Recommendation: that Council receive the 2011 Official Election Results attached to the Chief Election Officer's November 29, 2011, submitted in accordance with the requirements of section 148 of the Local Government Act.
6.2 2012 Council Meeting Schedule Recommendation: that Council:
1. approve the 2012 schedule of Regular Council meetings as shown on the Deputy Municipal Clerk's report dated November 21, 2011;
2. cancel the January 4, 2012 and August 1, 2012 Regular Council meetings; and 3. direct staff to publish the schedule and make it available to the public.
6.3 Council Appointments Recommendation: that Council appoint:
1. Jon Lefebure, Ruth Hartmann and Barb Lines to the Cowichan Valley Regional District Board, and Kate Marsh, Jennifer Woike, and Al Siebring as their alternates, respectively;
2. Kate Marsh to the Vancouver Island Regional Library Board, and John Koury as the alternate, for the term January 1, 2012 to December 31, 2012; and
3. Al Siebring, Barb Lines and Jennifer Woike to the Island Savings Centre Commission and John Koury, Kate Marsh, and Ruth Hartmann as their alternates, respectively.

It is my pleasure to congratulate you and your council on your election to serve the Municipality of
North Cowichan.
The people of North Cowichan have vested in you an important responsibility to act in the best interests
of the citizens of North Cowichan and it is one that I know you do not take lightly.
Municipalities throughout the region are facing unique challenges and difficult decisions on
many fronts, whether it is on infrastructure, how to plan for sustainable communities or the on
every day issues concerning liveability and safety in our communities. As you continue to work
with and on behalf of community organizations and citizens, I am certain that you will continue
to find successful solutions to the challenges you will face. Although, being an elected
representative can be difficult at times, there are also very rewarding aspects of the position as
well.
I look forward to working with you on community issues in the future.

Subject 2011 Election Results
Purpose
The purpose of this report is to satisfy Section 148 of the Local Government Act which requires the
Chief Election Officer to submit a report of the election results to Council within 30 days of the
declaration of the official results.
Discussion
The 2011 General Local Election went very well. Despite the considerable amount of time to prepare
for an election, its success can largely be attributed to the work carried out by the Election Officials at
each voting place. I was fortunate to have an experienced, knowledgeable and dedicated team of
Election Officials at each voting place. Many have been Election Officials for a number of years and
are familiar with the governing legislation and election procedures.
Voter turnout in 2011 was approximately 32.3%, up from 30% in 2008 and 25% in 2005. Although we
are encouraged by the slight increase in voters (which is minimally higher than other municipalities our
size), it is still low.
We again conducted the General School Election, and will be invoicing the School District No. 79
(Cowichan Valley) for a portion of our election costs.
After each election, we meet with Election Officials and explore ways to improve our procedures for the
next election. Many of the ideas suggested by Election Officials in 2008 were implemented this year,
and we will review this year's suggestions and consider them in 2014. Ideas to be considered include:
- ways to increase voter turnout including increased advertising,
■ obtaining a quote for the use of electronic vote tabulators instead of hand-counting ballots,
■ voter education, and
■ use of alternative voting places for improved voter access.

Recommendation
That Council receive the 2011 Official Election Results, attached to the Chief Election Officer's
November 29, 2011 report.

Subject 2012 Council Meeting Schedule
Purpose
The purpose of this report is to recommend that Council (1) approve the proposed 2012 schedule of regular Council
meetings; (2) cancel the January 4 and August 1,2012 Council meetings; and (3) direct staff to publish the 2012
Schedule of Regular Council Meetings.
Background
Council must prepare annually, a schedule ofthe dates, times and places of regular Council meetings forthe following
year. This schedule must be posted on our notice board and website, and published in a local newspaper.
Discussion
Section 127 ofthe Community Charterrequires that Council must make available to the public, a schedule ofthe date,
time and place of Regular Council meetings, and give notice ofthe availability ofthe schedule at least once per year.
"Council Procedure Bylaw, 2007," No. 3290 requires that regular Council meetings be held on the first and third
Wednesday ofeach month. Council may, by an affirmative vote ofat least 2/3 ofthe Council members present, cancel
a regular Council meeting or reschedule it to another date and time that is not a holiday. The following dates are the
first and third Wednesdays of each month in 2012, with the exception of January 4 and August 1.
