Rules for Empty Car Moves on Short Lines & CSXT 6051 Public Price Authority
Switch Settlement
• Switch Settlement roads DO NOT participate in CSXT 6051.
• The AAR industry accounting rule for reciprocal switches only applies to loads and does not apply to revenue empties.
• Switch Settlement roads must work directly with shippers and bill them directly for any freight movement.
• Applies to all empty cars moves (including both revenue and non-revenue moves).
Interline Settlement System (ISS)
• ISS roads DO NOT participate in CSXT 6051.
• The ISS Short Line bills and collects shippers directly (on a Rule 11 basis) for empty moves on their road.
• CSX does not participate in joint line rates for empty moves with ISS Short Lines.
Junction Settlement
• 59 Junction Settlement Short Lines currently participate in CSXT 6051 (41 do not).
• CSXT 6051 participants will be paid only on CSX empty revenue moves, not on CSX non-revenue empty moves.
• CSXT 6051 participants should notify CSX ahead of time if they enter into customer agreements that would replace or waive their CSXT 6051 revenue factor.
