegisteredforatleastonecreditduringthequartertheyapplyfortheirmaster’sdegree.

CONCURRENTDEGREESTherearetwowaystoobtainconcurrentdegreesattheUniversityofWashington:(1)establishedformalconcurrentdegreeprogramsand(2)informalconcurrentdegreeprograms.Studentswishingtopursueaconcurrentdegreemustapplyseparatelytoeachprogram.Also,oncetheyarereadytograduatetheymustsubmitseparateMaster’sDegreeRequestsforeachdegree.ForallMPAconcurrentdegrees,studentsmustcomplete:

WAIVINGCORECOURSESItispossibleforstudentswithpriorsubstantialacademicorprofessionalbackgroundandexperienceinsomesubjectareastowaiveselectedcorecourses.Waiverexamswillbeadministeredduringorientationfor516and522.Studentspassingoneormoreoftheseexamswillbeexemptfromthosecourses.Incomingstudentswithprioracademicorprofessionalexperienceinthesesubjectareasarestronglyencouragedtotakethesewaiverexams.Itisalsopossibletowaive513,527,and528.Waiving513requiressubmissionofaresume,asubstantialpolicyanalysiswritingsample,andastatementmakingthecaseforthewaiver.StudentsshouldsubmitthismaterialviatheMPAStudentResourceCenterinCanvas,afterwhichitwillbereviewedbyfacultyteaching513.Towaive527,studentsmustdemonstratecompetenceinusingdescriptivestatistics,understandingprobability,usingconfidenceintervals,pvalues,andhypothesistestsfor

comparingmeansandproportions.Todemonstratecompetence,studentscansubmitviaCanvasmaterialsfromacourse(s)coveringthoseskillsincludingashortcoverletterexplaininghowthecourse(s)coveredtheskills,acoursesyllabus,atranscriptshowingthecourseandgrade,and,optionally,anexam,paper,orproblemsetshowingtherelevantwork.Facultywillreviewthesematerialsanddecidewhetherthematerialsadequatelydemonstratethosecompetencies.Iffacultydeterminethatmaterialsdonotfullyshowtherequiredskills,thestudentcanchoosetotakeanexamcoveringthematerialduringorientationweek.Waiversof528areavailabletostudentswhohavepreviouslyauthoredasignificantquantitativeresearchproject.Toapplyfora528waiver,studentsshouldsubmitacopyofthisprojectandasyllabusfromacompletedcoursethatissimilarto528viaCanvas,andfacultyteaching528mayrequestthatanoraldefensebescheduled.ThesewaiverrequestsmustbesubmittedtoStudentServicesnolaterthanthedeadlinespostedinCanvas.Waiverrequestsforthefollowingcorecourseswillnotbeconsidered:511,512,517,and526.IMPORTANT:Awaiverofacorecoursedoesnotrepresent4completedgraduatecredits.However,itdoesfreeupanadditional4unitsofgraduatecreditthatstudentscanapplytootherareasoftheircurriculumplan,suchaselectiveorspecializationcourses.

EVANSSCHOOLPOLICYFORRETAKINGCORECOURSES

Studentsmustretakeanycorecourseinwhichtheyreceiveagradebelow2.7,andwillnotreceivecredittowardgraduationforanycorecourseinwhichtheyreceiveagradebelow2.7.Studentsmustretakeacorecoursetheyhavefailedforcreditthenexttimeitisoffered.Withdrawalfromacorecourseafterthefourthweekofthequarterwillbeconsideredacorefailure.Studentshavetwochancestosuccessfullycompleteacorecourse.Ifastudentfailsacorecourseontwoseparateoccasions,heorshewillbedroppedfromtheMPAprogram(seebelowon"satisfactoryprogress").Ifpossible,studentsareadvisedtoretakesuchacorecoursefromadifferentprofessorthesecondtime.

VALUES,ETHICS,ANDEQUITYELECTIVEREQUIREMENT

LearningObjectivesValues,ethics,andequityelectivecoursesshouldprovidestudentswith:

• Opportunitiesforcriticalreflectionandexaminationofvariousaspectsoftheirownvalues,biases,andethicalcommitments,andhowthesecommitmentsmightbepursued;

• Deeperunderstandingoftheframeworksthatexplainhowpolicyandmanagementshapeandareshapedbyvalues,culturalnorms,orstructuralinequities(overallorinaspecificpolicyarea).

• Themeanstoengagerespectfullywiththevaluesandethicalidealsofothersinadiverseandpluralisticsociety;

• Thecapacitytounderstandandevaluateclaimsandargumentsaboutvaluesandethicsinpublicpolicy,management,anddeliberation;

• Thepracticalknowledgeandtoolsneededforethicalandinclusiveserviceasapublicleader.

Tobeconsideredasavalueselective,acoursemusthaveatleastonemajorassignmentfocusedonvalues,ethics,orequityandvalues,ethics,orequitymustbepervasiveinthesyllabus.

ELECTIVESANDSUGGESTEDSPECIALIZATIONS

EachstudentintheEvansSchoolMPAprogramtakeselectivesacrossanarrayofsubstantiveandskillareasthatbuildonthecorecurriculumtostrengthenthefoundationsofhisorhercareerinpublicservice.Classesareorganizedintosuggestedspecializations,setsofcoursesthatadvancethestudent’sknowledgeinaparticularpolicydomain,ordevelopthestudent’sskillsinpolicyanalysisandmanagementforuseacrossvariedpolicydomains.Someclassesfurtherbothofthesegoals.ThesuggestedspecializationsofferedbytheEvansSchoolarelistedbelow,althoughstudentsareabletomixandmatchacrosstheareastocreateasetofcoursesthatbuildstheknowledgeandskillstheyneedfordecision-makingintheirfuturecareer.EachyeartheEvansSchoolwillprovidestudentsanupdatedlistoftheEvansSchoolcoursesineachspecialization.ThefollowingsuggestedspecializationsrepresentthestrengthsoftheEvansSchoolfacultyandtheUWasawhole.Theyareorganizedintotwobroadcategoriesthatmayoverlap:(1)Cross-CuttingSkillsforDecision-Makingand(2)PolicyDomains:

Today,data,evaluation,andanalysisareomnipresentinpublicandnonprofitorganizationsasmanagersandanalystsworktocraftcost-effectiveinterventions,fundersdemandhighqualityevidenceofefficacy,andthepublicrequirestransparencyinoutcomes.Graduatesneedskillsandexperienceinapplyingframeworksdevelopedinthecorecurriculumtopolicyanalysisandprogramevaluationtomeetthesenewdemands.ThePolicyAnalysisandEvaluationspecializationdeepensstudents’skillsinanalysisandevaluationbeyondtheskillslearnedinourcorecourses.Coursesinthisspecializationaredesignedtohelpstudentsdeveloptheknowledgeandskillsneededtoimplementanalysisandevaluationinabroadsetofinstitutionalcontexts,therebypreparingstudentsforcareersinwhichtheseskillscanbeappliedtoawidevarietyofpolicyareas.Someofthecoursesinthisspecializationarespecificallyfocusedongeneralizablemethods(e.g.,appliedcost-benefitanalysis,advancedmultivariateanalysis,qualitativemethods),whileothersarecoursesthatarecross-listedwithspecificpolicyareaspecializations(e.g.,environmentalriskanalysis).

StudentswhograduatefromtheEvansSchoolwithanMPAdegreemustcompleteacapstoneprojectthatintegratesknowledgeandskillsgainedattheEvansSchool.Capstoneprojectscanserveasanopportunitytofurtherdevelopastudent’sspecialization,toexpandnetworksinthecommunity,andtocreateasignificantsampleofwork.Capstoneprojectsdemonstratestudents’abilitiestoapplyskillsfromtheircourseworktoareal-worldproblem.Studentsmustfulfillthecapstoneprojectrequirementinoneofthefollowingways:1. Completeateam-based,8-creditCapstoneProject(CP):4creditsinWinterQuarterand4credits

MoststudentsselectingthisoptionwillcompleteaprojectthroughtheStudentConsultingLab.TheLablinkstheskillsandservicesofsecond-yearMPAstudentswiththereal-worldneedsofaparticularnonprofitorpublicagency.Studentswillworkinteams(generally3to6students)toansweraclient’sproposedquestion.Thesequestionsinvolvetheidentificationandexpositionofapolicyoradministrativeproblem,considerationofalternativecoursesofaction,andrecommendationsforasolutiontotheproblem.ThefinalproductfortheCPisnegotiatedbetweenthestudentteam,thefacultymember,andtheclient.WhileitispreferredthatCapstoneProjectSeminarstudentscompletetheCPthroughthePublicServiceClinics,asecondaryoptionisforCapstoneProjectSeminarstudentstodevelopateam-based,self-generatedtopic.Ifastudenttakesthisoption,itispreferredthatthestudentengageaparticularpublicornonprofitagencyclientwhowouldlikeaquestiontobeanswered(suchasaprogramevaluation,orapolicyanalyticormanagementissue).Theprojectmustbeteam-based(generally3to6students).

CapstonePurposesandLearningObjectivesTheideaofprovidingprofessionalmaster’sstudentswithafaculty-guided,culminatinglearningexperience that enables them tobring together several componentsof their prior learning toaddress an applied problem is common in the recent literature of the public policy andmanagementfield,aswellasinrelatedprofessions.Akeypurposeistohelpstudentstotransitionfromthestudentroletothatofpractitioner,bringingknowledgeandskillstobearonproblemsthat arise in the nonacademic employment setting. A common approach to offering suchexperiences is forstudents tobeorganizedtowork in teamsonappliedprojects,whether forspecificclientsormoregenerallyforanidentifiableaudienceinthefield.TheEvansSchoolofferstwosuchopportunities: capstoneproject seminars thatcompleteprojectsexplicitly forclientsand,inselectedyears,“deepdive”coursesmaybeoffered,whichmayormaynothaveaspecificclientbutdohaveanexternalaudienceonaparticularpolicyormanagementtopic.Capstoneseminarsaredesignedtochallengestudentstobringtogetheravarietyofaspectsoftheir prior learning to address specific client-determined problems that are of real externalinterestand require substantial researchandanalysisoveraperiodofmonths,whileworkingcloselywiththeclienttomeetexpectations.This includesallaspectsfromrefiningtheclient’sproblemstatementtodecidingonandexecutingrelevantmethodologies,topresentingresultsorallyandinwriting.Sincetheworkoccursoveraperiodofaboutfivemonthswhilestudentsaretakingothercourses,studentsmustexpandtheircapacitytoplantheirtimeandmeetmilestonesalongtheway.Studentsalsosimulatetheworkenvironmentintheseprojectsinthattheyworkwithotherstudentsinprojectteamsandthusrefinetheirskillsetinthisprofessionallyrelevantdomain.Deepdive courses (when theyareoffered,whichmaynotbeevery year)have largely similarobjectivesbutclientsmaybelessexplicit.Thebasicgoalofworkingtogethersuccessfullywithotherstudentsoveraperiodofmonthsonasubstantial,complexproblemofrealexternalinterestremainsthesame.Studentsareexpectedtobringtogethermultipleaspectsofwhattheyhavelearnedandcollaboratewithotherstodevelopexternallyrelevantknowledgeaboutreal,currentproblemsinaparticularareaofpublicpolicyandmanagement.Theyalsopresentaproductinwrittenandoralformtoanexternalaudience.Bothtypesofcapstoneexperiencesrequirestudentstobringtogetheraspectsoftheirmultiplelearningsfromcoursesinacollaborative,applied,problem-orientedsettingandthushelppreparethemfortheirprofessionalrolesaftergraduateschool.BothtypesofcapstonesthusrelatetotheUniversal Required Competencies of theNetwork of Public Policy, Affairs, andAdministration(NASPAA), the Evans School’s accrediting organization. Academicmisconductoccursifyoupresentasyourownworksomethingthatyoudidnotdo.Itisalsoconsideredacademicmisconductifyouhelpsomeoneelsepresentworkthatisnothisorherown.

Plagiarism

Oneofthemostcommonformsofcheatingisplagiarism,whichisusinganother'swordsorideaswithoutpropercitation.Whenstudentsplagiarize,theyusuallydosoinoneofthefollowingsixways:

1. Usinganotherwriter'swordswithoutpropercitation.Ifyouuseanotherwriter'swords,youmustplacequotationmarksaroundthequotedmaterialandidentifythesourceofthequotation.

2. Usinganotherwriter'sideaswithoutpropercitation.Whenyouuseanotherauthor'sideas,youmustindicatewithanin-textcitation,note,orothermeanswherethisinformationcanbefound.Yourinstructorswanttoknowwhichideasandjudgmentsareyoursandwhichyouarrivedatbyconsultingothersources.Evenifyouarrivedatthesamejudgmentonyourown,youneedtoacknowledgethatthewriteryouconsultedalsocameupwiththeidea.

3. Citingyoursourcebutreproducingtheexactwordsofaprintedsourcewithoutquotationmarks.Thismakesitappearthatyouhaveparaphrasedratherthanborrowedtheauthor'sexactwords.

4. Borrowingthestructureofanotherauthor'sphrasesorsentenceswithoutcreditingtheauthorfromwhomitcame.Thiskindofplagiarismusuallyoccursoutoflaziness:itiseasiertoreplicateanotherwriter'sstylethantothinkaboutwhatyouhavereadandthenputitinyourownwords.

5. Borrowingallorpartofanotherstudent'spaperorusingsomeoneelse'soutlinetowriteyourownpaper.

6. Usingapaperwriting"service"orhavingafriendwritethepaperforyou.Regardlessofwhetheryoupayastrangerorhaveafriend(insideoroutsidetheSchool)doit,itisabreachofacademichonestytohandinworkthatisnotyourownortousepartsofanotherstudent'spaper.Thisincludesinternetpaper-writingresources.Notethatitisalsoconsideredacademicmisconductifyouarethefriendwhowillinglywroteapaperforsomeoneelseorsharedyourworkforcopying.

Multiplesubmissions

Multiplesubmissionisthepracticeofsubmittingasinglepaperforcreditintwodifferentclasses(inthesamequarterorindifferentquarters).TheUWdoesnothaveageneralpolicyprohibiting

thispractice.However,becauseanindividualprofessormaynotpermitthepracticeintheirclass,astudentwishingtomakeamultiplesubmissionmustclearitwithbothprofessorsinvolved.Non-compliancewillresultinaviolationoftheUniversityʹsstandardofconduct.

ExamsAnothercommonformofcheatinginvolvesexams.Thefollowingwillallbeconsideredviolationsofthestudentconductcode:

Whathappensifthereisasuspectedviolation?

ItistheresponsibilityoftheentireEvansSchoolcommunitytoupholditsacademicstandardsandintegrity.

ItistheEvansSchool'spolicythatinstructorsmaintaindiscretionoverwhetherandhowanysuspectedacademicmisconductshouldbereflectedinthegradeforthatassignment,exam,orforthecourse.Thismayincludeazerograde.Studentswhodisagreewiththeinstructors'assessmentshouldfollowtheUniversity'snormalgradeappealprocess(seebelow).ProvenacademicmisconductasoutlinedabovecouldalsoresultindisciplinaryactionfromtheGraduateSchool,includingprobationordismissalfromtheUniversity.
