Four wildcats are proposed to test potential reserves i n a faulted rollover structure in the Upper and Middle Pleistocene strata. IJ The current! d r i l l i n g schedule calls for commencing d r i l l i n g operations on Ship Shoal 3S8 #1 on A p r i l 4,^1984. I t i s anticipated thatjeach well w i l l require approximately 60 days to complete, thus requiring a t o t a l of 240 days d r i l l i n g time for a l l four wells provided for i n this plan. The operations w i l l be serviced from MOEPSl's base i n Morgan City, Louisiana. No additions or expansions of existing f a c i l i t i e s or pesonnel w i l l be required.
A comprehensive O i l S p i l l Contingency Plan has been previously submitted and approved by the Deputy Conservation Manager in accordance with OCS Order No. 7. MOEPSl i s a member of Clean Gulf Associates and the equipment maintained by that organization at i t s Grand Is" Louisiana base w i l l be available for t h i s project i f needed. Deployme time of equipment i s 13-15 hours.
Your expedited review of this plan i s requested due to the spud date of Well No. 1 in early A p r i l 1984. MOEPSl i s presently conducting additional shallow seismic surveys on an expedited oasis on the subject leases. Additional information as required by NTL 83-3 w i l l be forwarded by February 25, 1983.
In accordance with Stipulation No. 2 to tiie subject lease, MOEPSl plan to I n s t a l l a shunt pipe and shunt a l l mud and cutting discharges to within 10 meters of the sea f l o o r . The shunt pipe tr.'.ll be attached to the semi-submersible r i g i n accordance with normal engineering practices.

67 miles sou theas t of the neares t shore and 114 m i l e s south of
Morgan Ci ty , Louis iana , the onshore support base. The l o c a t i o n of
block 358 in r e l a t i o n to the Louisiana Coastal Zone i s shown i n
E x h i b i t 1. The l o c a t i o n s o f the proposed e x p l o r a t o r y w e l l s
w i t h i n the b lock are shown i n Exh ib i t 2.
As s ta ted i n the exp lo ra t ion plan and geologic program there
w i l l be l o u r w e l l s d r i l l e d i n Ship Shoal b lock 358. Wel l No. 1
and 2 w i l l be d r i l l e d to 1 1 ,500 ' TVD ( t o t a l v e r t i c a l depth) and
9 ,800' TVD, r e s p e c t i v e l y . W e l l Nos. 3 and 4 w i l l be both
d r i l l e d to a dep th of 9,"450' TVD each. I t i s p r o j e c t e d t o take
an e s t i m a t e d 180 days o f d r i l l i n g t o c o m p l e t e the w e l l s .
A l l wells w i l l be d r i l l e d sequen t i a l ly . D r i l l i n g w i l l commence
on A p r i l 10, 1984 and w i l l be completed in October, 1984 provided
t he re are no unforeseen de lays . The w e l l s w i l l be d r i l l e d f rom a
t y p i c a l semi-submersible d r i l l i n g r i g .
The onshore suppor t base f o r the e x p l o r a t i o n o f Ship Shoal
block 358 w i l l be Morgan C i t y , Louisiana. No new f a c i l i t i e s are
envisioned i n r e l a t i o n to t h i s a c t i v i t y . Ex i s t i ng f a c i l i t i e s are
an t ic ipa ted t o be s u f f i c i e n t f o r a l l support a c t i v i t i e s . No new
workers are expec ted to be employed f o r t h i s a c t i v i t y as an
e x i s t i n g d r i l l r i g and crew w i l l be u t i l i z e d . The f i r s t s o c i o -

No new or unusual techniques or technology tha t may a f f e c t
coas ta l waters w i l l be used i n t h i s exp lo ra t ion d r i l l i n g program.
Due tc the w i l d c a t nature of the d r i l l i n g program, no development
or p roduc t ion p l a n has been f o r m u l a t e d a t t h i s t i m e . At the
appropriate t ime ( a f t e r the explora tory program) a development/

(combined f i n , and s h e l l f i s h ) f o r tbe,yea.-s 1 976 through 1 979.
The major f i s h e r y in the area i s menhaden (Brevoort ia patronus).
The most common s p o r t f i s h caught i n the area would include wahoo
(Acanthocvbium so lander i ) f c r e v a l l e jack (Cgranx hippos), dolphin

f i shermen i n 1 982 along the coast of the n o r t h e r n Gu l f of Mexico,
thus prov id ing fishermen w i t h an abundant economic resource.

grounds are approximately 67 miles north of the block.
Impacts to the o f f sho re f i s h e r i e s w i l l r e s u l t from loss of
t r awl ing area f o r f i s h i n g vessels due to the physical presence of
the equipment and a decrease i n water q u a l i t y i n the immediate
area of the r i g f rom the d i scharge of d r i l l i n g f l u i d s and
cu t t ings .
The d r i l l i n g a c t i v i t i e s w i l l prevent commercial fishermen
f rom using one t o two hec ta res o f bot tom f o r the d r i l l i n g p e r i o d .
Discharge o f used d r i l l i n g f l u i d s and c u t t i n g s w i l l decrease
water q u a l i t y causing commercial ly important species to avoid the

minimal . Temporary loss of one to two hectares f o r f i s h i n g w i l l
be i n c u r r e d d u r i n g the d r i l l i n g p e r i o d . Th i s impact w i l l
terminate when the d r i l l i n g operat ion i s complete.
The d r i l l i n g r i g w i l l p r e s e n t a s l i g h t h i n d r a n c e t o
n a v i g a t i o n f o r f i s h i n g v e s s e l s . I t s presence i n the area
provides a safe ty f a c t o r f o r vessels needing emergency help and
as a reference po in t .
The c l o s e s t major r e c r e a t i o n a l beach i s l o c a t e d a long the
shores of Terrebonne Parish, Louisiana located approximately 78

clay bottom. There are no known seaf loor or subsurface geologic
and man-made features or cond i t ions tha t may adversely a f f e c t the
proposed operat ions.

refuge area i s the V*sner W i l d l i f e Managemeni: Area i n Louisiane
which i s l o c a t e d a p p r o x i m a t e l y 89 m i l e s n o r t h no r theas t of the
b lock . The S h e l l Keys and Marsh I s l a n d , W i l d l i f e Refuges a lso
loca t ed i n L o u i s i a n a , are a p p r o x i m a t e l y 106 and 111 m i l e s
northwest of Ship Shoal block 358, r e spec t ive ly .
Most of the major oy -er areas i n Lou i s i ana are l o c a t e d i n
southern Terrebonne Parish and eastward. The closest productive
oyster beds are approximately 67 miles away in Terrebonne Parish.
An area o f b i o l o g i c a l s i g n i f i c a n c e l i e s w i t h i n 2 n . i l es o f
the center o f the b lock . The Ewing Bank i s a r a i s e d s e c t i o n o f
the Gulf bottom that supports a va r i e ty of marine organisms. The
exploratory d r i l l i n g i n Ship Shoal block 356 w i l l be done outside
the "1 M i l e Zo.ie" f rom the Dank but i n s i d e the "3 M i l e Zone."
The wel l l oca t ions in r e l a t i o n to the zones are shown in E x h i b i t

Sales A62 and 62, Volume 1, page 69 f o r a 15,000' w e l l , the
es t imated "40,200' of the ho le f o r the f o u r w e l l s w i l l produce
a p p r o x i m a t e l y 295 tons of commerc ia l mud components and 2,5*46
tons of d r i l l c u t t i n g s . No r e l i a b l e e s t ima tes o f the amount of
format ion waters produced from an exp lo ra t ion w e l l can be made at
t h i s t i m e . As s t a t e d i n t h e p r e v i o u s l y c i t e d DEIS, some
components o f d r i l l i n g f l u i d s are known to be t o x i c to c e r t a i n

organisms. The use of f r e s h w a t e r based d r i l l i n g f l u i d s w i l l
introduce i n t o the marine environment r e l a t i v e l y non-toxic d r i l l
cuttjJng: and f o r m a t i o n waters. The disposal of these mater ia l s
f i t the we l l l o c a t i o n can be expected to cause low l eve l l o c a l i z e d
ydver&e impacts on both the bottom communities and water q u a l i t y
immediately adjacent to the w e l l . A more complete discussion of
the impacts of d r i l l i n g f l u i d s , c u t t i n g s , and fo rmat ion waters i s
presented i n the DEIS f o r lease sa le A62 and 62, Volume 1, on
pages 69, 86, 87, 111, and 142. These discussions cover impacts
on the OCS areas p r i m a r i l y . The primary impacts of the disposal
of d r i l l i n g f l u i d s , cu t t i ngs , and fo rmat ion waters w i l l a l l occur
and be l i m i t e d t o the o f f s h o r e area and not i n f r i n g e on the
Louisiana Coastal Zone.

p a r t i c u l a r l y when c o n s i d e r i n g c o n t r o l a l t e r n a t i v e s , i t must be
remembered t h a t ambient a i r q u a l i t y o f f s h o r e i s e x c e l l e n t , and
the discharge of gaseous emissions does not have the cumulative
impact that a s i m i l a r volume of emissions would have in an area
w i t h poor ambient a i r q u a l i t y . These a i r emissions are expected
t o have n e g l i g i b l e impact on the coas t a l zone o f Louis iana by
v i r t u e of t h e i r sma l l amount and distance o f f sho re .
CO) Endanj red or Threatened Species
A l l of the sea t u r t l e s wh ich occur i n thc G u l f of Mexico are
endangered or threatened. None of them nest i n Louisiana west of
the Miss iss ippi d e l t a . The r a res t of these t u r t l e s , the A t l a n t i c
Ridley (Lepidochelys kempi) apparent ly uses the northern Gulf as
a feeding ground . The key to the s u r v i v a l of t h i s spec ies ,
however, i s i n the pro tec t ion of I t s nesting beach i n Tamaulipas,
Mexico. Other t u r t l e s found i n the no r the rn G u l f of Mexico are
the green t u r t l e (Qhelpnia mxAsA) 9 logge h - v j (Caretta ca re t t a ) ,
and the leatherback (Dermochelys cor iacea) .
