SUKALA S.A. is situated in the Segu, Mali. It covers a land area of 60 square kilometers. It has two sugarcane plantations with a total area of 4,753 hectares. It is an agricultural-industrial-commercial conglomerate built with the assistance of China in the 1960s and 1970s.At the request of Mali, it changed through debt-swap-equity into a joint venture between China Light Industrial Corporation for Foreign Economic and Technical Co-operation(CLETC)and the Malian government in 1996. The picture shows one of the two factories of the Sino-Malian joint venture-SUKALA S.A.

2. Irrigation and Water Conservancy Projects

The Chinese infrastructure construction and water conservancy projects developed in Africa actively promote the agricultural development and improve livelihoods in African countries.

Mashta al Anad – Ben Jarw Canal in Tunisia, the longest canal aid project to Africa with the full length of 120 km.

The reclamation projects developed in Africa made a good impression and endurable influence on several west and middle African countries, such as Ghana, Niger, Rwanda, etc.

Ethiopian Agricultural Vocational Education ProjectThis project was initiated in December 2001. There were 46 Chinese teachers working in five training institute in Ethiopia and 32,000 students received trainings.

China has held kinds of multilateral technical training for Africa since 1983 and African official training classes have been held since 1998. Up to 2007, the volume of all persons trained reached 23,000 person times.The picture shows an African student of mushroom planting training class enjoying the happiness of harvest.

China-Guinea-Bissau Agricultural Technology Cooperation Project started in 1999. During the period of cooperation, the Chinese government dispatched agricultural technologists to carry out many activities of technological guidance demonstration and talents training on rice planting . 23 rice varieties, introduced China, have all achieved success, of which, 10 rice varieties have won the championship of Good Progress Award on Science and Technology in Guinea-Bissau.

Meanwhile, Chinese agricultural technologists trained a large number of technicians for Guinea-Bissau, and made outstanding contribution for the development of Guinea-Bissau science and technology and its self-development. They won warm praise Guinea-Bissau leaders and local farmers.

It was implemented by China’s preferential loans, i nitiated in October 2000 and put in production in January 2002. Products from th is prawn farm has now entered into the markets of South Korea, South Afri ca and the EU. The problem of local employment was tackled for over 200 people , and there were achievements in social and economic benefits.

China shall continue to follow the principle of friendship, peace, cooperation, development to actively and progressively advance economic and trade cooperation with African countries, and contribute to the agricultural development, food security and infrastructure construction in Africa on the ground of win -win and mutual benefits.

Ø Provide training and cultivation for 15,000 talents of Africa in different fields in the next three years

Ø Dispatch 100 senior technical professionals inagriculture to Africa

Ø Establish ten distinctive pilot centers of agriculture technology in Africa

Fourth Ministerial Conference of China-Africa Cooperation Forum

1. Improve the agricultural production capacity of African countriesØ Provide assistance to African countries in the establishment of system for agricultural technology promotion

Dispatch 50 agricultural technology groups to Africa for introducing and promoting agricultural technologiesØ Increase the support to Africa for human resources in agriculture

Within three years, dispatch 250 agricultural experts and technicians every year on average to work in Africa, and provide training for 2,000 agricultural technicians in Africa.

2. Actively make innovations in the mode of China-Africa agricultural cooperation

Ø Bring into full play the role of agriculture pilot center as the example

Ø Continue to run properly the established and aided pilot centers for agricultural technology in Africa.Increase the number of aided agricultural pilot centers to 20

Ø Continue to encourage and support the investment in Africa

Ø Actively participate in multilateral cooperation and support South-South Cooperation under the framework of UNFAO “Special Program for Food Security”

3. Innovate the mode of China-Africa agricultural

cooperation

� Intergovernmental cooperation shall play a dominant role in China-Africa agriculture

� Set up the win-win cooperation mechanism for mutual benefit

� Make long-term plans for agricultural cooperation with Africa

Ø Enterprises shall play the main role in China-Africaagricultural cooperation.

Ø Increase the policy support and set up effective coordinationmechanism and multiple channels for financing.

Ø Lead Chinese enterprises to conduct multiple businesses based upon agriculture.

Ø Support overseas agricultural processing projects implemented byChinese enterprises.

Ø Pay attention to the cultivation of some specific enterprises responsiblefor the implementation and performance of projects in Africa.

Ø Cooperative development can pervasively promote the application of agriculture practical technologies in Africa.
