As you know , 1 have prepared at the special request of Secretary nl!ll, a history of the United States policy toward Franc!>, and the French problem from the time of the collapse of France to the assassination of Durlan in December 1942. It was Secretary Hull ' s idea, and one flith which I concurred enthusiastically, that the stor,Y of this policy should be written while me~ories are still fresh and while those who were involved in it could sti ll be freely consulted. In order to make the history as complete as possible , the State Depart~ent made available to ~e all of its materials without exce~tion. Admiral Leil.hy . ermi tted me to consult and use t he diary which he ke1 t during his embassy to Vichy. The I ar Department made available a great deal of material dealing with the political aspects of the invasion of Nor th Africa. You, yourself, ,permitted me the freest use of the r~>cords of the OSS , which "ere rich in mater ials bearing on the North African stiuation. In ~ddition , 1 have been able to discuss the whole 1roblem at length with men like Robert :!urphy , Wallace !Lurray, Free;Jan ~athews and Ray Atherton . As a result , 1 think 1 have been able to rrite a full and accurate account of this interesting chapter in the history of our policy during the ~ar. The fi rst draft of this study has been very enthusiastically received in th~ Department of State , and 1 have been given every possible assistance to make it complete.
The one category of materi al ~hich has r~mained inaccessible to me and which i s probably of crucial imr ortance , is the material which i s in the ~~ite Bouse archives. ~ince the President took a very active interest in this whole problem and apparently made a number of important decisions in consultation with Prime Minister Churchill or other non-State Department officials , it is of the utmost im ortance that the rPcords of the White Houee be consulted in order to achievP comrlPteness and accuracy •
