Project Scope

• 3 Phases of Development proposed over the next 20 years

• 29,000 sq ft of new construction and 15,500 sq ft of converted or remodeled space

• Installation of new perimeter fence; new outdoor swimming pool and sports courts; new signage program

• Removal of 13 protected trees• No change in the approved student enrollment or

number of full-time employees • Allow the use of the southeast lawn for temporary

parking by Harvest Rock Church and Maranatha High School for special events

• Conditional Use Permit - 2005: Established a private high school and approved a shared parking agreement with Harvest Rock Church

enrollment from 650 to 800 students and increased the number of employees from 80 to 120

Issue

• Address and mitigate the impacts created by special events hosted by Maranatha High School and Harvest Rock Church and its lessees which result in by overflow on-street parking

• Non-Compliance with the existing conditions of the established Conditional Use Permit #4367

• Address and mitigate concerns of residents who are adversely impacted by non-local parking during events hosted by three entities: Maranatha High School, Harvest Rock Church, and the Pasadena Symphony

• Analyze the applicability and effectiveness of a Preferred Parking District

Addressing Non-Compliance

• Code Compliance Officers viewed the southeast lawn on October 11th, 2014, and observed vehicles illegally parked on the lawn, and observed the mechanisms that were used to move the cars from the street, over the curb and sidewalk, to the lawn, temporary ramps

• Maranatha was cited for violation of the Conditions of Approval associated with CUP #4367

Addressing Parking

• Parking on the southeast lawn would be permitted for 18 events annually, legalizing and regulating the existing conditions in an attempt to reduce the impacts on adjacent residential streets and allow the continued operation of the School, the Church and the Symphony:>Perimeter Fence & Gate Construction within

three months of Master Plan approval>Obtain approval from the Department of Public

Works and the Department of Transportation to locate and construct permanent asphalt ramps or driveways

• City Council to establish a Preferential Parking District

• Direct Department of Transportation to begin a block by block analysis of parking conditions in the district

• Implement the parking restrictions in areas where 67% of the property owners agree to the restrictions

Impacts to Protected Trees (subject to the tree protection Ordinance)

• Of 139 tree surveyed, 41 trees are being removed

• Of the 41, 13 trees met the criteria for protection and will be removed and replaced with replacement tree canopy

• Alternative building pads have been explored and the current configuration represents the least impact to protected trees
