Introduction

Inputs presented at a meeting with EC-GROW on 22nd February 2016

Aim of the meeting : Provision of food for thought on a few GNSS applications per main segment to support the definition of a strategy

Selection of a few GNSS/PNT applications per main segment, as

examples to support the definition of a strategy

~1-month brainstorming process, ~15 experts involved

Results presented to be seen as samples of expert opinions

Recommendations not intended to be exhaustive

Many applications/segments are not addressed, and it is crucial to leave

room for those applications as well as for totally new ideas

RPAS Market Overview

RPAS growth projection recently validated by FAA projects that 30,000 RPAS(1) could be in the Nation’s skies by 2020 with more than 2000 operators for border surveillance, public-safety and emergency-management missions, support disaster relief operations,…. so what we call hereafter professional use

So a RPAS fleet size similar to the current world wide Commercial Air Transport fleet size together with many more new operators

Navigation solution for Professional RPAS (15-50KG) (1/4)

Provide on-board high integrity navigation solution as low SWAP (Size Weight and Power consumption) for all Light RPAS

Pros & Cons

Mandatory to get sufficient performance & integrity level to enable the

development of the use of professional RPAS and in particular of larger

ones

Mandatory to obtain insurance for RPAS professional use

No other technology than the use of GNSS based navigation

Galileo/EGNOS added value : DFMC SBAS receivers will greatly improve efficiency of the operation due to very

low altitude of drone operations.

EGNOS augmentation is mandatory to provide the integrity and accuracy

protection radius limit

The navigation solution can contribute to drone traffic regulation and protection

(geofencing,...) to relevant authorities.

Low SWAP navigation solution to be proposed by avionics actors is a key

enabler for the development of the European RPAS market

Action 1 : Research & Development – Short-term Support to Research & Development for a RPAS solution architecture requested

asap by market: time line 2-3 years

Navigation solution architecture associated with MEMS IMU, RPAS is identified as

the first platform for using DFMC aviation receivers

Action 2 : Standardization & Certification – Short-term DFMC standardization and certification rules for RPAS is mandatory to enable

authorization of use without the today limitations

European Common approach is preferable in order to avoid erratic or non

homogeneous development solutions that will slow the RPAS use,

Timeline is about 2 years

Action 3 : Partnership for 2016/2018 To validate regulation of use between DSNA – User group – Drone solution

2-Reuse for General Aviation market including light helicopters

3-Possible trigger of a long term breakthrough for commercial aviation

Pros & Cons

Close to the ground spoofing and jamming effects are detrimental to the

landing equipment

PRS in remote mode is a solution

Galileo/EGNOS added value :

Remote PRS is the best solution to improve security of use for landing

and taxiing phases. Remote solutions are possible only with Galileo and

not with GPS

Alert for lost EGNOS SoL against interferences (spoofing, jamming)

RPAS for High Precision Mapping and Land Administration (1/4)

Pros & Cons

GPS RTK is widely used in Decametric accuracy market. The biggest

problem is that to receive these corrections a reliable mobile data link is

needed. This needs modem on-board RPAS, meaning extra power,

weight and an additional certification burden. Additionally, reliable

mobile data is not available everywhere, especially not in remote areas.

Therefore using Galileo SIS to transmit PPP corrections would greatly

improve the usability.

Single Frequency RTK in the short term; PPP and Multiple Frequency

RTK for the long-term

Action 1 : User Forum – Short-term

Develop a UAV User Forum for Surveying and Mapping, involving the

FIG (International Federation of Surveyors)

Carry out Pilot Projects with the participation of National Surveyors

countries with a surveying and mapping activity performed in parallel in

each country and controlled and shown on a big screen at the

Conference site; a remotely controlled swarm of UAVs in each nation

from the Conference Control Centre could be amazing
