Agreement
SWM on Regional Level
The municipal Councils of the particular SWM Region make decision for mutual Agreement for establishment of joint Regional Solid Waste Management.
SWM on Regional Level
The Agreement for joint SWM System regulates:
• Mutual rights and responsibilities
• Provision of necessary conditions for functioning of
the System
• The way of joining of funds and other means
• The way of decision making
SWM on Regional Level
By establishment of joint Regional Solid Waste Management, the municipalities establish and organize
Regional System for Solid Waste Management
which especially includes regional landfill and additional installations.
SWM on Regional Level
For implementation of the Regional Solid Waste Management, the Regional Plan for SWM and the Agreement,
an Inter-municipal Committee for SWM shall be established.The members of the Committee are the mayors of the municipalities within particular Region for SWM, signatories of the Agreement .
SWM on Regional Level
The IM Committee for SWM has policy and coordinative role, some of the tasks are:• Defines the draft of the Regional Plan as well as monitors and
coordinates its implementation.• Propose to the municipal councils to make decisions related to SWM • Determine the infrastructure of the regional SWM system• Propose to the municipal councils the methodology for determination
of tariffs and other fees for solid waste services • Coordinates the work of the Regional Center for SWM• Coordinates the investment project activities • Selects the operator of the SWM Regional System • Coordinates different actors activities related to SWMS (municipalities,
NGOs, state agencies and institutions etc.)
SWM on Regional Level
The expert, administrative and technical issues, planning, implementation of investment projects as well as realization of the regional plan and development of the Regional SWM System are performed by the Regional Center for SWM
The Regional Center has a status of legal entity established by the act which regulates it organization, work and way of financing

Supported by EU Cross – border Cooperation Funds by 33 million Euros
