The Estill County Library has outgrown its current space. A Planning Committee will meet at noon on April 19 to make a decision on how to expand. The meeting is open to the public.

Toaddress theproblem,the library’s board of di-rectors appointed a spaceplanning board committeewhichmeetsmonthly. ThelibraryhasalsohiredCentral Kentucky Design,an architectural firm fromBerea. “It was designed withtheintentiontobeasecondfloor,”Watsonstated. But after the architectslooked at the library, theysayitisnotstructurallyun-safe toaddasecondfloor.They recommend piers onthe outside and columnsontheinsidetosupporttheweightofanupstairsfloor. Watsonsaidthatisprob-ablycostprohibitive. She said the library islooking at re-configuringspace and even looking atanotherlocation. “Ourhopeistobeabletostayonthislot,”sheadded. She said a two-story li-brary may be built at thebackofthepresentlot.

Thespaceplanningcom-mitteeisexpectedtomakea recommendation at theirnext meeting at noon onTuesday,April 19.Watsonsaid the public is invitedand welcome to come tothismeeting. The library has appliedfor a construction grantfromthatstate,whichisinthestatebudgetwaiting tobepassed. Watson said the pres-entlibrarywasbuiltwithaconstructiongrantfromthestate.Beforethat,thelibrarystartedinaroominsidethecourthouseandthenmovedtoastorefrontindowntownIrvine. The librarian stated thenumber of books checkedout has been down a littleoverthepastseveralyears.Sheexplainedthedecreasehasoccurredbecausetheli-braryhashadtoreducethenumber of books that pa-tronscancheckouttomakespaceforotherprograms. The library has eightcomputers, and that isn’tnearly enough. It also hastwo workstations wherepatrons canbring their laplaptopstouse. Programs for childrenandteensareverypopular,butthelibraryhasonlyonemeetingroom.Watsonsaid

Sandra Kamer calledKSPandtoldthemthemanhad unlawfully entered herresidenceandheldhertherebeforemakingherdrivehimtoStacyLane. TrooperC.Royalsaidhelocated Timothy Thacker,30, of Stacy Lane behindthewheelofapassengercarinDr.Long’sparkinglotonRiverDrive. After searching the ve-hicle, the trooper wrote in

thecitationthathelocatedaclearplasticwrapperwithawhite substance in the pas-sengersidefloorboard. HesaidThackertoldhimitwasmethamphetamine.Hesaiditwashis,andhethrewitinthefloorboardwhenthetrooperarrived. After being placed un-der arrest, the trooper tookThackertoMarcum&Wal-lace Memorial Hospital forchemicaltests. The citation states thatGina Lowe called Post 7about someone possiblystrippingcopperwireatherdeceased father’s house onRiceStationRoad. Lowe told KSP that heruncle had called her to in-form her of the above. Shewent to the residence andfound Nicholas Davidson,36,ofWacoandanunknownmaleatthehouse. The citation states thatshehadallowedDavidsontostayatthehouseafewnightsaboutamonthago. Upon her arrival on Sat-urday,LowetoldTrooperC.Royal that she saw severalpipes ripped from the wallbeforecontactingKSP.

The trooper wrote in thecitation that he saw severalmissing outlets and wirespulled from thewall, alongwithseveraltools. Davidson reportedly toldthetrooperthathewastak-ing theelectricaloutletsoffbecausehewasdoingelec-tricalwork. TrooperRoyalsaidhelo-catedapileofstrippedwireinsideacoatcloset.Theelec-tricityhadbeenshutoff. Davidson was chargedwithcriminalmischief, firstdegree. Bond for Davidson wasset at $10,000 cash.At hisarraignment,hepleadednot-guilty.ApreliminaryhearingissetforApril13. CourtrecordssaythatDa-vidson was arrested on thisoffensewhilehehadchargespending.

Waco man charged with stripping electrical wires

An Irvine man was ar-rested Monday, March 28for comments he allegedlymade earlier in the monthwhile at the Cabinet forHealth and Family Servic-es. Boyd VanWinkle wasarrested by Irvine PoliceChief Brad Smith whochargedhimwithdisorderlyconduct,seconddegree,andterroristic threatening, thirddegree. Both charges aremisdemeanors. Smith was called to theCabinet for Health andFamily Services on March15becauseVanWinklewasreportedlycursingandyell-ingatthestaff.

ThevictimtheretoldVan-Winkle,“Itwillbealright.”Smith said thatVanWinkleresponded,“Itmightbe,butyouwon’tbe.” VanWinklewasthentoldthatstatementwasathreat. VanWinkle,64,isaresi-dentofKnobLickRoad,Ir-vine.
