San Diego Region Spring 2019 Survey Shows Dip in Vacancy Rate and Higher Rents

The San Diego 2019 Vacancy and Rental Rate Survey showed a slight drop in the vacancy rate and an increase in overall weighted rents in the San Diego Region. The decline in vacancies and higher rents in San Diego County show that demand remains high for rentals likely due to the lack of housing.
The overall vacancy rate in San Diego County declined to 4.1 in Spring 2019 from 4.3 percent in Fall 2018, but the vacancy rate was still higher than the 3.4 percent reported in Spring 2018.
Despite the slight decline in the overall vacancy rate, the vacancy rate did rise from 3.4 to 4.3 percent in East County San Diego and from 3.3 to 4.2 percent in South Bay San Diego Region. Meanwhile, the vacancy rate in North County San Diego dropped from 5.0 to 4.0 percent, and the City of San Diego dipped slightly from 4.5 to 4.3 percent, well above
the record low of 2.9 percent reported in 2015.
The overall weighted rental rates continued upward in the survey. The combined weighted average rent for the San Diego Region climbed from $1,915 in Fall 2018 to $1,948. San Diego City’s weighted average rent rose from $1,905 last fall to $2,132 in the latest survey. However, in many cases, rents in many cities and zip codes were only slightly higher and even declined a little in other communities.
Rents for 1, 2, and 3-bedroom units also moved higher in the City of San Diego from Fall 2018. Weighted average rents for one-bedroom units were slightly higher from $1,825 to $1,845. Rents for two-bedroom units increased from $2,172 to $2,241 and three-bedroom units rose from $2,637 to $2,753. Studio units in the City of San Diego were the only unit type for which rent declined, dropping
from $1,433 to $1,367.
Survey data points to a stabilizing of vacancy rates in the San Diego region. While in years past vacancy rates tended to be much higher in some areas, the northern, southern, and eastern parts of the county, as well as the City of San Diego all have similar vacancy rates this spring. This trend could indicate a flattening out in the marketplace in terms of rents or that more communities are adding needed housing units.
The San Diego Region’s Vacancy & Rental Rate Survey, since the 1960s, has been tracking rental and vacancy rates of all types of rental housing from single-family homes to large condominiums and multifamily apartment communities.

in March and September. Rental owners and managers are asked to complete and return the surveys to the Association.
The Association last March mailed surveys to approximately 6,000 San Diego rental property owners and managers receiving responses totaling 23,000 units. The survey asks respondents to provide property information like the rental rate, the number of bedrooms, square footage, age and location of the property, as well as if the unit is a multifamily or single-family unit and if the unit was unoccupied on a certain date.
Information from the survey data relies on the number of responses and the information provided. Survey data varies depending on the number of responses provided, which could make it difficult for rental housing professionals to track changes in the rental market. The Association recommends owners, managers, and other rental housing professionals to review data of nearby cities and zip codes, previous surveys, and data from other sources. Please note that data comparisons among surveys does not identify specific trends in rental communities over time.
There are several other entities that track and report on rental rates. They all vary in terms of unit type and count. Some other surveys only factor in larger multifamily properties (25 units+). The SCRHA survey tracks all rental properties, including single units, duplexes, and others.

The Apartment Availability Index Survey pulls from a sample of full-time rental property owners and managers to determine the number of vacant units as well as the number of units on notice to vacate, representing the total number of units available. The results can be an early indicator of industry activity and provide another gauge of the overall availability of rental housing in San Diego County.This survey is supplemental to the Vacancy and Rental Rate Survey. The Southern California Rental Housing Association solicited 30 of the largest multifamily owners and managers with holdings in San Diego County to complete the survey. Due to the fluctuating response levels of this methodology, comparisons among survey periods do not necessarily reflect the performance of a particular sample of rental units over time. Responses were collected and calculated by the accounting firm Leaf & Cole, LLP.

The Southern California Rental Housing Association's Spring 2019 Apartment Availability Index rate is 9.62%.
Survey data collected as combined figures. The Southern California Rental Housing Association began allowing survey respondents to report the combined number of units vacant and on notice to make reporting easier and encourage responses. The Association received requests from members to return to the prior method of reporting the figures separately to better analyze market fluctuations.
