The ageing of the UK population means that the provision of appropriate care and advanced care homes is essential. The challenges for developers and providers of care is to ensure that this need is recognised by Local Authorities without burdening Council resources.
Pegasus Group provide specialist advice on all kinds of care and retirement schemes. We have considerable experience in dealing with care homes, care villages and assisted living residences. Our services include:
Pegasus has secured planning permission for a number of Extra Care developments on behalf of Anchor. Developments generally comprise around 70 apartments with communal facilities. These schemes have been approved on a Class C2 use on the basis of the degree of care provided.
Other elements of the planning case have also included the ‘need’ for the population, following analysis and presentation of socio demographic data.
There were a number of challenges in achieving consent for a Care Home at the above brownfield site. This included the site abutting the Green Belt boundary, and adjoining an active stone works, with visual impact and noise concerns raised by the Council respectively. Pegasus Group provided the Planning input to achieve consent for a 50 bed scheme in 2009, and then successfully applied retrospectively on behalf of the client to increase the number of bedrooms up to 65 in 2014. A further application, involving the change of use of existing rooms within the building to allow for an extra 4 bedrooms, was submitted by Pegasus Group, and consent was granted at Committee in September 2017.

CARE VILLAGE, HAMPSHIRE - PERBURY DEVELOPMENTS LIMITED CARE HOME, LONDON ROAD, WOOLMER GREEN, HERTFORDSHIRE - ABBEY HEALTH CARE
Pegasus has successfully negotiated numerous planning permissions for the country’s most advanced Care Villages on behalf of Inspired Villages. Locations include North Somerset, Hart, Eastleigh, Warwick, Cotswolds and more. Given that a Care Village includes Extra Care Units, Close Care Units and Care Beds, as well as a significant range of ‘hotel’ facilities, the use class has been an important consideration for Local Planning Authorities, including the provision of affordable type accommodation. For each site the need case was agreed alongside a number of other technical planning issues, including landscape impact, local gaps, loss of employment land, and impact on ecology.

Pegasus has secured planning permission for a number of Care Homes on behalf of the Castlemead Group. These Care Homes have also included specialist accommodation for dementia care, including dementia gardens. Proposals have advanced following detailed public consultation run by Pegasus, which identified community support for the schemes.
Typical issues which require consideration for Care Homes are the specific design for the intended occupants (particularly dementia residents), landscape, scale/bulk, potential for overlooking, vehicle movements and residential amenity.
CARE HOMES - CASTLEMEAD GROUP / MAJESTICARE
On behalf of Perbury Developments Limited, Pegasus Group has led on producing the planning application for a care village in Hampshire. Proposals for the scheme include a 65-bed care home and 92 extra care units. An important requirement of the application is to show that it will make a positive contribution to the local area in terms of job creation and other benefits.
