1.0. GENERAL
This standard contains requirements for
vessels that are subject to HG 584/2004
vessels that are subject to the ISCIR TechnicalPrescriptions- PT ISCIR C4/2003,C1/2003 vessels for maximum allowable pressure of
up to 0.5 bar vessels for vacuum operation unpressurized vessels
of the following Construction Main Groups:

1.1. Domeniul de aplicare
Prezenta norma se aplica pentru Rafinariile PetromOMV. Prezenta norma poate fi aplicata si in alte locatii.

1.2. Norme si reglementari

Stuturi,racorduri,guri de vizitare, decupaje
Desenele trebuie sa contina un tabel cu stuturi si untabel cu sarcinile admise de incarcare a stuturilor.Tabelul cu stuturi trebuie sa includa si datele referitoarela gurile de vizitare si la decupajele din rame.
Exemple de denumiri: S1, S2A, S2B, M1, A1Pentru mai multe informatii privind denumirea, vezipunctele specifice componentelor: 3.4.6,3.4.7,3.4.11.
Nozzles, manholes, openingsDrawings shall contain a nozzle table and a table withthe allowable nozzle loads. The nozzle table shall alsocontain the data for the manholes and the openings inskirts.
Designation examples: S1, S2A, S2B, M1, A1For more detailed information on designation see thecomponent-specific items 3.4.6, 3.4.7, 3.4.11.
1.4.2. Verificarea desenelor
Contractorul trebuie sa prezinte managerului de proiectPetrom OMV toate desenele si documentele aferente,spre verificare. Daca nu se specifica altfel, pentruprezentare se prevad urmatoarele termene, totusi, celmai tarziu cu o saptamana inainte de incepereafabricatiei:
Desene, liste de piese, documente de sudura, plande derulare a procesului de fabricatie:4 saptamani de la incredintarea contractului
Planul de verificari si inspectii:6 saptamani de la incredintarea contractului
Avizarea documentelor nu il exonereaza pe contractorde responsabilitatea integrala care ii revine pentruconstructie, corectitudinea dimensiunilor si a datelor detoleranta, precum si pentru respectarea tuturordispozitiilor legale si a cerintelor stipulate in Specificatiatehnica.
1.4.2. Drawing review
The contractor shall submit all drawings and associateddocuments to the Petrom OMV project manager forreviewing. If not otherwise specified, the submissionshall be made until following due dates; however, at thelatest, 1 week before start of fabrication:
Drawings, parts list, welding documents,manufacturing plan:4 weeks after contract award
Inspection and Test plan:6 weeks after contract award
The approval of the documents does not absolve thecontractor from his full responsibility for design,dimensional correctness and tolerance statements aswell as observing all statutory regulations and therequirements stated in the technical specification.
Abaterile de la documentele tehnice verificate de catreorganismul notificat sau abaterile de la cerintelestipulate in Specificatia tehnica sunt admise numaidupa o reverificare efectuata de organismul notificat sicu aprobarea in scris a managerului de proiect PetromOMV.
Deviations from the technical documents reviewed bythe notified body or deviations from the requirementsstated in the technical specification are only possibleafter renewed reviewing by the notified body and withthe written agreement of the Petrom OMV projectmanager.
2.0. MATERIALE
Alegerea materialelor va fi facuta inainte de incheiereacontractului, de comun acord cu managerul de proiectPetrom OMV.

The choice of materials shall be made prior to contractaward and in agreement with the Petrom OMV projectmanager.
Alegerea si utilizarea materialelor se realizeaza:
in acceptiunea Directivei privind echipamentele subpresiune 97/23/EC (PED),transpusa prin HG584/2004 in legislatia romaneasca si prescriptiitehnice ISCIR
in conformitate cu Specificatia tehnica,
in conformitate cu Normele Petrom OMV,
in conformitate cu normativul tehnic aplicabil,
pe baza experientei in exploatare.
Choice and usage of materials is made:
in the sense of Pressure Equipment Directive97/23/EC (PED),transposed at the national levelthrough HG 584/2004 and ISCIR TechnicalPrescriptions
according to the technical specification,
according to the Petrom OMV Standards,
according to the technical design code to beapplied,
based on operational experience.

Tratamentele termice
Pentru un recipient pentru care este prevazut untratament termic, vor fi comandate piese cu aceeasitemperatura de revenire. Se va prevedea catemperatura de revenire sa fie indicata in certificatul de
material.
Heat treatment
Parts for a vessel for which heat treatment is intendedare to be ordered with the sametempering temperature. It is to be specified thatthe tempering temperature is to be shown in the
material certificate.

3.0. PROIECTARE SI CONSTRUCTIE 3.0. DESIGN AND CONSTRUCTION
3.1 Informatii generale 3.1. General
3.1.1. Intretinere si deservire
Echipamentele vor fi astfel planificate si realizate, incat
operatiile de intretinere sa poata fi efectuate fara unmare efort tehnic suplimentar
sa fie posibila operarea in teren, in timpulfunctionarii, de catre un singur operator.
3.1.1 Maintenance and operation
Equipment shall be planned and erected so that
the maintenance can be effected without any greatadditional technical effort
the operation in the field during operation can becarried out by a single person.
3.1.2 Durata de viata,durata de functionare continua
Se va porni de la o durata de utilizare de 30 de ani, inconditiile respectarii criteriilor tehnico-economice.
3.1.2. Life time,continuous operation period
A lifetime of 30 years under technical-economicalcriteria is to be assumed.
Solutiile tehnice vor fi astfel alese incat, in conditiileunei utilizari conform scopului, sa se faciliteze ofunctionare neintrerupta a recipientului de minimum 6ani. Instructiunile de exploatare nu trebuie sa prevadadate contrare.
Observatie: ca si in HG 584/2004, prin recipiente se inteleg sireactorii, coloanele si schimbatoarele de caldura (deci si fasciculeletubulare de tevi).
Technical solutions are to be selected such that whenoperated as intended, uninterrupted operation of thevessels for at least 6 years is possible. The operatinginstructions may not require anything to the contrary.
Note: As in the HG 584/2004, reactors, columns, and heatexchangers (therefore also tube bundles) are also understood to be"vessels".
3.1.3. Module pentru evaluarea conformitatii
Alegerea organismului notificat va fi facuta inainte deincheierea contractului, de comun acord cu managerulde proiect Petrom OMV.
3.1.3 Conformity assessment
The choice of the notified body is to be agreed on withthe Petrom OMV project manager prior to contractaward.
Pentru proiectarea, fabricarea si verificarea recipientilorcare intra sub incidenta HG 584/2004, se vor aplicamodulele specificate in tabelul de mai jos, in functie decategorie.
For the design, manufacture and testing of vessels thatare in the scope of HG 584/2004,, the modulesaccording to the following table are to be used,depending on the category.
Pot fi aplicate si acele module, specificate in tabelul demai jos, aferente unei categorii superioare.
Those modules from the table may also be used thatare assigned to a higher category.

Alegerea normativului tehnic de proiectare va fi facutainainte de incheierea contractului, de comun acord cumanagerul de proiect Petrom OMV.

The choice of the technical design code is to be agreedon with the Petrom OMV project manager prior tocontract award.

3.1.5. Detalii nespecificate
Componentele pentru care datele nu sunt specificatecomplet, chiar si dupa aplicarea prezentei norme, vor fiproiectate de catre contractor, cu conditia respectariireglementarilor tehnice, si vor fi prezentatemanagerului de proiect Petrom OMV, spre aprobare,cel mai tarziu in etapa de verificare a desenelor.
3.1.5 Not specified details
Components that remain not completely specified evenafter application of this Petrom OMV Standard are to bedesigned by the contractor himself, observing generallyaccepted rules of technology, and submitted to thePetrom OMV project manager for approval within thecontext of the drawing review.

of the components.Calculele vor fi realizate pentru toate conditiile defunctionare stabilite in Specificatia tehnica, pentru starede montaj si stare de testare.
Calculations are to be carried out for all operationalconditions defined in the technical specification, theassembly condition and the test condition.
Vor fi prezentate atestate de verificare a elementelorportante si a elementelor de ridicare.
Proofs are to be provided for carrying and liftingelements.
Rezervele de grosime a peretilor, rezultate din calculelede stabilitate, nu trebuie sa fie utilizate pentru a obtineaprobarea pentru decupaje sau pentru ranforsareadecupajelor.

Principal axes, setting-up lines and other importantdetails are to be marked clearly visible.
Lifting lugs or similar devices are to be provided for thesetting-up of vertical vessels.

3.3.15. Recipienti pentru hidrogen, lesie sauapa alcalina de alimentare cazane
Dupa sudare, recipientii din otel nealiat sau slab aliat,care sunt alimentati cu hidrogen*, lesie sau apa alcalinade alimentat cazane, incalzita la peste 80 C , vor fitratati termic (maleabilizati) fara tensiune.
Se poate renunta la maleabilizarea fara tensiune arecipientilor pentru apa alcalina de alimentat cazane,daca se poate garanta ca temperatura apei nu vadepasi niciodata 80 C.

3.3.15. Vessels for hydrogen, caustic solutionsor alkaline boiler feed water
Vessels made of unalloyed or low-alloy steel that isimpacted by hydrogen*, caustic solutions or alkalineboiler feed water which is above 80 C are to be st ressrelief annealed after welding.
Stress relief annealing of vessels for alkaline boiler feedwater can be dispensed with if it can be guaranteed thatthe water temperature will never exceed 80 C.

3.3.18. Marcarea
Recipientii montati vor fi marcati cu numarul deechipament Petrom OMV, cu marcaj:

connections, the stampings shall be opposing.

The direction in which plate is rolled to shells shall bethe same direction as for rolling at manufacturing theplate.
If shells are made from tubes, seamless tubes shall bepreferred.Minimum nominal wall thicknesses: see Annex3.
Wherever possible, welding seams shall be arrangedsuch that they are not covered by other parts.
3.4.2. Calote curbate

3.4.6. Racorduri
Se vor folosi flanse sudate cu gat sau flanse sudate cugat lung(LWN).
In conditii de solicitare dinamica, generatoare deoboseala, stuturile trebuie sa fie realizate ca stuturi cuflanse sudate cu gat lung(LWN), de exemplu in cazulsolicitarii la oscilatii. Componentele expuse la solicitarimari trebuie sa fie realizate pe cat posibil fara crestaturi.
Stuturile montate la piese plane trebuie sa fie sudate peaceste piese. Cele montate la virolele cilindrice, sfericesi conice, precum si la calote curbate, vor fi sudate cuacestea (atasate prin sudura).
Stuturile sudate cu piesele (atasate prin sudura) trebuiesa fie adaptate la suprafata interioara a recipientului.
Stuturile montate la o incinta de presiune trebuie sa fie
toate conform DIN respectiv EN sau toate conformASME.
3.4.6. Nozzles
Welding neck flanges or long welding neck flanges areto be used
Under fatiguing, dynamic loading, nozzles shall bedesigned as long welding neck flanges, e.g. underoscillating loads. Highly stressed components shall bemade without notches or grooves as far as possible.
Nozzles on planar parts shall be set on. Nozzles oncylindrical, spherical and conical shells and dishedheads shall be set in.
Set-in nozzles are to be trimmed to match the vesselinside surface.
The nozzles on a pressurized chamber shall either be allaccording to DIN/EN or all according to ASME.

Urmatoarele cerinte impuse in privinta lungimilorminimale nu se aplica pentru stuturile de la gurile devizitare si stuturile cu coturile conductelor de legatura.

The nominal wall thickness of vent and drainnozzles of non-austenitic steel shall be minimum5.5 mm.
Vents and drains of a vessel may be part of theconnected piping if it is ensured that, in pressure tests,venting and draining can be reliably carried out throughgaps between the blanking plates and the vesselflanges.
3.4.9. Garnituri

Welded gasketsare to be provided when required for reasons of safety,operational safety, or process engineering. The use ofwelded gaskets, their type and material needs the
approval of the Petrom OMV project manager.

Pipe classes:The type of gasket for the connection of nozzles andpiping is to be taken from the pipe classes.

Hardness:The hardness of metal gaskets without layers shall be atleast 25 HB degrees of hardness below the hardness ofthe sealing surface of the flanges.
Tolerante:Pentru garniturile de la imbinarile cu flanse de aparatese aplica urmatoarea regula:pentru dimensiuni exterioare si pentru nervuri se vaaplica valoarea medie din toleranta minus, iar pentrudimensiuni interioare, valoarea medie din toleranta plusal domeniilor de toleranta conform ISO 2768-1.

3.4.12. Suporti tip sa pentru aparate

3.4.12. Saddle supports
Saddles of horizontal cylindrical vessels for new plantsor new parts of plants shall be acc. to DIN 28080.
The design of saddles for vessels that are to be installedinto an existing environment shall take the existingarrangement into account.
The horizontal force for removing heat exchanger tubebundles is to be taken as 1.5 x bundle weight.

3.4.13. Conexiuni de impamantare
La fiecare recipient vor fi prevazute minimum douaconexiuni pentru impamantarea electrica. Acesteatrebuie sa fie amplasate in parti diferite ale recipientului,in locuri bine vizibile, cu circa 40 cm deasupra soluluirespectiv deasupra placii de baza sau a altei constructiisimilare de sprijin.
La componentele subtiri, cu o grosime de pana la 10mm, sunt suficiente orificii de 14 mm, care sa fieaccesibile din ambele parti.
Elementele de imbinare (eclisele) de impamantaretrebuie sa fie din acelasi material ca si componenta lacare se sudeaza elementul. Daca respectivacomponenta este lacuita, trebuie ca si eclisele sa fielacuite.

3.4.13. Ground connection
Minimum two connections for an electrical groundingare to be provided on each vessel. These shall be atdifferent sides of the vessel at easily accessiblepositions about 40 cm above the ground, footplate orsimilar.
On thin components of 10 mm thickness and under,holes of 14 mm and accessible from both sides aresufficient.
Grounding lugs shall be made of the same material asthe component to which the lugs are welded. If thiscomponent is to be painted, the lugs are also to bepainted.

3.4.14. Talere de coloane
Imbinarile detasabile vor fi asigurate.
Suruburile pentru orificiile de inspectare si ferestrele deacces trebuie sa fie minimum M16.
Ferestrele de acces trebuie sa aiba o sectiune de liberatrecere de minimum 600 x 400 mm.
Dupa fiecare tronson de maximum 10 m inaltime,amplasarea ferestrelor de acces din apropierea uneiguri de vizitare trebuie sa fie schimbata la 180p ecealalta parte a coloanei.
La talerele cu clapeti/valve, tablele talerelor si clapetiitrebuie sa fie din acelasi material.
3.4.14. Column trays
Detachable fasteners are to be locked.
Bolts for inspection openings and hatches shall beminimum M16.
Hatches shall have a clear opening of minimum600 x 400 mm.
Every maximum 10 m height, and in the range amanhole the hatches shall be 180on the other side ofthe column.
With valve trays, the tray plates and valves shall be ofthe same material.
3.4.15. Inele de sustinere pentru talere decoloane

3.4.16. Sisteme insotitoare de incalzire
Serpentinele interioare sau exterioare de incalziretrebuie sa nu vina in contact cu peretele recipientului.Prin urmare, vor fi prevazute eclise de fixare si
distantiere, care sa asigure o distanta de minimum 3mm fata de perete.
Pentru sistemele insotitoare de incalzire, care suntmontate pe santier, sunt admise sisteme de fixare cubenzi de otel.
MaterialeSerpentinele interioare de incalzire vor fi fabricate dinacelasi material ca si partea interioara a pereteluirecipientului. Materialul pentru serpentinele exterioarede incalzire va fi indicat in Specificatia tehnica.
3.4.16. Trace heating
Internal or external heating coils are not to come incontact with the vessel wall. Fixing lugs and spacersare therefore to be provided that ensure a gap of
minimum 3 mm.
Attachments made of steel strip are allowed for traceheating that is installed on site.
MaterialsInternal heating coils are to be made of the samematerial as the inside of the vessel wall. The materialfor external heating coils is to be laid down in thetechnical specification.

3.5. Component specific design Tubular heat exchangers
The requirements in this section apply in addition tothose in section 3.4 (Vessels, general use).
3.5.1. Alegerea tipului si proiectarea
Baza este reprezentata de TEMA Standards, Class R.
In principiu vor fi prevazute schimbatoare de caldura cucapac flotant:
Tip de camera de distributie: preferabil A Tip de capac flotant: S
Daca prin aceasta solutie nu sunt indeplinitenecesitatile tehnologice, se va conveni cu managerulde proiect Petrom/OMV asupra unui alt tip.
Racitoare cu apa:Schimbatoarele de caldura cu apa, fabricate din otelurineaustenitice, vor fi prevazute cu o protectie asuprafetei din materiale organice, conform NormeiPetrom OMV E 2001.
Observatie: placarea prin sudare mentionata in Norma Petrom OMVE 2001 va fi realizata cu material 1.4571. Materialul 1.4541 nu estesuficient de rezistent.
3.5.1. Choice of type and design

If the process requirements cannot be met using these,a different type shall be agreed on with thePetrom/OMV project manager.
Water-cooled heat exchangers:Cooling water impacted heat exchangers made of non-austenitic steels shall be provided with an organicsurface protection acc. to PetromOMV StandardE 2001.
Note: The overlay welding required in Petrom OMV Standard E 2001shall be made using steel grade 1.4571. Steel grade 1.4541 is notsufficiently resistant.

Viteza apei de racire in tevi va fi de 1,0 pana la 2,0 m/s.
Water-cooled heat exchangers are to be designed forcooling water on the tube-side with a maximum inlettemperature of 35 C and a maximum returntemperature of 65 C.
The cooling water velocity in the tubes is to be1.0 to 2.0 m/s.
3.5.2. Camere de distributie si capace flotante

3.5.2. Stationary head-channels and floatinghead covers
The sealing surfaces of the partition plates are to be setback by 0.3 mm relative to the sealing surface of theflange.

La componentele cu un diametru de pana la 1000 mm,sicanele de separare vor fi prevazute cu un orificiu de
golire de 6 mm, iar la cele cu un diametru mai mare,cu un orificiu de 8 mm.
Partition plates in components with shell diameters upto 1000 mm are to be fitted with a drain hole 6 mm
and above with a drain hole 8 mm.
Camerele de distributie, impreuna cu sicanele deseparare si capacele flotante fabricate din otelurineaustenitice, vor fi supuse unui tratament termic.
Stationary head-channels with partition plates andfloating head covers of non-austenitic steel are to besubjected to heat treatment.
3.5.3. Placi tubulare
Placile tubulare cu adaos de sudare vor fi realizate dinpiese forjate.
Placile din care se confectioneaza placi tubulare vor fi
testate conform EN 10160 si trebuie sa indeplineascaClasa de calitate S3.
3.5.3. Tubesheets
Tubesheets with a hub are to be manufactured fromforgings.
Plates for tubesheets are to be tested acc. to EN 10160
and shall correspond to Class S3.
3.5.4. Tevi
Ca tevi pentru schimbatoare de caldura se vor folosi tevifara cusatura, cu dimensiunea 25 x 2,5 sau 20 x 2 mm.
Tolerante:Se vor folosi tevi de otel de precizie conform EN 10305-1sau tevi din oteluri inoxidabile conform EN 10216-5Clasa D4/T3.
3.5.4. Tubes
Seamless tubes with the dimensions 25 x 2.5 or20 x 2 mm are to be used as heat exchanger tubes.
Tolerances:Precision steel tubes acc. to EN 10305-1 orstainless steels tubes acc. to EN 10216-5 Class D4/T3are to be used.
3.5.5. Fascicule tubulare

Imbinare teava-placa tubulara
Imbinarile teava-placa tubulara vor fi executate prinsudare si mandrinare.
Sudare: sudare multistrat conform EN 1708-1,
figura 7.1.2 sau 7.1.4 (in functie de diametrulexterior al tevii)
Observatie: important este ca latimea minima a cusaturii sa fiemai mare sau egala cu grosimea peretelui tevii.
La materialele duplex, se va avea in vederelimitarea concentratiei Delta-Ferrit.
Largire (mandrinare): dupa sudare, cu largire prinexpansiune(mandrinare) HAnominala=5 %. Largireaobtinuta HArealatrebuie sa fie intre 4 si 8 % . Zonacare trebuie sa fie largita va fi indicata in desen.
Daca imbinarile teava-placa tubulara trebuie sa fierealizate numai prin aceasta tehnica de largire prinexpansiune, se vor aduce dovezi care sa ateste caimbinarile teava-placa tubulara sunt executatecorespunzator, prin teste pe probe de teava. Acestlucru este necesar, de exemplu, atunci cand sudareamaterialelor din care sunt confectionate teava si placaeste problematica.
Tube-to-tubesheet joint
Tube-to-tubesheet joints are to be made by welding andtube expansion.
Welding: multipass welding acc. to EN 1708-1, Fig.
7.1.2 or 7.1.4 (depending on tube outer diameter)
Note: It is essential that the minimum weld width is greater thanor equal to the tube wall thickness.
With duplex materials the limiting of the delta-ferriteconcentration is to be observed.
Tube expansion: with expansion HAsoll= 5 % afterthe welding. The expansion achieved HAistshall liebetween 4 and 8 %. The are
