Malugod nating binabati ang SOCSKSARGEN Area Development Project (ADP) Board, mga katuwang natin mula sa Local
Government Units (LGUs) at pribadong sektor, at ang ating Project Management Unit para sa matagumpay at makabuluhang taon nitong 2012.
Nakita natin ang mga paunang mga resulta ng SOCSKSARGEN Food Security Program – mas mabilis at mahusay na pagdadala ng ani dahil sa napagawang pitong farm-to-market roads, mas kaunting natapong ani dahil sa mga corn sheller at corn mill at dagdag kaalaman dala ng mga technology demonstration ng high value crops.
Dagdag pa dito ang pagsulong natin para sa pagsasaayos ng paliparan ng General Santos City para mas makatulong sa maayos na pagluwas ng mga produkto.
Natutuwa tayo dahil ang mga nagawang ito ang magsisilbing matibay na pundasyon para sa higit pang mga achievement sa sektor ng agrikultura. Naipakita nito na ang pagtutulungan ng mga pamahalaang lokal, pribadong sektor at ng Kagawaran ng Pagsasaka ay nagbibigay ng positibo at makabuluhang mga resulta.
Kaya naman, inaasahan natin na sa mga susunod na taon, patuloy na uunlad ang sektor ng agrikultura sa rehiyon, kasabay ng pag-asenso ng mga magsasaka, mangingisda at mga agri-entrtepreneurs.

another year of achievement for SOCSKSARGEN Area Development Project as it vigorously pursue agri-
development initiatives in the region. My commendation to the SOCSKSARGEN Technical Team, the Project Monitoring Team, and the Project Management Staffs for their valuable service and continued commitment in ensuring that development has reached our marginalized sector.
The SOCSKSARGEN Integrated Food Security Program (IFSP) complements our banner program in the province dubbed as “Serbisyong Totoo”. It is our goal to deliver the valuable government services to the farthest deserving communities of our region. Our farm-to-market road projects were constructed in the remote agricultural barangays and technological services extended up to the uplands. These we will do more in the next four years under the SOCSKSARGEN IFSP.

iI would like to thank the Department of Agriculture under the leadership of Secretary Proceso J. Alcala for strongly supporting the
SOCSKSARGEN Area Development Project Office and for consistently supporting the SOCSKSARGEN Integrated Food Security Program. I am also grateful to our partners in the government, private sector, and civil society organizations for being active collaborators in the conceptualization and implementation of our projects towards a more transparent public service.
Our budget this year significantly doubled from last year, which made us increase both the number and the length of our farm-to-market road projects. With prudent conduct of procurement process, it resulted to savings which translates to three more additional post-
harvest equipment for our farmers.
The available resources for program management enabled us also to extend ample technical and secretariat support services to our partner-agencies on other mutually beneficial projects of regional impact. Meanwhile, policy support from the Board led to the creation of specific task force and technical working group which paved the way to resolving issues and concerns on particular development programs and initiatives.
This year, the Pre-Feasibility study on the Integrated Transport and Food Terminal and Abattoir in General Santos City was materialized as a major component of the Economic Development for Regional Trade study funded by the Cities Development Initiatives in Asia. The preparation of the study for the GSC Aerotropolis was also approved by DOTC with a budget of Php 12 M.
In our desire to improve agricultural production and push these potentials to market gains, we target to concrete a hundred kilometers more of farm-to-market roads and establish additional agricultural facilities by 2016. These interventions are deemed to complement the regular programs of the Department of Agriculture as well as the other national government agencies in the growth area.
So as we move forward to realizing these goals, I call for continued partnership among the Local Government Units and private sector groups. May we constantly unite our efforts and together work without delay to fulfill our mission under the SOCSKSARGEN Food Security Program.

Executive Summary
the SOCSKSARGEN Integrated Food Security Program (IFSP) of the SOCSKSARGEN Area
Development Project Office (ADPO) is one of the government partners under the Department of Agriculture which looks into food security and key development concerns in SOCSKSARGEN area. From 2003-2012, 145 agri-infrastructure and support services or 86% of the physical target were in-placed. A total of 65 farm-to-market roads (FMRs) sections with a total length of 215.57 Kms and 3 component bridges (85 lm) were built, 34 irrigation facilities rehabilitated, 27 production and postproduction facilities installed and extension services implemented, easing transport and gradually improving food production and quality, benefiting more than 280,000 individuals in rural barangays.
For the years 2011 onwards, designs of FMRs were made better to respond to environmental challenges, particularly on the adverse effects of climate change. The road projects were not just made concrete but were made durable by the prescribed thickness and width, and by the required protected slopes alongside canals. Such structural designs and standards were agreed upon by the SOCSKSARGEN Technical Team to ensure the soundness and effectiveness of the roads for the longest period. Regular monitoring of the road and other projects by the Project Monitoring Team was also done to ensure that the plans, program of works, and structural standards were followed and actually put in-place.
An in-house evaluation and field visits were conducted during the year and significant effects of the projects were documented. The earlier implemented projects, particularly the FMRs and bridges, are now enjoyed by the recipient communities. People relying on farming as their main source of livelihood have testified on the benefits and dynamism these agri-
infrastructure support projects bring into their communities and their lives. Transport of and access to goods and farm products were made easy, while producing quality food is slowly being attained. As the implementation of CY 2012 projects moves forward, the timely completion of the 8.42-Km total FMR target is expeted to bring comfort and prosperity to the remote rural communities of this area.
Furthermore, major infrastructure development which includes the ports and road networks remains a priority concern in the region. In 2012, through the active lobbying of the SOCSKSARGEN ADP Board, the Department of Transportation and Communication (DOTC) started the procurement for the conduct of study for the General Santos City Aerotropolis Development Masterplan. This is to optimize the use of 600-hectare airport property to create more economic opportunities. A number of road networks was also prioritized by the Local Government Units (LGUs) for the conduct of full-blown feasibility studies with the support of the Department of Public Works and Highways (DPWH). Funding of priority roads by the national government is aimed before end of 2016.
For 2013-2016, there is a proposed budget of PhP 890.765 M for the implementation of additional 90 agricultural projects, including provision of continual technical support to partner-agencies. The approved budget in 2011 and 2012 accounted only to 13% of the total 6-year proposal. Hence, a larger slice of the budget from the national coffers is requested for 2013 and beyond to realize the 6-year Food Security Program and other development projects actively supported by the ADP for the aspired food security and balanced development growth in the region.
is one of the special locally-funded projects of the Department of Agriculture in Mindanao established through Executive Orders 474 and 480 by former President Corazon Aquino in 1991 mandated to integrate, coordinate, supervise, direct and formulate policies for the implementation of major economic development initiatives under the SOCSKSARGEN Area Development Plan approved by the National Economic Development Authority (NEDA).
SOCSKSARGEN is one of the successful Integrated Area Development Zones (IADZs) established by the national government which originally covered 3 cluster areas: South Cotabato, Sarangani and General Santos City (SOCSARGEN) and later expanded to include the provinces of Sultan Kudarat and North Cotabato, renaming it to SOCSKSARGEN.
The SOCSKSARGEN ADPO term was extended through several Executive Orders (EOs), including the E.O. No. 16 signed by President Benigno Simeon C. Aquino III on 21 December 2010, extending the coordinative function of SOCSKSARGEN ADPO until 2016. The said EO mandates the Office to fast-track the construction of vital infrastructure and other regional efforts, particularly theimplementation of food security program and key development plans and programs in support to peace and development in Mindanao.
The ADPO is composed of a Project Board and a Project Management Unit.

is a policy-making body which provides the general direction and formulates appropriate policies in the context of regional development, particularly to advance the SOCSKSARGEN’s agricultural sector and tap its agro-industrial potentials. The Project Board is chaired by the DA Secretary and members include the Local Chief Executives of component areas, regional heads of selected national government agencies and representatives of the business sector and non-government organization. The Vice-Chairman of the Board is currently Governor Emmylou Taliño Mendoza.

In 2006, during the SOCSKSARGEN ADP multi-sector planning workshop relative to the preparation of the SOCSKSARGEN Food Security Plan, the component – Local Government Units (LGUs), partners National Government Agencies, Non-Government Organizations and Private Sector formulated the vision and missions for the area, to wit:

is a composite group composed of representatives from the LGUs, DA RFU XI, concerned
NGAs, and ADP-PMU, which reviews proposals and program of works submitted by the Local
Technical Team in terms of technical feasibility, economic viability, environment safety, social
acceptability and sustainability as a whole. It formulates guidelines and set standards for the
proper implementation of projects, and recommends priorities and areas of improvement when
necessary.
PRojECT MoniToRinG TEAMis a composite group composed of representatives from the LGUs, non-government
organizations or beneficiary community, and ADP-PMU, which conducts regular inspection
and documentation of projects during implementation, and together with the Technical
Team, evaluates the project upon completion and recommend for its eventual turn-over to
recipient organization/ community. It also provides technical and policy recommendation to the
implementing LGUs.

Food security Program implementationIn 2012, the Department of Agriculture (DA) approved a total budget of Php 110.968 millions for the implementation of 39 agri-infrastructure and support facilities and services, to wit: concreting of 7 farm-to-market roads (Fmr) with a total length of 8.42 kilometers, provision of 15 units corn sheller and 15 units corn mill, and establishment/conduct of 2 sets of techno-demonstration projects for grains and high value crops and vegetables (coffee, abaca, garlic, and organic vegetables) production. Our partner-Local Government Units (LGUs) alloted 15% of the project cost or a total of PhP 15.85 million for the implementation of these projects, following the DA-LGU cost-sharing arrangement provided under the SOCSKSARGEN Integrated Food Security Program (IFSP) implementation mechanism.
status of CY 2012 Projects As of December 31, 2012, implementation of the 39 projects is on-going posting an overall accomplishment of 60.62%. Project bidding of infrastructure projects was undertaken during the 2nd and 3rd quarters of 2012 at the Department of Agriculture Regional Field Unit (DA RFU) XI. Project construction started in July of 2012 and will end
by August of 2013 based on the approved contracts.

Farm-to-Market Roads l Two road projects in located in North Cotabato and South Cotabato, with a total length of 3.61
Kms, were substantially completed with more than 97%. physical accomplishments. These roads generated 236 temporary jobs during construction period and were already servicing an estimated of 6,328 farmers and populace, and 1,010 hectares agri-influence area.
l The rest of the road projects are on-going and will be completed in 2013. These will benefit additional 8,811 farmers/populace and 2,301 hectares production areas.
l The program of works (POWs) for road concreting projects include construction of open lined canals, cross drainages, 1-meter shoulder both sides, and other necessary structures.

Postharvest Facilities
l Twenty-three (23) farmer-cooperatives in the upland areas of Sarangani Province were approved as recipients of the 30 postharvest equipments (15 mini corn mills and 15 corn shellers) after the conduct of validation on the farmer-coops by the ADP-PMU on the 1st semester of the year. The pre-identification of farmer-cooperatives was done by LGU-Sarangani Province
, The equipments were bidded in November 2012 and awarded to the winning contractors in December 2012. The turn-over ceremony for the 15 units corn shellers is scheduled in January 2013, while the corn mills will undergo fabrication and targeted to be distributed within the first quarter of 2013.

Extension support/Techno-demonstration
The SOCSKSARGEN has more than 950,000 hectares agricultural land considered as Strategic Agricultural and Fishery Development Zones (SAFDZ). Of this , more than 450,000 hectares are crops development zones; the rest are fisheries and livestock development zones. In 2012, NIA reported an estimated total irrigable area of 293,610 hectares. Only 107,286 hectares (37%) were irrigated to date; the remaining potential area to be developed still accounts for 179,152 hectares. Meanwhile, DA RFU XII considered the grasslands of more than 103,000 hectares as underutilized lands.
Considering the vast agricultural potential of SOCSKSARGEN, the Office considered in its CY 2012 Food Security Program the conduct of techno-demonstration projects for the cultivation of hybrid and inbred rice seeds and other potential crops like abaca, coffee, garlic and organic vegetables. The techno-demo projects are aimed at evaluating the soil suitability, adaptability and yield performance of selected potential crops, especially in the uplands. Some barangays in South Cotabato, North Cotabato, Sultan Kudarat, Sarangani and General Santos City were selected as pilot areas. The project is done in partnership with the LGUs, DA RFU XII, ATI, PhilRice, FIDA, Farmers Organizations, and Indigenous Peoples.
The success of the techno-demo projects will help our farmers diversify crop production, expand farm areas, and explore new livelihood options for better income. This will also promote cultivation of organic crops, which are safe to human consumption, and environmentally-sound farming applications and practices.
Activities undertaken under the techno-demo projects were as follows:
1. hybrid Rice Techno-demo - Establishment of 10 hectares demo sites using Mestizo 19 hybrid seeds to assess the seeds adaptability and determine the factors affecting its yield performance. High yielding rice seeds will help government attain food security.

2. inbred Rice seeds Production Techno-demo - Verification of the agronomic and yield performance of the promising inbred rice varieties in selected rice areas in SOCSKSARGEN thru conduct of varietal trials. This project aims to support the active seeds growers in SOCSKSARGEN area.Target beneficiaries: 37 seed growers covering 37 hectares of rice area (1 hectare per beneficiary).
The office facilitated the procurement of agricultural inputs in November 2012. But, with the availability of the promising inbred rice varieties (foundation seeds) only at the PhilRice Central Station, the demonstration for the inbred rice production will have to be facilitated in April 2013, in time with the main crop season (cropping calendar of the National Irrigation Administration or NIA). A Refresher Training on Inbred Rice Production & Certification was facilitated on November 2012, participated by 23 farmer-seed growers.

The production of hybrid rice for techno-demo purposes was started last November 2012 in various sites in SOCSKSARGEN area. Harvest period will start by February 2013. During the year, farm walks were conducted to demonstration sites, in coordination with the concerned LGUs, to respond to the actual crop problems of the farmers. PhilRice also provided technical assistance to the farmer-beneficiaries. To capacitate the 24 farmer-beneficiaries in hybrid technology, the office funded a 3-day training on Commercial Hybrid Rice Basic Cultivation on October 2012, facilitated by PhilRice and Agricultural Training Institute (ATI) XII. The participants were also exposed to hybrid demonstration areas in Surallah and organic demonstration area in Koronadal City.

3. Abaca Production Techno-demo - Establishment of 1 hectare abaca techno-demo farm as learning site for abaca farmers. The project aims to increase the knowledge and awareness of farmers on abaca production to increase their production and income. Beneficiary: New La Union Water Sports Cooperative (NLUWSC) in Brgy. La Union, Maitum, Sarangani Province, consisting of 71 members.
A 2-day on-site Training on Abaca production and technology enhancement was conducted in November 2012, facilitated by FIDA and LGU-Sarangani Province. Land and site preparation was undertaken by the recipient cooperative. Five thousand (5,000) pieces of abaca seeds and agricultural
inputs were delivered in December 2012 in preparation for the planting.
4. CoffeeProductionTechno-demo-Aims to: (1) improve production of coffee (Arabica) through demonstration of appropriate and adaptable technologies (commercialized package), (2) serve as a show window for Arabica coffee high production level, and (3) train farmers on post production activities. The 2-hectare coffee demonstration will be established in 2 sites in Brgy. Imamaling, Magpet, North Cotabato. During the year, project requirements were facilitated and the implementers arrived at the following counterparting arrangement:
(1) Farmer-beneficiaries : Land and site preparation, and labor; (2) ADPO : Agricultural inputs and Robusta coffee seedlings; and (3) LGU-North Cotabato thru the Provincial Agriculture Office: technical assistance
The schedule of planting is set on January 19, 2013.

5. Garlic Production Techno-demo - The project aims to: (1) evaluate the adaptability
of garlic under General Santos City agro-climatic condition (second trial cycle), (2) showcase organic
farming for garlic production, and (3) introduce garlic production as potential source of income.
Garlic demonstration was established in 4 barangays (Ligaya, San Jose, Sinawal, and Upper Labay) of
General Santos City. The beneficiaries were identified by General Santos City Government through the
Office of the City Agriculturist. Training on garlic production was conducted in December 2012, with
the assistance of ATI, to enhance the skills garlic farmers and be able to promote the said crop to other
adaptable areas.

6. organic Vegetable Production Techno-demo - The project aims to (1)
showcase production technology and determine economic viability of organic production in the
province, (2) promote production of safe and nutritious veggies for human consumption, (3) promote
environmentally sound vegetable production technology.
The demonstration was established in the municipalities of Tantangan, Koronadal and Banga of South
Cotabato. Three different high yielding crop varieties (tomato, cauliflower & eggplant) were given to the
municipal LGUs. The organic agricultural inputs were provided by the office and a training on Organic
Vegetable Farming was facilitated by LGU-South Cotabato on December 28-29, 2012 in Koronadal City.

Status of Carry-Over Projects
Nine (9) FMR projects with a total length of 17.34 Kms, funded under CYs 2009-2011, were
completed in 2012, while one (1) FMR project, the rehabilitation of Lower Maculan – Upper
Maculan FMR in Lake Sebu, South Cotabato, is underway. The completed road projects benefited
15,855 farmers and rural populace and served 3,185 hectares of farm areas. Road construction
also generated 371 jobs. The delayed completion of the said road projects were attributed to
bad weather conditions at the project areas, longer project duration relative to road lengths,
non-completion by the contractor on the expiry date, and late approval and release of the ADP’s
Special Budget in CY 2011. (Table 6)

Supplemental Works
There was a savings of about PhP 5.76 million which was generated from the original projects
in 2010. The said amount was utilized for the implementation of two supplemental projects:
(1) rehabilitation and widening of Golden Plains-Purok Blel FMR in General Santos City, and (2)
rehabilitation of Datal Bila-Gomelo-Datal Batong FMR in Sarangani Province. The supplemental
works include road extension of 420 l.m. total and other structures, open-lined canal, and
guardrails. (Table 5)

supplier are due for turn-over to farmers by 1st quarter of 2013, while the remaining roads and

Education
Proposed Projects for CYs 2013-2016
On February 2-3, 2012, a multi-sector consultation/meeting was facilitated for the revalidation/
updating of projects proposed for funding under the SOCSKSARGEN Food Security Program
for CYs 2013-2016. It was participated by the Planning, Engineering and Agricultural Officers
of the Local Government Units, concerned National Government Agencies in Region 12, and
representatives from the Non Government Organizations and Private Sector. The revalidation/
updating activity was to ensure that proposed projects under FSP for the next 4 years are
outstanding priorities of the LGUs and not yet funded, and are included in their Medium Term
Public Investment Plan (MTPIP).
The proposed projects, comprised mainly of agri-infrastructure and equipments, are estimated
to cost PhP 890.765 millions. The Other Infra and Postharvest Development Services (e.g. farm-
to-market roads, and machineries and equipment) account to 95%, while Production Support,
Market Development and Extension Support Services (e.g. nursery facilities, trading post and
techno-demo activities) share in the remaining 5%.

Processing of CY 2013 Project Requirements
For 2013, DA approved another PhP 110.968 M for the implementation of the following food security projects: concreting of 4 farm-to-market road sections with a target total length of 6.98 Kms, establishment of 1-Km tramline, construction of trading post, muscovado sugar mill, upgrading of soils laboratory and improvement of agri-training center and establishment/conduct of techno-demo for grains and high value crops and vegetables (Phase 2). During the 4th quarter of 2012, the office facilitated the requirements for the implementation of these projects. The project plans and program of works were reviewed by the SOCSKSARGEN Technical Team and the 15 % counterpart funds of the Local Government Units (LGUs) were ensured under the respective LGUs Annual Investment Program.

The Food Staple Self Sufficiency Project (FSSSP) for Open-Pollinated Variety (OPV) White Corn Production
is one of the priority projects of DA, implemented thru DA RFU XII and co-facilitated by ADP-PMU.
A PhP 20 million budget was approved by the SOCSKSARGEN ADP Board in 2011 for this project which is
thought as one viable solution to offset the negative impact of rice inadequacy and sustain the require-
ment of white corn eating populace to help address food hunger in the country.
The infrastructure component of the project is facilitated by DA RFU XII, while the conduct of technology
demonstration for corn production is in partnership with the SOCSKSARGEN ADP Office . The follow-
ing were accomplished during the year:

Likewise, the establishment of seed banks in South Cotabato and Sarangani is already
on-going. The projects started after the budget was transferred to the LGUs in
October 2012.

c. establishment of Biological control laboratory - Construction and improvement of building in General Santos City and South Cotabato - Provision of laboratory supplies and equipment in Sultan Kudarat and North Cotabato
The preparation of Program of Works for the construction of Bio-Control Laboratory in General Santos City and South Cotabato is on-going after the total budget of PhP 4.2 million was turned-over to the recipients in September, while the laboratory equipment for DA-RCPC 12 worth PhP 0.5 million is under procurement process as of year-end.
2. Postharvest development services - Provision of farm mechanization and tractor pool, corn mill, corn sheller, corn cob dryer, seed
bank
Two out of 4 units farm tractors were provided and turned-over to cooperatives. Funding for the said equipment was thru a 50:50 counterparting scheme. The remaining 2 farm tractors have yet to be dis-tributed after the evaluation of project documents. Also, 10 units corn mill and 10 units corn shellers were turned-over to 17 farmer-organizations during the period.

FROM FARM TO MARKETBy: Lyman Dalipe
In 2012, the SOCSKSARGEN ADPO, in coordination with the Local
Government Units of SOCSKSARGEN conducted a Project Terminal
Evaluation on 15 completed farm-to-market road projects funded
from 2005 to 2006 with a total cost of PhP 57.2M. The activity aims to
evaluate the significant developments brought by the projects to the
recipient – communities, and monitor the present physical conditions
of the said roads. The evaluation activity includes actual interviews
with the direct beneficiaries and Irrigators Association officers (10
individuals) at the project sites. See stories on pages 33-38.
As per evaluation, the roads provide reduction in travel time of about
30%-60%, while transportation cost was noted to have reduced by
15%-60% within the project influence areas. The habal-habal (a.k.a
skylab), was the most common means of transportation especially
on areas with steep terrains. The improved manner of transportation
which resulted to accessibility to agricultural inputs and technologies
have helped increased the area’s production as more people were
encouraged to produce more than what was regularly practiced. Good

Rice and aqua farming thrive as the main livelihood of the people in the remote area of Lutayan, Sultan Kudarat. The water supply for almost 80 hectares of rice production and fresh tilapia production in the area is provided by the famous Lake Buluan. However, taking these products to market is a struggle to farmers and fishers. Rough and damage roads, especially during rainy days, took Mr. Lumanda Mabinay, 48 years old, a farmer and fisherman, 4 hours to transport his produce to the nearest markets in the Municipality of Tantangan and City of Koronadal, using his carabao-driven pullcart.
The opening of Lutayan-President Quirino Phase 1 FMR, a 3-kilometer road, brought relief to both farmers and residents. Motorcycles (locally known as habal-habal), tricycles, hauling jeepneys and trucks are now used to take products to the market centers in less than an hour. The local farmers can now actively engage with their contact buyers resulting to stable income. Moreover, rice production had almost doubled with an estimated 60% increase in yield due to accessibility of farm inputs and technologies.

Rehabilitation of Paraiso-Daig-Tacol FMRBrgy. Daig, Tulunan, North Cotabato
Project Cost: PhP 2.60 M
The Paraiso-Daic-Tacol road is an important passageway for the villagers of Brgys. Paraiso and Daig
in Tulunan, North Cotabato and Brgy. Tacul in Magsaysay, Davao Del Sur to haul their products to the
Magsaysay town market.
After road rehabilitation in 2007, travel time to the market decreased by 40%. Investors came to open
business such as contract growing for banana and rubber production which resulted to the employment
of farm workers. Furthermore, with the intervention of the Department of Agriculture (DA) – Mindanao
Rural Development Program (MRDP), steep portions of the road were concreted to make transportation for
hauling trucks and passenger vehicles more efficient.

Rehabilitation of lamlangil-Tahakayo FMRBrgy. Lamlangil, Maasim, Sarangani
Project Cost: PhP 5.54 M
Brgy. Lamlangil is a wide corn area in the municipality of Maasim, Sarangani Province. Rural as it is, hauling
of products through rough and damaged roads was not new to the farmers in the area. It takes 2 to 3 hours
for farmers in Brgy. Lamlangil to haul their products to the town market using only carabao and horse
driven carts.
In 2007, the rehabilitation of Lamlangil-Tahakayo FMR (7.84-Km road) eased the transport of goods which
resulted to increased cultivated areas as more farmers have planted perishable or cash crops like carrots,
tomatoes and eggplants without hesitation as hauling jeepneys and trucks are already available to take
their products to the market in less than an hour. Passenger motorcycles are now visible and serve as
regular means of transportation in the area. During harvest season, most farmers just trade with their
contact buyers as this became popular and an efficient way to market products. Moreover, with the road
improvement, DOLE Philippines came in and opened pineapple contract-growing opportunity for the local
farmers.

Rehabilitation of Pangao-an- Palo 6- Salab-Don Panaca FMRBrgy. Pangao-an, Magpet, North Cotabato
Project Cost: PhP2.0 M
The Barangay Captain of Pangao-an, Hermana Talotalo, recounted the persistent clamor of her people having
a hard time getting in and out of the community as they pass by the muddy and damaged access road during
rainy seasons.“It would take them almost two hours to reach the nearest local market due to the slippery and
muddy road. You can see farm products ready for market but were left wasted along the road due to lack of
passenger and hauling vehicles plying these difficult routes, said the Barangay Captain”.
But in 2006 the rehabilitation of Pangao-an- Palo 6- Salab- Don Panaca FMR, a 1.7-Km road, brought positive
changes to the community. With an improved access road, the area’s economic condition also transformed
gradually. The production areas doubled which was why the barangay was tagged as one of the biggest producer
of banana, coffee, tiger grass and different kinds of fruits and vegetables. Production volume dramatically
increased by 40%, while travel time decreased by as much as 50%.
Seeing the fast agri-development in the area, the Local Government Unit of Magpet through its Rural
Development Program, with the assistance of the Provincial Government of North Cotabato, recently concreted
the road (3-meter wide), to make the transportation of agricultural products easier.

Rehabilitation of Duengas CisRehabilitation of diversion and canal structures and 16.85 lm concrete canal lining

Brgy. Duengas’ Malay Irrigators Association (IA) President Mr. Roberto Labinghasa, 67, said that for 40 years in farming he
had witnessed the improvement on rice productivity in their area. “Many of our farmers have shifted to planting corn and
banana due to lack of irrigation water flowing from the creek to each ricefield. We heavily rely on rain for better yield. But
through this road rehabilitation, we now have access to irrigation water and enabled to increase our production”, Roberto
recalled.
The rehabilitation of Duengas CIS irrigation structures raised the agricultural productivity in Barangay Duengas as rice
farms were expanded by the sufficiency of water supply. About 15 hectares of farm lands in this lowly Barangay were
converted to rice areas providing a huge contribution to its rice sufficiency. Several local farmers now are also into crop
diversification as irrigation supply allows them to plant different kinds of cash crops.
Mindful of the importance of the extended project, the IA is allotting half of their irrigation fee collections for the
maintenance of their irrigation facilities. IA officers and its members also hold regular meetings to immediately address
issues and concerns related to the operation and maintenance of these facilities.

Barangay Upper Labay Captain Azucena Baton affirmed that the 35 linear meter bridge project made their life easier.
A farmer herself, who tends corn lands in the area, said bringing their harvest to the market before was extremely
difficult job. Aside from dealing with high transportation cost, the road sometimes would be impassable, especially
during rainy seasons. It was even more challenging for students who go to school when the river overflows. The
residents were forced to take an alternative but much longer route in going in
and out of the barangay.
When the bridge was constructed in 2007, travel beacame easier. Barangay
Captain Baton said that agri-development came in as farmers were provided
better access to agricultural inputs and marketing of their produce. Heavy
rains were not a problem at all. The bridge has impacted the lives of many
farmers in the area as it helped increased production, opened new farm
areas and encouraged crop diversification. Today, Brgy. Upper Labay is one of
the biggest producers of corn, copra, banana, peanut and ginger in General
Santos City.

Active Role of SOCSKSARGEN ADP Board/EXECOM
The SOCSKSARGEN ADP Board and Executive Committee (EXECOM) is committed to fast-track various
development initiatives for SOCSKSARGEN growth area. In 2012, two meetings were conducted by the
Project Board and its EXECOM on June 18 and November 20, respectively. Discussions were focused on
the progress on the implementation of theDA funded - Food Security Program and proposed budget for
the following year, General Santos City airport development and other major ports, LGU proposed road
networks for prioritization by DPWH, Geo-tagging of projects, Updating of the Strategic Agri-fishery
Development Zone (SAFDZ) map, and other concerns. The Board has since aimed to maximize the agri-
potential of the area and boost the local economy through construction, upgrading and modernizing
infrastructure and agri-support support facilities and technology among others.
Eight (8) resolutions were passed by these bodies, to wit:
1) Creation of the General Santos City (GSC) Airport Development Task Force
2) Requesting PPA to facilitate conduct of feasibility study in view of the Makar Port privatization
3) Endorsement of the FY 2013 ADP budget
4) Endorsement of FY 2014 ADP budget
5) Approval of the procurement of ADP-PMU vehicle by DA and DBM
6) Request funding for the construction of DA RFU XII office building
7) Adoption of geo-tagging technology in the SOCSKSARGEN Food Security Program implementation
8) Requesting NIA for the creation of GSC/Sarangani –Irrigation management Office

� Gsc AirPorT
A Task Force for GSC Airport Development was created by the Board EXECOM as per resolution
no. 01, series of 2012. During the year, the GSC Airport Task Force actively convened and
planned for the GSC airport improvement, including the proposed “GSC Aerotropolis
Development Masterplan” in which a budget of PhP 12 million was approved by the DOTC.
The Consultancy Services for the preparation of the master plan (MP) is now on-going. The
study is targeted to be completed in April 2013.
� mAkAr PorT
The Board EXECOM through resolution no. 02, series of 2012 requested Philippine Ports
Authority (PPA) to conduct the study on the improvement and the proposed privatization
of the Makar Wharf in General Santos City. In its reply, the PPA committed to undertake the
study once Davao and Zamboanga ports privatization are completed.

The construction of RoRo ramp, RC landing, and maneuvering area were completed in
November 2012. Widening of rock causeway, construction of security perimeter fence, main
gate & guard house and passenger terminal building are among being considered by PPA
for future funding.

The following priority road networks by the LGUs were presented to DPWH for funding for
its completion or for conduct of feasibility study: 1) GSC Circumferential Road, 2)Surallah
– Lake Sebu – Maitum Road, 3) Isulan – Bagumbayan – Sen. Ninoy Aquino – Kalamansig
Road, 4)Rehab of Malapag-Tinimbacan Road with bridge component (Maridagao Bridge) in
North Cotabato, 5)Construction of Banga-T’boli-Tupi-Polomolok road in South Cotabato, 6)
Construction of Banga-T’boli-Tupi-Polomolok road in South Cotabato, 7)Rehabilitation of
Banga-Norala-Isulan road, and 8) Rehabilitation of Tulunan-Tampakan (Palo 19)-Columbio
road, Provinces of Cotabato, South Cotabato and Sultan Kudarat.
The DPWH recommended for the full-blown feasibility study of the proposed road projects.
It will also facilitate a seminar on the preparation of Road and Bridge Feasibility Study to
capacitate key LGU personnel which will be scheduled on the 1st quarter of 2013.

PREPARAtiON Of PRE-fEASiBility StUDy fOR thE iNtEGRAtED ECONOMiC DEvElOPMENt PROjECt fOR REGiONAl tRANSPORt AND tRADE
The Cities Development Initiatives in Asia (CDIA) approved the application of LGU-GSC for technical assistance particularly the conduct of Pre-Feasibility Study on the Integrated Economic Development Project for Regional Transport and Trade. The study commenced in November 2012 and an inception report on the project was already prepared and submitted by CDIA to LGU-GSC for comment in December 2012.
The office actively participated to this undertaking as member of the Project Steering Committee and the Technical Working Group.
UPDAtiNG Of thE StRAtEGiC AGRi-fiShERy DEvElOPMENt ZONES (SAfDZ) MAP
The Region 12 LGUs requested for DA - BSWM technical assistance in updating the local SAFDZ and its integration into the Local Land Use Plan. Series of consultative and Technical Working Group meetings were then facilitated by this office to brief the concerned LGUs regarding this concern and to collect relevant data and other references for map updating. A workshop with the key informants from LGUs, BSWM, DENR, DAR and DA RFU XII will be conducted in 2013.

l The office actively participated in the various meetings of the Protected Area Management Board (PAMB) and Technical working Groups to discuss and resolve issues, and approve Special Use Agreement within Protected Area (SAPA) application and other interventions within Mt. Matutum Protected Landscape (MMPL), Allah Valley Protected Landscape (AVPL), Sarangani Protected Seascape (SBPS).
l The ADP Office supported some joint government and private sector initiatives such as the conduct of National Tuna Congress, National Corn Congress and the Regional Livestock and Poultry Congress during the year. In particular, the Office headed the Souvenir Program Committee which was tasked to prepare Souvenir Book and other promotional materials for the said occasions.

Monitoring and Evaluation
l The Technical Team and Project Monitoring Team conducted scheduled project monitoring
of on-going infrastructure projects and joint final inspection of completed projects. A total of
75 SOCSKSARGEN Project Monitoring & Joint Final inspection for 20 infra projects was done
throughout the year.
l The PMU staff conducted verification/field visits for 24 potential beneficiaries/farmer-
associations of corn shellers and corn mills in Sarangani Province. Twenty-three (23) qualified
farmer-organizations were selected as recipients of the 30 units postharvest facilities.
l An in-house evaluation activity (28 field visits) was conducted during the 3rd and 4th quarters
of 2012 for completed farm-to-market roads and irrigation projects funded in 2005 to 2006.

fiNANCiAl REpORtThe issuance of Executive Order No. 16 dated December 21, 2010 by His Excellency President Benigno S. Aquino III extended the term of SOCSKSARGEN Area Development Project Office until December 31, 2016. A six-year development plan in support to agriculture was crafted by this office in partnership with the concerned local and national government agencies. The private and civil organizations were also represented in the preparation.
The annual budget proposals of this office are based on the six-year plan which is revisited periodically to update the priorities and programs of the Local Government Units comprising the SOCSKSARGEN Area Development Project. The Project Office submits a Work and Financial Program to the Department of Budget and Management through the Department of Agriculture duly endorsed by the Regional Development Council.
The operational requirement of the SOCSKSARGEN Area Development Project Office is then appropriated annually under the budget of the Department of Agriculture. This covers funds for various infrastructure projects and agricultural support in the area, and for office operation.

In the last ten years of operation, the infrastructure projects and other agricultural support
shared an average of 79.51% of the total appropriation while program management was at
20.49%, The allocation for program management includes the coordinative and monitoring
activities of the project office and technical support extended to the Local Government Units.
The SOCSKSARGEN Area Development Project Office has implemented a total of PhP567.65
million worth of infrastructure projects and other agricultural support from CY 2003 to CY
2012. These projects were distributed in the provinces of South Cotabato, Cotabato, Sultan
Kudarat, and Sarangani, and the city of General Santos. Identification of projects is done by the
respective Local Government Units. Review of project proposal, designs and program of works is
conducted by the SOCSKSARGEN Technical Team created for the purpose

As of December 31, 2012, total obligations amounted to PhP109 million representing 98.23% of
the total budget.
Below is a graph showing the Status of Funds as of December 31, 2012.
The total Notice of Cash Allocation (NCA) received by the SOCSKSARGEN ADP Office in CY 2012
amounted to PhP57.32 million. However, NCA utilization amounted to PhP62.57 million which
is 109.16% of the total NCA received. This means that the SOCSKSARGEN ADP Office has utilized
the unused NCA received and allocated to other Locally-Funded Projects which are also under the
administration of the Department of Agriculture – Regional Field Office XI in Davao City.
