SCOPE
1. This NES specifies procedural requirements and the approved materials and equipment fordecor schemes in accommodation areas on HM Ships and Submarines.
2. The requirements of this NES are not mandatory for use in Royal Maritime Auxiliary Service(RMAS) and other support vessels, but their use is encouraged.
NOTE: Throughout this NES, the word ‘ship’ is used to describe both HM Surface Shipsand Submarines.

FOREWORD
Sponsorship
1. ThisNaval Engineering Standard (NES) is sponsored by theProcurement Executive, Ministryof Defence, Director Naval Architecture (DNA), ADNA/P.
2. If it is found to be unsuitable for any particular requirement the Sponsor is to be informed inwriting of the circumstances.
3. Any user of this NES either within MOD or in industry may propose an amendment to it.Proposals for amendments that are not directly applicable to a particular contract are to bemade to the Sponsor of the NES and those directly applicable to a particular contract are tobe dealt with as specified in the contract.
4. No alteration may be made to this NES except by the issue of an authorized amendment.
5. Unless otherwise stated, reference in this NES to approval, approved, authorized or similarterms means by the Ministry of Defence in writing.
6. Any significant amendments that may be made to this NES at a later date will be indicatedby a vertical side line. Deletions will be indicated by 000 appearing at the end of the lineintervals.
Conditions of Release
General
7. This Naval Engineering Standard (NES) has been prepared for the use of the Crown and ofits contractors in the execution of contracts for the Crown. The Crown hereby excludes allliability (other than liability for death or personal injury) whatsoever and howsoever arising(including but without limitation, negligence on the part of the Crown, its servants or agents)for any loss or damage however caused where the NES is used for any other purpose.
8. This document is Crown Copyright and the information herein may be subject to Crown orthird party rights. It is not to be released, reproduced or published without written permissionof the MOD.
9. The Crown reserves the right to amend or modify the contents of this NES without consultingor informing any holder.
MOD Tender or Contract Process
10. ThisNES is the property of the Crown and unless otherwise authorized in writing by theMODmust be returned on completion of the contract, or submission of the tender, in connectionwith which it is issued.
11. When this NES is used in connection with aMOD tender or contract, the user is to ensure thathe is in possession of the appropriate version of each document, including related documents,relevant to each particular tender or contract. Enquiries in this connection may be made ofthe local MOD(PE) Quality Assurance Representative or the Authority named in the tenderor contract.
12. When NES are incorporated into MOD contracts, users are responsible for their correctapplication and for complying with contracts and any other statutory requirements.Compliance with an NES does not of itself confer immunity from legal obligations.

1.1
1. MASTER DECOR SCHEME
a. The Master Decor Scheme (MDS) is a combination of approved materials andequipments which are complementary and provide an acceptable environmentfor the ships complement to live and work in.
1.1 Selection of a Master Decor Scheme
a. The agreed MDS (selected from the combinations of material and equipment inthis NES) for an individual ship or class of ships, is to be agreed at a meetingchaired by the CNSA. The meeting (which is to be convened three to sixmonthsafter the ship procurement contract has been placed), is to be arranged betweenCNSA and the WPM and is to be attended by representatives from:
(1) Shipbuilder/Shiprepairer
(2) Ships Staff
(3) ADNA/P.
(4) WPM.
b. The MDS scheme agreed by the above representatives, is to be recorded on theappropriate selection sheet, a copy of which is enclosed at Annex Q.
c. Copies of the agreed MDS are to be distributed to all the meetingrepresentatives plus additional copies to the PNO and DGST(N), SectionST31D, the Master is to be held by the Sponsor of this NES.
1.2 Changes to the Master Decor Scheme
a. The MDS selected for a class of ships may be varied within that class, subjectto the agreement of CNSA and the WPM.
b. Following implementation of an MDS, the agreed scheme is not to be alteredwithout the approval of CNSA and the WPM.
c. Departure from the standard colour combinations (see Annexes C. to P.) may bepermitted at the selection stage, providing the variations still use approvedmaterials and equipment selected from TABLE 3.1.
1.3 Changes at Major Refit
a. The MDS agreed at build, may be changed during Major Refits.
b. The change procedure is to follow the arrangements outlined at Clause 1.a.above.
