The science, technology and innovation (STI) are vital to economic and social progress. In an increasingly globalization, we recognized that

high levels of investment in research and innovation are essential, both for economic competitiveness,and to yield innovations in areas such as: agriculture and food; health; natural resources; environment; industry and energy sectors; and make tangible improvements to the quality of life.

The challenges observed are:

Lack of STI data

STI are not given priority as compared to other

sectors in terms of resources allocation, hence poor

progress performance in STI

We thank NEPAD’s initiative that by now many African

countries started ASTII initiative. Hence Tanzania like

other African countries has started now to involve in

the development of STI indicator through R&D and

Innovation survey. This make tangible improvements to

the quality of life. To achieve this, collaborative effort

from the Government and its MDAs is vital.

The survey aimed at collecting information about

Research and Development

Product and process innovation

The indicators will help the policy decision making

and economic and social progress

Organizational and marketing innovation

(for three-year period 2005/06 to 2007/08 inclusive).

profit organizations and in new, significantly

1. Formation of Survey Team

Formulated the team of experts which comprises nine

people from:

1. COSTECH

2. the Ministry of Communication Science and

Technology (MCST),

3. College of Engineering and Technology (CoET),

4. President Office, Planning Commission,

5. Mikocheni Agricultural Research Institute (MARI),

The team of experts decided that the survey be

conducted by themselves so as to learn on the actual

situation and associated problems which might occur

during the exercise,

The team agreed that more industrialized regions

should be involved in the Innovation survey. These are

Dare es Salaam, Morogoro, Tanga, Mwanza, Moshi

and Mbeya.

It was also greed that all R&D Institution in the country be involved in the survey and it was adopted according to the Agricultural Zones as follows:

Eastern Zone: Tanga, Morogoro, Dar es Salaam, Pwaniand Zanzibar

Cental Zone: Dodoma and Singida

Western Zone: Tabora and Kigoma

Lake Zone: Mwanza, Mara, Kagera and Shinyanga

Nothern Zone: Kilimanjaro, Arusha and Manyara

Southern Zone: Mtwara, Lindi and Ruvuma

South Western Zone: Iringa, Mbeya and Rukwa.(See the map of Tanzania below)

Some of the experts team visited the different Ministries

and some business establishments like Small industries

Development Organization (SIDO), TPC-Tanzania

Promotion Centre (TPC), Tanzania Chamber of

Commerce, Industry and Agriculture (TCCIA), and

Tanzania Investment Centre (TIC) in Dar es Salaam.

The team also agreed that, immediately after the

planning meeting, pre-test of the innovation survey

instrument and real data collection for Dar es Salaam

based R&D institutions should start.

During the meeting it was noted that the budget is

higher than the available funds from NEPAD, hence

COSTECH and the Ministry of Communication,

Science and Technology were requested to work out

from other sources to cover the deficit.

The participants agreed that the whole exercise

should take less than nine months. We will collect

data from 616 establishments (With above 25

employees), 74 R&D Institutions and about 20

Universities/Higher learning institutions.

The team of expert adapted the South African

National Innovation Survey of 2005 to guide the

Innovation survey Instrument for Tanzania.

During the discussion we agreed to conduct the

innovation survey in manufacturing firms and mining

only (Agriculture and service sectors have to wait until

later stage).

The developed and amended innovation survey

questionnaires will be written in a friendly format that is

easy to edit, read and understand.

only (Agriculture and service sectors have to wait until

later stage).

The Team accepted the presented International

Standard Industrial Classification (ISIC) arranged for the

purpose of R&D Statistics, with exclusion of ‘wood,

paper, printing and publishing firms.

The experts added the ‘Biotechnology’ in the field of

Science and Technology.

The team also accepted that nine NEPAD’s guidelines

on ‘Distribution of R&D activities to socio-economic

objectives’ be used in Tanzania survey.

The Team of experts discussed and agreed that: data

cleaning; coding and entry; data analysis; and report

writing will be done by some team members with little

consultancies when needs arise.

All data analysis will be made using computer software

such as SPSS and others.

Also team members insisted that the expert team will

meet for harmonizing the report before publication.

Conduct pre-testing of innovation survey, analyse the

pre-test data, amend the innovation questionnaire

and proceed with data collection.

Report writing on the finding of the survey and

Dissemination of the report to the relevance

stakeholders (MDAs and private establishments).
