Presenter – Josh Silverblatt Josh has been with the EPA Office and Transportation and Air Quality for the past 3 yearsand has been with the SmartWay Partnership throughout that time. During his time at SmartWay,Josh has served as an International Coordinator where many of his responsibilities focus aroundproviding technical assistance for freight shippers,carriers and logistics companies attempting tomitigate their environmental impact, conserveenergy and reduce harmful air pollutants. He also works closely with other countries and organizationsthat want to develop their own Green Freight program, modeled under SmartWay. Josh has a Master’s in Sustainable Energy Systems from theUniversity of Michigan, and a Bachelor’s in Economics and Environmental Science from Northeastern University.

SmartWay Basics: What and Why? • EPA started SmartWay as a voluntary market based program with members of the U.S. Freight
industry in 2004 with the following goals:
o Improve U.S. freight efficiency and reduce costs o Highlight industry’s best practices to reduce emissions o Reduce dependence on foreign fuel o Provide a standardized benchmarking and emissions reporting system o Clean America’s air
• SmartWay is an integrated system: Covers all domestic modes including truck, rail, air, barge, multimodal, logistic and shippers
• SmartWay has been adopted by Canada and replicated by other countries around the globe
• Currently over 3500 Carriers, 250 Shippers and 300 Affiliates are members of SmartWay 8
Why do Carriers Need Clean Supply Chains?
Simple Math: Fuel Used = Emissions Produced = $$$ Lost Companies that are clean, are also efficient and efficient
companies prosper and grow Competitive Edge: Carriers can offer their shipper customers
a way to improve and highlight environmental responsibility They care about the communities they serve Visibility: Gives carriers another way to ‘stand out’

What’s New This Year? • New NOx and PM emission factors have been updated from the new MOVES model,
version 2014b.
• Updated TRU (Truck Refrigerator Unit or “reefer”) emissions factors from the new MOVES model, version 2014b.
• Updated MPG validation ranges for internal combustion vehicles.
• Added direction to reefer fuel data entry screen to ensure users do not enter rail reefer fuel in the truck tool.

Since 2004, companies have been participating in the SmartWay Program to reduce their fuel usage, reduce emissions, and save money.
Developed in cooperation with the freight transportation industry, the SmartWay Transport Partnership helps you to improve your efficiency by
tracking and benchmarking performance.
FILING FORMS WITH THE FEDERAL GOVERNMENT AND ESTIMATED REPORTING BURDEN:
Respondents are not required to file or reply to any Federal collection of information unless it has a valid 0MB control number. Public reporting burden for t his collection of information is estimated to average 5.82 hours per response for initial registration, 2.66 hours for each annual update. These estimates include the t ime for reviewing instructions, searching existing data sources, gathering the data needed, and completing and reviewing the collection of information. SmartWay Performance Rankings • SmartWay provides standardized emission results and
relative rankings for all SmartWay carriers at the fleet level
• Carriers are categorized by type (such as truckload dry van, flatbed, or tanker) to insure an apples to apples comparison.
• Emissions: CO2, NOx, and PM
• Metrics: grams/mile and grams/ton-mile
• Within categories/emissions & metrics carriers are ranked on a 1-5 scale (1 being best)
• The SmartWay system allows carriers to benchmark themselves and for shippers to see the relative performance of their carriers, allowing all entities to improve their performance 12

How Can Carriers Use SmartWayto Reduce their Emissions?
• Use your SmartWay Carrier tool reports to analyze your emissions
• Compare your fleets with each other to spot best practices or find deficiencies
• Distinguish yourself to attract and retain new shippers
• Develop an improvement plan by looking at where you are within SmartWay, and set a goal to improve to the next bin level, or levels, (or maintain your top dog status)
• Engage in peer-to-peer learning
• Consider all the fuel reduction strategies available, such as aerodynamics, automatic transmissions, low rolling resistance tires, enhanced driver training or a host of other strategies 13
