OGD IN ZURICH

• Legislation Agenda Focus eZürich

• Zurich strives to be one of the world‘s leading cities in ICT, where advanced infrastructure enables creative solutions and new trends

• City Council mandates Statistik Stadt Zürich (SSZ) to establish OGD processes

• SSZ creates OGD portal and publishes 90 datasets

• Nothing really happens…

Conclusions1. Publishing datasets is not enough2. OGD as a project and OGD as daily routine are two very different things

3. OGD means communication4. Performance measurements are difficult to implement

5. OGD needs constant political support

DATA INTEGRATION

• Combination of spatial and thematic data

• Unique identifiers (indices and numbers) for spatial entities (city circles, districts, parcels)

• Extensive metadata facilitates processes

• Use of names as unique identifiers can be problematic

contrasting official and commonly used notations

EXCUSES

• Reasons not to release data

• Apathy / Confusion„you mean people are really interested in this?“„how would someone even use that kind of data!“

• Rage against the bureaucracy„there will be unending data releases!“„we don‘t have time!“

• Staff Concerns„my boss hasn‘t told me to and you‘re not my boss!“„we don‘t have anyone who knows how to do that.“

• Heavy Hitters (Legality, Security, Privacy)„it‘s not classified, but we don‘t think it would be good PR for us.“„people don‘t understand my data!“

• Need for a lot of grassroot activity
