Let me formally welcome new neighbors to our beloved
neighborhood. Spivey Cove has been going strong for over 20
years. Our HOA was formed in 1999 with the mission to pro-
tect our property values and to improve the quality of the
community through best practices as determined by HOA pro-
fessionals. We try to get it right and that is why your participa-
tion is important.. Over the years we have made several
changes that have kept us marketable. Currently, we have only
one home out of 54 which is vacant. A realtor reported recent-
ly that homes values are on the rise again in the Lake Spivey
area and inventory is low. Curb appeal and covenants work!
This year we plan to continue to improve the entrance.
Look for more color throughout the spring and summer. We
will also upgrade the entrance lighting. A few benches will
need to be replaced and depending on funds we may add mile
markers since a few neighbors walk, bike, and run.
LSCI or Lake Spivey Community, Inc’s goal is to promote
our area. There are several residents on influential committees
who determine the direction of our part of the county. Spivey
Cove has been a member of LSCI since 2005. The “next big
thing” will be a 3.5 mile path from the senior center at the
Clayton County International Park to Lake Spivey Golf Club.

Lt. J. Lively, from Clayton
County SWAT team attended
our HOA meeting January 25,
2015. He reported our commu-
nity again has very few inci-
dents as compared to the rest of
county. However, there has not
been an arrest for the elderly
man who was assaulted and
robbed in the Foxfire subdivi-
sion. We have several ad-
vantages in our favor. 1) Only a
single street for entry and exit.
2) Most neighbors have email
and/or texting ability for quick
alerts. 3) Neighbors continue to
pay the extra $11 a month for
their yard lamp which helps
deter crime and wild animals.
4) We have a PTZ web-enabled
surveillance camera and sign
installed in October 2010. Alt-
hough our system is a bit dated
it gives many neighbors peace
of mind. The monthly expense
to archive and view video foot-
age is around $75 monthly
(combined Internet access &
web hosting). 5) Spivey Cove
HOA has a strong relationship
with CCPD and with Commis-
sioner Edmondson going back
over a decade. 6) Nation Of
Neighbors an online neighbor-
hood watch tool is the final
layer of protection for the Lake
Spivey area. 7) We value eve-
ryone’s rights but, certain be-
haviors are detrimental to har-
mony. Habitual parking on the
street is one that sets in motion
the decline of a neighborhood.
It gives cover to criminals cas-
ing our homes and increases
human & car accidents.

2014 was a good year for our
community and the county. The
county commission has ap-
proved an $8M facility that will
replace the existing Nassau
Building at Clayton Interna-
tional Park. Chime Solutions
will bring over 1000 call center
jobs to Southlake Mall. Castel-
lini Group will develop a large-
scale produce distribution cen-
ter in Conley. The project will
create 300 new jobs over the
next several years. QGistix, an
electronics repair company will
relocate to the Mountain view
area near Hartsfield-Jackson
Airport and hire as many as 150
within two years. Kroger’s new
$175M distribution center will
be located at the former Fort
Gillem in Forest Park. A Kore-
an LED lighting company
named AVICS will make its
US headquarters in Forest Park.
OSG Tap & Die will be open-
ing a regional distribution cen-
ter in Forest Park. Recycled
Shingles Solutions is investing
$7M in a facility in Forest Park.
Aerotropolis Alliance was
formed to provide leadership
across Fulton and Clayton
counties. Aerotropolis Atlanta
is the area where the new Por-
sche headquarters is in Hape-
ville.
LSCI is under the leadership of
Susan Butler. Susan is also the
constituent aide for our Com-
missioner Michael Edmondson.
The LSCI board will promote
the community again this year
with Celebrate Lake Spivey and
the annual Lake Spivey Road
Race. Look for more infor-
mation on times and dates.
Spivey Cove continues to at-
tract investors and families.
This year we will improve on
the entrance by accepting the
proposal from Color Burst. The
entrance lighting will also get
an upgrade once a good pro-
posal is received. There may be
a couple of benches that will
need replacing as the year goes
on. If there are funds available
after the improvements are
done we will look into mile
makers within the community.
We want to become a healthy,
safe, outdoors kind of subdivi-
sion. That means neighbors
please control your dogs, re-
gardless of cuteness. The side-
walks will need repairing but,
we will need special help get-
ting that done. The mailboxes,
toppers, and posts should be
repaired or replaced if needed.
We would like to maintain with
the same uniformity as the builder.
Uniformity and standards magnify
the curb appeal and marketability
throughout our 54 homes. CAM
will continue driving through eve-
ry month and recording violations.
Please take the time to read our
Bylaws and Covenants. Our com-
munity has maintained high stand-
ards with the help of quality fami-
lies working together. The county
has taken a beating in the media
and around metro Atlanta but,
Spivey Cove stands apart. Please
help me to continue this trend.

had two neighbor’s car hit
by another vehicle parked
on the street. Please, let’s
think about Spivey Cove.

Community Association Management provides a drive through service for your
community. Our drive through person has a copy of the covenants and follows
them when writing up the covenant violations. The drive service for your commu-
nity is usually the 3 week of the month. Residents can keep that in mind when
they schedule their landscaping services for their property. It will help them avoid
any violation notices. They record the violations and they send those to us. We
input them into our system. The system generates violation letters by violation
category. We send out a 1st violation to notify the resident of the problem. We
encourage them to contact us to let us know when the problem will be correct-
ed. If we do not receive any notification and it is found with no change on the
next drive through, we send out a 2nd Violation notice. If we receive no feedback
and there is no change the next drive through we send out a Final Notice of Viola-
tion. It states:
We are forced to assume that you do not intend to cooperate on this matter and
therefore must issue this final notice of violation. Within ten (10) days of your
receipt of this letter, you have the right to request a hearing, in writing, before the
Board to contest the violation or fine(s) or to request reconsideration of any sanc-
tion, thereby affording you a reasonable opportunity to be heard. You have the
right to produce any statements, evidence and witnesses at the hearing. Failure to
request a timely hearing as provided herein shall result in loss of the right to chal-
lenge and request reconsideration of any fine(s).
The fine violation letter tells them: After a first warning, second warning and no-
tice of hearing letter, we are forced to assume that you do not intend to cooperate
on this matter and therefore must issue this notice of fines letter. Upon your re-
ceipt of this letter, fines will commence at $25.00 per day until the violation is
corrected. It is your responsibility to notify Spivey Cove HOA, Inc. when you
have corrected your violation.
