Executive Summary
LEAD Pakistan in collaboration with National Disaster Management Authority (NDMA), Intergovernmental Panel on Climate Change (IPCC) and Ministry of Climate Change designed and implemented a series of initiatives aimed at disseminating “The IPCC Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation” (SREX) in Pakistan and promoting dialogue among a wide range of stakeholders on the implication of the report for the country.
The 2 day event first took place in Lahore on 26th June 2012. In collaboration with Energy Department, Government of Punjab and Punjab Board of Investment and Trade (PBIT), LEAD Pakistan conducted a Roundtable Discussion to understand the energy challenges faced by the South Asian region, with a scope of looking at possibilities of regional learning and avenues of renewable energy in terms of investors, multilateral donors and other stakeholders. The discussion ended with a focus on the possibility of approaching the State Government of Punjab to use its domestic and commercial aspect of energy to achieve economies of scale and focus on renewable energy sources.
This Roundtable discussion led to a special meeting with the Chief Minister of Punjab. The meeting with Dr. Pachauri and representatives of the Punjab Government proved to be very fruitful in terms of collaboration between Pakistan and India on the possibility of sharing energy specific knowledge and infrastructure.
As a satellite event an Open Lecture was held in collaboration with the Lahore University of Management Sciences (LUMS) on 26th June 2012 in Lahore. The lecture on Climate Change in South Asia aimed at mainstreaming the climate change discourse in Pakistan as a common understanding among academics, students and policy makers of its impact. Students, alumni, eminent citizens and media had the opportunity of conversing and questioning Dr. R. K Pachauri on the common risks and vulnerabilities faced by the South Asian Region.
The SREX National Outreach Event on 27th June 2012 was attended by seventy renowned citizens, experts and policy makers. It successfully combined both a high‐profile ‘launch’ of the SREX in Pakistan, as well as provided an opportunity for careful reflections on its findings. The event raised awareness of the urgent need for action on climate extremes and disasters. The event was attended by SREX lead authors who were a part of promoting dialogue and collaboration between policy‐makers and practitioners working on climate change and Disaster Risk Mechanism.
As a related outcome the SREX lead authors, Ali T Sheikh and Dr. R K Pachauri succeeded at creating a Regional Working Group. Primary objective of the group is to mainstream SREX recommendation at policy level. It will also advise policy makers to instill SREX recommendations in sectoral policies for effective adaptation to extreme events.
