ABOUT NMRC Noida and Greater Noida are being developed as the industrial towns to
New Delhi and more and more people from Delhi and other areas are
shifting to these towns in search of fresh air, greenery and better
infrastructure. There is a need of providing an efficient, reliable and
comfortable transportation system for the population intending to settle
in these towns and also the public coming to these areas for education,
service and business.
Noida Metro Rail Corporation (NMRC) Limited is a Special Purpose
Vehicle (SPV) formed for planning and executing urban transport
projects in Noida, Greater Noida regions. NMRC desires to provide a
world-class Public Transportation System with state-of-the-art
technology. As such, the overarching criterion for setting up of NMRC is
to help create an efficient, safe, reliable, economical and affordable
public transport system.
This Application for “Setting Up of Charging Stations for Electric Vehicles
along Noida-Greater Noida Metro Corridor” contains brief information
about the scope of work.
While all efforts have been made to ensure the accuracy of information
contained in this Application Document, this Document does not purport
to contain all the information required by the Applicants. The Applicants
should conduct their own independent assessment, investigation and
analysis and should check the reliability, accuracy and completeness of
the information at their end and obtain independent advice from relevant

1. Background
1.1. About NMRC
An elevated metro line between Noida and Greater Noida is operational from January 2019. It is
acknowledged for successful operationalization of the project, it is essential for the project to be self-
sustainable by implementing innovative revenue enhancement options and project structuring among
others. Globally, most transport systems have adopted innovative methods to finance the project
through innovative commercial property development projects.
As part of the mandate, Noida Metro Rail Corporation (NMRC) undertakes to provide sustainable
additional revenue to the corporation and incentives for private sector participant developers.
1.2. Intent of Application
Electric Vehicles are about three times more energy efficient than Internal Combustion Engine
Vehicles. The vast infrastructure and utilities needed to charge Electric vehicles (EVs) hold the keys
to accelerating their deployment. The setting up of Electricity charging infrastructure can accelerate
the growth of Electric Vehicles and thus address the menacing problem of air and noise pollution.
NMRC intends to invite Applications for Setting up of Charging Stations for Electric Vehicles along
Noida Greater Noida Metro Corridor. The objective of floating the application is essentially to gauge
the market and interest of the Stake holder Companies to formulate an appropriate
policy/methodology for setting up of Charging Stations for Electric Vehicles along the corridor. The
submission of Applications will not provide any right to the applicants for staking any claim for setting
up of Charging Stations. The Applications have been invited for enabling the Corporation to formulate
further methodology for development of Charging Stations.
At this stage of the Application, NMRC will welcome any creative ideas for its consideration.
1.3. About Project
NMRC intends to provide charging facilities in the parking lots of its stations and other suitable
locations along the corridor for ease of commuters and to encourage private participation.
The scope of work of the application is detailed in Section 2. The location of the stations with available
parking is given in Appendix 1
2. Scope of Work
The broad Scope of Work for the implementing Agency shall be as under:
1. Implementing Agency shall be responsible for Installation, Operation and Maintenance of
Public Charging Stations (PCS)/Fast Charging Stations (FCS)/ Battery Charging
Stations(BCS)/Battery Swapping Facility(BSF) for designated period as per parameters laid
down in the GOI guidelines dated 14.12.2018 (attached in Appendix 2) on the along the
Noida-Greater Noida Metro Corridor.
2. In case of Public Charging Stations, the minimum requirements shall be as per Clause 3 of
GOI guidelines dated 14.12.2018 (attached in Appendix 2) as follows:

Every public charging station shall have the following minimum infrastructure:
o An exclusive transformer with all related substation equipment including safety
appliance
o 33/11 KV line/cables with associated equipment including as needed for line
termination/ metering etc.
o Appropriate civil works
o Adequate space for charging and entry and exit of vehicles
o Current international standards that are prevalent and used by most vehicle
manufacturers internationally are CCS and CHadeMO. Hence Public Charging
Stations shall have, one or more electric kiosk/ boards with installation of all the
charger models as follows

*In addition, any other fast, slow or moderate charger as per approved BIS standards whenever
notified.
o The kiosk/ board may have options for installation of additional chargers if required.
o The public charging station providers are free to create charging hubs and to install
additional number of kiosk/ chargers in addition to the minimum number prescribed
above
o Tie up with at least one online Network Service Providers (NSPs) to enable advance
remote/ online booking of charging slots by EV owners. Such online information to EV
owners should also include information regarding location, types and numbers of
chargers installed/ available.
o Share charging station data with appropriate DISCOM and to maintain appropriate
protocols as prescribed by such DISCOM for this purpose. CEA shall have access to
this database
o Appropriate public amenities
o Where, in addition to the above, fast charging facility is also planned to be provided at
the PCS by the PCI provider, the following additional infrastructure must be provided:

Appropriate liquid cooled cables if High speed charging facility for onboard
charging of Fluid Cooled Batteries is also planned
Appropriate Climate Control Equipment for fast charging of batteries to be
used for swapping (i.e. not onboard)
Every PCS shall be operational only after inspection and clearance as communicated by a
suitable clearance certificate, by the concerned electrical inspectors/ technical personnel
designated specifically by the respective DISCOM for this purpose. DISCOMs may also
empanel one or more third party authoritized technical agencies for this purpose.
Electric Vehicle Service Equipment (EVSE) shall be type tested by an appropriate reputed
authority.
The above minimum infrastructure requirements do not apply to private charging points meant
for self-use of individual EV owners (non-commercial basis)
Captive charging infrastructure for 100% internal use for a company’s own/ leased fleet for its
own use will not be required to install all type of chargers and to have NSP tie ups.
PCS can also have the option to add standalone battery swapping facilities in addition to the
above mandatory facilities provided space permits.
In case of Public Charging Infrastructure (PCI) for long distance EVs and/ or heavy duty EVs
the minimum requirements shall be as laid down in the Clause 4 of GOI guidelines dated
14.12.2018 (attached in Appendix 2).
The Agency shall install charging infrastructure at NMRC stations where parking is available or
suitable locations at other stations. The details of these are available in Appendix 1.
3. Eligibility of Applicants
3.1. Technical Eligibility
1. The Applicant Firm should be registered with appropriate Authority under Government of India
prior to the Application Submission date with supporting documents.
2. The applicant must be fully conversant with the Government of India Guidelines and
Standards for development of Charging Infrastructure developing issued vide Circular No.
12/2/2018-EV dated 14th December 2018 by Ministry of Power. Govt. of India, .and must
have a valid document, establishing their business. If the company/firm is based abroad they
must have an office in India. A scanned copy of the aforesaid Guidelines and Standards is
being appended along with this Application.
3. The Applicants firm should have sufficient technical expertise and requisite infrastructure to
execute similar assignment and should have successfully implemented at least one Public
Charging Station with supporting evidence.
In case of consortium: The experience of lead member shall be taken into consideration

5. The Applicant should neither be a black listed/debarred firm nor should its contracts have
been terminated/ foreclosed by any company / department during the last 5 (five) Financial
Years due to non- fulfilment of Contractual obligations.
3.2. Financial eligibility
1. The Applicant Firm should have a minimum average annual turnover of Rs.50.00 Lakhs
(Rupees Fifty Lakhs) during the last three Financial Years (2016-17, 2017-18& 2018-19)
2. The Application Firm should have a Net worth of at least Rs.5.00 lakhs as per the last audited
Annual Accounts duly certified by a Chartered Accountant as per Form-4.
4. Selection Process
The Application is issued with a purpose to assess demand and formats mentioned and to ensure
market requirements are captured at Request for Proposal (RFP) Stage. The applications received
shall be reviewed carefully and interactions with the applicants are likely to take place before
finalisation of terms and conditions. However, NMRC reserves the right to proceed ahead with the
Project.
4.1. Application Registration and Instructions
1. Applicants are advised to study all instructions, forms, terms, requirements and other
information in the Application carefully.
2. Applicant shall be deemed to have applied after careful study and examination of the
Application Document with full understanding of its implications.
4.2. Submission of Applications
1. All the notifications & detailed terms and conditions regarding this Application notice hereafter
will be published on the NMRC website.
2. The application should be submitted in hardcopy in a sealed envelope and in softcopy via
email at nmrcnoida@gmail.com within the deadline as specified in Clause 4.5.
3. Applicant shall submit all formats and suggested documentary evidence with the Application
document.
4. NMRC may also, as part of evaluation, ask shortlisted applicants for a technical presentation
of the project plan detailed in the proposal.
5. The date of the presentation meeting shall be communicated to the applicant via the contact
details provided by the applicant as per Form 2. The meeting shall be held at NMRC Office.
Any change corresponding to date, if any, shall be communicated to the applicants vide
NMRC website (www.nmrcnoida.com)
4.3. Documents to be submitted
The Application to be submitted by the Interested Parties shall, inter alia, include:
1. Cover Letter expressing interest to participate in the form and manner prescribed hereunder
as Form 1;

4.4. Pre-submission meeting
NMRC shall also organize an interactive meeting to discuss further on this Application, the eligibility
criteria, the technical, financial and operations aspects along with preferred mode of engagements
with the prospective bidders in the form of a presentation meeting.
The meeting shall be held on 24/10/2019 at NMRC Office at 11.00 AM. Any change corresponding to
date, if any, shall be communicated to the applicants vide NMRC website (www.nmrcnoida.com)
4.5. Date of submission
The Interested parties shall submit their respective details in aforesaid format latest by 07/11/2019
[3:00 PM] at NMRC’s herein below mentioned address:

5. General Terms and Conditions
5.1. Clarifications
During evaluation of Application, NMRC may, at its discretion, ask the Applicant for a clarification of
his/her submission. The request for clarification and the response shall be in writing.
5.2. Nodal Officer for Information about the Project Application

5.3. Language
The Applications prepared by the Applicant and all correspondence and documents relating to
the applications exchanged by the Applicant and NMRC, shall be written in English language,
provided that any printed literature furnished by the Applicant in another language shall be
accompanied by an English translation in which case, for purposes of interpretation of the
application, the English translation shall govern.
If any supporting documents submitted are in any language other than English, translation of
the same in English language is to be duly attested by the Applicant.
5.4. Conflict of Interest
The Applicant shall not have a conflict of interest, The Bidders having a conflict of the interest
shall be disqualified A bidder shall be deemed to have a conflict of interest affecting bidding
process if a constituent of one bidder is also a constituent of another bidder.
If at any time during evaluation of proposals, any Applicant is found to have a Conflict of
Interest, he shall be disqualified.
5.5. Cost of proposal
NMRC shall not be responsible in any manner for the costs associated with the preparation and
submission of any Application. The Application, including all drawings, plans, photos and narrative
material shall become the property of NMRC upon receipt.
5.6. Right of rejection
This Application shall not be construed as a contract to sell, purchase, lease or hire properties or
services. NMRC is not bound to accept the Application of any proposal submitted.

innovative and should be based on the Respondent’s understanding of the issues associated with setting
