Shipping Industry Performance

• Has a record of continuous improvement

• But is not complacent !

and is

• “Striving for Zero”Zero fatalities, zero pollution, zero detentions

Shipping industry’s record ofcontinuous improvement

Q: How has this been achieved ?

A: A combination of effective Regulation and Self-Regulation

Industry works to encourageeffective regulation

• Developed at the global, international level, wherever appropriate (consistent with existing law)

• Fit for purpose (provides solutions)• Properly considered (stakeholders involved)• Impact(s) fully assessed (economic and social)• If adopted, implemented uniformly and

promptly

By engaging with legislators, regulators, politicians and the media

Places of RefugePlaces of RefugeA Solution Waiting to be ImplementedA Solution Waiting to be Implemented EU’s “Erika II” Package (Dec.2000) - requires Each Member State to Draw up Emergency Plans for Hosting Ships in Distress in Places of Refuge

Industry works to develop and promote self regulation

• Adopting best practices• Setting in motion quality initiatives• Producing industry guidelines• Developing programmes, procedures,

etc.

By engaging with partners, legislators, regulators, politicians, media and public

Examples of Industry’s many Quality Initiatives

Tripartite dialogue: owners, builders and class:– Common structural rules– Coatings and coating performance standards– Goal Based Standards (Tiers IV & V)– Information sharing – Shipboard waste management

Inter-Industry Group - (Chemical Tanker accidents):– Inert Gas for CT on presently exempted ships– Human Element Task Force

Protecting the environment

Human Element in Shipping

• The best ship is not enough if industry to achieve its goals of continuous improvement - it needs the best staff

• Most shipping incidents/accidents involve human error

• INTERTANKO places great emphasis on the Human Element

• Initiatives include new training programmes, provision of berths for cadets, etc.

Good Regulation

AND

Industry Best Practice / Self Regulation

Society and the International Shipping Industry share the same goals

Shipping should be:

• Safe and secure • Environmentally

responsible• Reliable• Efficient (Low cost)

Committed to continuous improvement and striving for zero !
