MUNSTER BRANCH PRESIDENTGerry O’Shea – President 2016-2017

I am honoured to be elected the 119th President of the Munster Branch. I wish to thank my club Young Munster for nominating me as our clubs 11th President. I would like to acknowledge the support and encouragement I have received down the years from everyone in Young Munster and I am especially grateful to Brendan Collopy and John Smalle who share this honour in recognition of their years of service to Young Munster and rugby in Munster. I wish to thank former IRFU President Dr. Charlie Quaid for his support and our Club President Tony Cusack.

To my wife Eileen and our children Paul, Orla, Kieran, Enda and grandchildren Juliet and Alison I want to say a special thank you for making it all possible. To my extended family, relations and former team mates – thank you. It was an unexpected but great journey from the Fair Green to here.

It is my priority to reconnect with all our clubs and volunteers for the good of the game and enjoyment of everybody. Our game is founded on a volunteer ethos and it is the bedrock of our sport. The game is indebted to every volunteer for their commitment. There is no greater satisfaction than to see a young man or woman go on to wear the famed Red jersey and know, quietly, that they have contributed. Our volunteers are happy to develop the players, grow the game, be the supporters and the administrators and get to meet old friends and new as we all journey through life.

In the last year we met with volunteers, professional staff, coaches, players and administrators from a cross section of the game. As a result we subsequently sought and received new funding from the IRFU for additional CCROs. This will allow us to improve the coaching and back up support to our schools at national and secondary level, third level as well as our clubs. Our aim is to foster and promote the game at the grass roots and the rest will look after itself. In addition we have set up an

Age Grade To Adult group to oversee and assist young players transition between 18 and 20 years and integrate to the Adult game. Those were the two priorities that came from our engagement meetings. We are confident these two initiatives will positively contribute in the future to the strength and growth of the game.

It has been a pleasure over the past two years to work with CEO Garrett Fitzgerald and his Staff who are working in such a Professional manner as to ensure everyone performs to the best of their ability and in the best interests of Munster Rugby.

To the MAR we thank you for the work of your volunteers and officiating at over 3,000 games this season and contributing to our growth. Congratulations especially to our international referees John Lacey and George Clancy who both officiated at the RWC and the 6 Nations this year and all of your colleagues who were involved in the EPCR and Pro 12 competitions.

I would like to give a special mention to the parents, families and friends of our players who play a huge part in encouraging our young people to participate in the game. They travel the length and breadth of the province and country, provide transport and attend training sessions and games. They play their part in turning the players out impeccably every time, not to mention the special diets and eating habits that are primarily fulfilled and funded at home. This is a massive commitment from the families and friends of our young players and we recognise their contribution.

To our supporters I say thank you for been there to the end last season when the team needed you. We have the biggest average supporter

attendance in Europe and this is down to each and every one of you. We are working to improve the service, ticketing and event experience you get on match days and we will continue to do so through further engagement and the communication channels. Please feel free to offer your views, solutions or criticisms to us and we will do our very best to facilitate a better match day experience for everyone.

The Branch structure now places huge responsibility on the Independent Chairmen and their sub committees for the daily running of all aspects of the game. The quality and commitment of these people is outstanding and I must acknowledge and thank them for their continued support on behalf of the amateur and professional staff of Munster Rugby. They are Gerry O Loughlin, Chair of Management, John Kelly, Chair of the Professional Games Board, Maurice Walsh, Chair of Judicial, Tom Kinirons, Chair of Finance, Joe Murphy, Hon Secretary and Ger Malone, Chair of Domestic Game and newly elected Junior Vice President, I thank you one and all.

I would like to give a special mention to the Junior Clubs and committee who I have worked with for the last two years and congratulate them on winning the Interpro this year. To David Kennedy and Brian Nolan who gave me tremendous help in North Munster and completed all competitions under their control, thank you and keep up the good work.

I wish our new coaching team well for the coming season where we once again compete in both the Pro 12 and the EPCR Champions Cup, thank you to the players, coaches and back up support for delivering last season. There are some players moving on and I wish to thank them for their service and wish them well in the future. To the new players coming in you are joining a special family, welcome. I wish all our injured players a speedy recovery

and a special mention to Peter O Mahony who we look forward to welcoming back. To CJ Stander voted IRUPA Player of the year – congratulations, we are all delighted for you and well done on your International debut. I must mention one of our greatest and that is Paul O Connell of Lions, International, Munster and Young Munster fame. For a magnificent contribution to our game thank you Paul and best wishes in the next phase of your life.

I would like to acknowledge and thank our lead sponsor Bank of Ireland for their continued financial support and all our other sponsors, many of whom are with us for decades. We are currently facing a challenging situation financially but we are confident we have a plan and will rise to the challenge. The teams both on and off the field must compete successfully.

Finally, I would like to welcome and congratulate Ger Malone on his election as Junior Vice President and thank Charley Buckley, Senior Vice President for his help and engaging company during the last year. I have the duty and pleasure to acknowledge and thank Michael Goggin and Bertie Smith for their advice, assistance and support these last two years. They gave me 100% support for which I am grateful and indebted. It is unknown the time and mileage that Bertie has accumulated this last year in his capacity as President, representing all that is good in Munster Rugby – his year can be summed up in one word – dedicated.

I look forward to the new season, on and off the pitch – Munster Abu.

CALL-OFF OR REARRANGEMENT OF FIXTURESFor fixtures confirmed or arranged at the Official Fixtures Meeting which are forced to be can-celled, postponed or rearranged, the following procedures should be followed.

(a) Notify Hon.Secretary of the relevant competition.

(b) Notify Opponents (preferably an Officer of the Club).

APPLICABLE TO ALL MUNSTER COMPETITIONSIf the visiting team cancels the fixture, the next time those side meet in the same competition, the match will be played at the original venue

VENUES:Matches will be generally played on the grounds of the first named club.

The Home Team (first named) is responsible for ground arrangements, markings, flags, footballs etc. The Referees Association will endeavor to provide referees for all matches. If for any reason a fixture is not fulfilled, it is the responsibility of the Home Club concerned to notify the Referees Association (North or South as appropriate) without delay.

CHANGING FACILITIESEvery Club should endeavour to provide washing and changing facilities for visiting clubs and referees. For clubs with dressing rooms at a separate location to their playing field, the following procedure should be implementeda) Notify Referees Association of exact location of dressing rooms e.g. Hotel, Community Centre, etc. at earliest possible date.b) Ensure during the week preceding a game that each visiting team is made familiar with the

location of the dressing roomsc) An official of the Home Club should meet, on their arrival, both the referee and the visiting

team and should also direct them after changing to the pitch

SUMMARY OF DUTIES AND RESPONSIBILITIES OF A RUGBY CLUB

1. PRE-MATCHa) Club Fixtures secretary should make contact with opponents on the week of the game, to

confirm fixture, date, time, venue (and changing facilities)b) Clubs should ensure that the ground is available, fit for play and correctly marked and

flagged.c) Any change in venue should be confirmed with the Branch, the Opposition and the referees

association at the earliest possible time.d) Teams should arrive in good time, be properly equipped for the game (with particular refer-

ence to studs) and should have a touch judge.e) The opposition and referee should be met by an official of the home team, and shown to

the changing accommodation.f ) First Aid equipment (including a stretcher) should be available at the ground.

2. DURING THE MATCHa) Players are expected to play within the spirit of the game and must accept all decisions of

the referee without dissent of any kind.b) Clubs are responsible for the behavior of their supporters and should ensure that they

behave properly with regard to shouting abuse at players or referee.

3. AFTER THE MATCHa) Club selectors are asked to take account of vicious or unfair play whether detected by the

referee or not, when selecting future teams.b) Clubs should encourage players and members to mix with the opposition after the match,

and the captain should ensure that the referee is afforded due hospitality. 4. TOUCH JUDGES Two Touch Judges must be appointed before the start of the match. Unless these have been

appointed by the Referees Association, it is the responsibility of each team to provide a Touch Judge.

5. REGISTERED COLOURS Referees may refuse to permit players to take part in a game if not wearing the registered

Club jersey. If the registered colours of teams in a match are of such similarity as would pre-sent playing or refereeing difficulties, it is the responsibility of the home team to make the necessary change and to notify the Referees Association and opponents of such change.

6. TROPHIES The club winning any competition shall be responsible for the safe keeping and good

condition of the trophy. The trophy shall be returned no later than two week before the final of the relevant competition. Clubs are responsible for the cost of repair/replacement of trophies.

SANCTION: The club failing to return the trophy shall be fined €100.
