If voltages are off, check BC547A pinout. Reverse the unit if necessary.Do not expect the device to deliver if EXACT components are not used.Although the efficiency is around 84 %, a coil and a MOSFET willl get warm(They dissipate about 1,3 Watts). You might want to cool a things bit (add a fan).Also the BC547A is sensitive to temperature and tends to lower the output voltageif it warms.
