BEFORE YOU PARTICIPATE
All physical activity has risk. Consequently, you should make sure that you have adequate health to participate in the activity that you have selected.
Before participation in any phase of an athletic program (conditioning/lifting, try-outs, practice) you must have completed:
1) A pre-participation physical exam form. *Physicals dated after May 1st will be valid for the entire following school year. A physical exam opportunity for all student/athletes that satisfies this requirement will be provided in the late spring prior to the end of the school year. This opportunity will be offered for a minimal fee with all proceeds going back into the athletic training program.
2) A Final Forms account that is current/updated with all forms
reviewed and electronically signed by parent/guardian and athlete.

Some of the equipment used in physical activities has unique characteristics and, if improperly used, can be dangerous. Before you use any equipment make sure you know how it works and check to make sure it is in good working order and safe. Safety equipment is recommended and/or required for some activities. Failure to follow directions or use safety equipment will increase your risk of injury. Newark high school does not carry insurance to cover medical expenses of students. You must purchase your own coverage or a student group plan can be obtained through the athletic office. Extracurricular activities are a voluntary commitment on the part of students and their parents. It is a privilege not a right to be part of an athletic program. The athletic programs of the Newark City Schools have specific obligations of membership and participation on the part of students and their parents. In an effort to help students develop a greater sense of the importance of the commitment and responsibility it entails, as well as in effort to help families make judgments’ on the use of the limited time available to them, it is recommended that you review and understand each sport in which you wish to participate. The following pages will list general rules for all sports and all athletes as well as specific rules for each sport. This will be followed by other items that pertain to the athletic program. Please read and understand all items. If there are any questions please call the athletic department for clarification.

ATHLETIC DEPARTMENT PHILOSOPHY
Participation in the athletic programs of the Newark City School
District is very similar to the daily game of life. When
working with students in organized sports, it is imperative that
these programs be an extension of and a complementary part of
the educational program. The same caring and sharing that are
part of the learning process in the classroom must be evident in
the sports arena.
Our goals include developing the total individual. All aspects
of a student athlete must be considered: emotional,
intellectual, and social growth, as well as physical growth.
Basic democratic principles are the key to an interscholastic
athletic program. Students participating in interscholastic
programs are at a prime age to learn good sportsmanship and the
true meaning of competition, to build character, and to develop
personal qualities which will enable them to become successful
citizens and athletes.
The emphasis at the middle school level is on the development of
fundamentals, skills, attitudes, and on extensive student
participation.
As athletes progress from the middle school program to the high
school program, they will be subject to a process which will be
more selective and competitive than the program they are
leaving. Future team needs and players best suited to fill
those needs will be considered.
The goal of the Newark interscholastic athletic program shall be
to develop athletes who are emotionally, socially,
intellectually, and physically complete as individuals and who
will work with others for the good of the team and, in the
future, for mankind.

Sportsmanship, Ethics and Integrity
The Newark City School District Board of Education recognizes the value of
extracurricular activities in the educational process and the values that
young people develop when they have the opportunity to participate in an
organized activity outside of the traditional classroom.
Participants and responsible adults involved in Board approved
extracurricular activities are expected to demonstrate the same level of
responsibility and behavior at practice and competitions as is expected in
the classroom. The Board further encourages the development and promotion of

sportsmanship, ethics, and integrity in all phases of the educational
process and in all segments of the community, including administrators,
participants, adult supervisors, parents, fans, spirit groups, and
support/booster groups.
SPORT: CHEERLEADING (Football/Basketball)
TIME COMMITMENT: Approximately mid-April through March. Practice as determined by coach. All Football and Basketball games and varsity
tournaments. Other sports as time and schedules allow.
FINANCIAL COMMITMENT: Personal Gear/Shoes/Optional Jacket/Summer Camp/Approximately $700.00 first year / $350.00 additional years.
TRANSPORTATION: The student will need to provide transportation to and from practice and all home contests. Transportation for all away contests
will be provided by The Athletic Booster Club.
CLASS ABSENCE: The student should very rarely be absent from class for sports activities. The exception would be for an early bus departure or
during OHSAA tournament time.
FUND RAISING: Fund raising is a must to continue with the extras for a program. Several will be attempted during the year, such as car washes and
cheerleading clinics.
SUNDAYS, HOLIDAYS, VACATIONS: Practices and contests may be held during vacations or on holidays. Sunday practice is a rare exception that may occur

NEWARK CITY SCHOOL DISTRICT
ATTENDANCE
1. A student must be in school 50% of the school day to participate in athletics. (Practice or games).
2. This may be waived by the Principal or the Athletic Director under extenuating circumstances. (College visitation, Doctor’s
appointment, etc.)
3. Any student suspended from school or having in-school suspension or support may not participate in athletics until the next day or until
the suspension is completed.
4. School suspensions could result in dismissal from a team or denial to participate on another team. This will be decided by the
Principal, Athletic Director, and the Head Coach.
5. Any time athletes or coaches are required to miss school for athletic contests, approval must be granted by the Athletic Director
and the Principal. A list submitted to the Athletic Director will be
forwarded to the Principal for approval. This must be done as far
in advance as possible. (All students are responsible for any make-
up work associated with the class that they miss. Communication
between the teacher and the student is a MUST!)
TRANSPORTATION
1. Transportation will be provided by each sport paying for Newark City School busses and driver(s) to all away contests. Students may be
transported by their parents to any events held within Licking
County.
2. An athlete, manager, or any other student associated with athletics may not travel in any other mode of transportation and still act as
a representative of our program without prior permission from the
Head Coach. Doing so may result in dismissal from the team.
3. Parents may take their child to and/or from an athletic contest with prior permission granted by the head coach. All responsibility and
liability will remain with the parents.
4. The Head Coach shall be responsible for the conduct of the team while traveling. Conduct on all trips must be at the highest level.
The Head Coach must review his/her travel rules with the students
and have then adhered to.
5. The coach will set the dress code for travel. Each Head Coach will cover grooming and appearance.

NEWARK CITY SCHOOL DISTRICT
ELIGIBILITY
1. Eligibility will follow Newark City School Policy.
2. All athletes will participate (grade 7 thru 12)
3. Changes in athletic eligibility will become effective on the start of the fifth school day after the end of the grading period. A
student coming off the “ineligible status” may become eligible 24
hours after the mandatory grade reporting date (a date established
by Board policy which cannot be the same day as the end of the
grading period) established by the Board of Education or other
similar governing body for that school’s district, provided said
grade reporting date is applicable to all students in that district.

4. Summer school will not make a person eligible the following year.
5. Any questions concerning the eligibility process should be directed to the building principal or the athletic director.
6. Athletes must have received passing grades in a minimum of five (5) one credit courses, or the equivalent, in the immediately preceding
grading period.
7. All athletes must be in compliance with OHSAA Constitution and By-Laws
SCHOLASTIC REQUIREMENT FOR ATHLETIC ELIGIBILITY
NEWARK CITY SCHOOLS
The administration, teachers, and coaches of the Newark City School District
believe scholastic achievement is the most important component of the
education program. Therefore, academic standards shall be established for
students participating in interscholastic athletics and cheerleading.
Emphasis on scholarship should encourage students to develop more of their
potential and take advantage of post high school opportunities. Students
participating in extra-curricular programs shall be required to meet certain
academic standards to be eligible to participate in athletic contests.
The purpose of this policy is not to eliminate any student from participating
in extra-curricular activities, but to emphasize that scholarship must be the
student’s first pursuit. Encouraging academic excellence in the classroom as
well as involvement in activities will serve to profit the student by helping
him/her develop necessary skills and attitudes.

Therefore, the Newark City Schools have added the following requirements in
addition to the O.H.S.A.A. standards.
1. Students in grade nine must have a minimum cumulative Grade Point Average (G.P.A.) of 1.5 or 1.75 the previous grading period. G.P.A. for ninth
grade athletes begins with the second grading period.
Students in grade ten must have a minimum cumulative G.P.A. of 1.75 or 2.0
the previous grading period.
Students in grade eleven must have a minimum cumulative G.P.A. of 1.75 or
2.0 the previous grading period.
Students in grade twelve must have a minimum cumulative G.P.A. of 2.0 or
2.0 the previous grading period.
2. A total of two waivers may be used by students who fall below Newark High Schools academic guidelines. One waiver may be used during the athlete’s
freshman or sophomore year and one waiver may be used during the athlete’s
junior or senior year. Waivers may only be used for minimum grade point
average for their grade level. Students must still be eligible for
participation according to O.H.S.A.A. guidelines. The probationary period
corresponds to the period of eligibility for the O.H.S.A.A. To be
eligible for the next grading period the student must attain the minimum
G.P.A. or previous grading period average for his/her grade level.
3. All high school students participating in sports are subject to these rules and regulations with the exception of students with I.E.P.’s. An
I.E.P. student must still be eligible according to O. H. S. A. A.
guidelines.
WAIVER PROCESS:
The waiver committee shall consist of three coaches appointed by the
athletic advisory council at the spring meeting.
The student must apply for a waiver on an athletic eligibility waiver
application from the athletic department office.
All teachers who currently have the student in class and who had the
student in class the previous grading period will be notified of the
waiver request.
The waiver committee will review the request and make a decision, in
writing, within three school days..
Any appeal of the committee’s decision must be in writing and presented
to the athletic director within five days of the committee’s decision.
The athletic director and the principal will review all appeals.
A student enrolled in the first grading period after advancement from
the eighth grade must have passed a minimum of five of all subjects carried
the preceding grading period in which the student was enrolled.
A student enrolling in the seventh grade for the first time will be
eligible for the first grading period regardless of the previous academic
achievement. Thereafter, in order to be eligible, a student in grade 7 or 8
must be currently enrolled in school the immediately preceding grading period

and received passing grades during that grading period in a minimum of five
of those subjects in which the student received grades.
Receiving and “F” in any course will not keep the student from participating.
O.H.S.A.A. guidelines and Newark City Schools G.P.A. will be the determining
factors. During the ineligible period, the athlete may not be in uniform for
any athletic contests. The athlete may practice with the team with the
permission of the coach involved.
MIDDLE SCHOOL ELIGIBILITY
(HERITAGE, LIBERTY, WILSON)
The purpose of this policy is not to eliminate any student
from participating in extra-curricular activities, but to
emphasize that scholarship must be the student-athlete’s first
pursuit.
Therefore, the Newark City Middle Schools have added the
following requirement in addition to the OHSAA standards:
1. Under Board Policy, Middle School students (7-8th grades) shall not be permitted to participate in a sport if they
are failing any course on their current class schedule on
an interim basis (4.5 weeks). Those students declared
ineligible will be ineligible on a week-to-week basis with
their grade(s) monitored weekly. Should the grade(s) rise
to passing at the end of one week of ineligibility; the
student athlete will be ruled eligible. (6/06)
2 Middle school students’ grades will be monitored to ensure
eligibility on a weekly basis. Eligibility will be made
available by noon on Friday and will be effective until the
following Friday at noon when the next eligibility list is
made available.
3 Once eligibility for that week has been established, no
make-up/late work will be counted toward changing that
week’s eligibility.
4 Students may still practice with the team, but will not be
permitted to dress games/competitions. Ineligible students
may travel with their team will be permitted to sit on the
bench with their team at the coach’s discretion.
5 Middle School students who have an F or D in any class will
be required to attend a minimum of two study tables per
week.
6 The principal and athletic director reserve the right to
look at cases of eligibility based upon extenuating
circumstances with the input of all parties involved.

sport, the athlete must meet all Newark City Schools Athletic guidelines

ATHLETIC CODE OF CONDUCT FOR ALL SPORTS & CHEERLEADERS
Rules promote order and safety and assist participants to reach maximum
performance potential. Every participant should adhere to the rules of the
school and conduct himself or herself as a “good citizen” of that school and
community at all times. Dedication and personal sacrifice by each
participant promotes a sense of group unity and common goals.
All students who participate in interscholastic athletics at any time must
meet the following regulations:
1) Comply with Newark City Schools’ Board Policy
2) Comply with Newark City Schools’ Athletic Policy
3) Comply with Drug and Alcohol Policy
4) Do not engage in criminal or delinquent activity or violations of
civil law or criminal law. An athlete who has engaged in
criminal or delinquent activity or criminal law, other than
illegal use of drugs and alcohol as governed by the Drug and
Alcohol Testing Policy for Student-Athletes, automatically will
be dismissed from the team for the remainder of the sports
season. Violations of civil law will be at the discretion of the
coach and/or athletic director based on the severity of the
infraction. An athlete dismissed from one team may not try out
for any other team until a meeting between the Head, Coach,
student and parent or guardian is arranged to review the
student’s progress. All regulations for sports activities are
separate, from any consequences invoked by normal school
disciplinary codes.
Any athlete who is dismissed or quits an athletic team in Newark
City Schools is prohibited from participating in ANY team
activities for any other athletic team until the current team’s
season is finished.
Team activities are to include conditioning and weight training.
An athlete is officially a part of the team after “cuts” are made
in appropriate sports, or upon completion of the acclamation
period for football, or after five practices have been attended
in sports for which the previous statements do not apply.
The current team refers to that level in which the athlete had
been a part. (Examples: middle school, freshmen, junior varsity
or varsity)
The season is defined as the last game or competition for that
team, including tournaments. This applies as long as the team
has qualified for further competition. In individual sports
(tennis, swimming, wrestling, golf, cross country and track) the
team’s season is over after the first level of tournament
competition.
5) Do not use and and/or possess tobacco in any form (i.e.,
cigarettes, cigars, snuff, chewing tobacco, etc.)
6) Do not enter an establishment where you must be twenty-one to
enter unless accompanied by parents or legal guardian.
7) Jewelry, of any kind, is not to be worn during practices or
events. The only exceptions are that watches may be worn in
track/cross country and medic alert bracelets/necklaces may be
worn for any sport, but must be secured in place with tape.
8) Do not engage in any form of hazing.

9) Comply with all additional training rules or other requirements
set by the coach of the activity.
Any athlete who has not met the requirements of a sport may not participate in
another sport until those requirements are met. (Equipment turned in or payment made,
etc.)
DUE PROCESS / DISMISSAL POLICY
When a student is in suspected violation of any rules listed in the Student
Athletic Handbook or given by the coach, the following procedure will take
place. The coach will:
1) Notify athlete of violation.
2) Discuss violation with the athlete.
3) Notify parents or guardian of violation.
4) Hold hearing. Any participant in student athletics who is
suspected of violating the rules in this Handbook shall be
afforded the opportunity for an informal hearing with the head
coach of the activity and/or the athletic director. The
parent/guardian may be invited to participate in the hearing,
which shall not be unduly delayed to accommodate the parent’s
attendance. If the hearing is postponed at the request of the
parent/guardian, the student shall be deemed suspended from
practice/game participation pending conduct and completion of the
hearing. The coach shall present evidence of the violation and
ask the student-athlete to respond to the charges.
5) Give decision in writing. If the student is found to be in
violation of the Handbook, the coach, within 72 hours of the
hearing, shall inform the student of the duration of the
exclusion; the notice of the exclusion, and the reason for same,
shall be committed to writing and provided to the student, with a
copy to the parent/guardian.
6) An appeal may be made to the next highest authority (Athletic
Director, Superintendent, Board of Education).
Note that disciplinary measures for violations of the Drug and Alcohol
Testing Policy for Student-Athletes are discussed in detail in that Policy.
This Due Process/Dismissal Policy is intended to cover violations other than
violations covered by the Drug and Alcohol Testing Policy for Student-
Athletes. Disciplinary measures may include forfeiture of awards, denial of
participation, dismissal from the team or denial of the opportunity to become
a candidate for another team. In addition to any penalties invoked in this
Due Process/Dismissal Policy, a student may be subject to discipline under
the District’s Student Code of Conduct, which may include our of school
suspension or expulsion.
An athlete who has engaged in criminal or delinquent activity or criminal
law, other than illegal use of drugs and alcohol as governed by the Drug and
Alcohol Testing Policy for Student-Athletes, automatically will be dismissed
from the team for the remainder of the sports season. Violations of civil
law will be at the discretion of the coach and/or athletic director based on
the severity of the infraction. An athlete dismissed from one team may not
try out for any other team until a meeting between the Head Coach, student
and parent or guardian is arranged to review the student’s progress.
A student may resign from a team before dismissal. If this happens, the
student must still complete an approved rehabilitation program before
participation in another sport is permitted.

In rule 5, admission of guilt, conviction by the courts, probation and/or
diversion will be cause for disciplinary measures. These measures would be
the same as listed above.
All regulations for sports activities are separate from any consequences
invoked by normal school disciplinary codes.
Any athlete who is dismissed or quits an athletic team in Newark City Schools
is prohibited from participating in ANY team activities for any other
athletic team until the current team’s season is finished.
Team activities are to include conditioning and weight training.
An athlete is officially a part of the team after “cuts” are made in
appropriate sports, or upon completion of the acclamation period for
football, or after five practices have been attended in sports for which the
previous statements do not apply.
The current team refers to that level in which the athlete had been a part.
(Examples: middle school, freshmen, junior varsity, or varsity)
The season is defined as the last game or competition for that team,
including tournaments. This applies as long as the team has qualified for
further competition. In individual sports (tennis, swimming, wrestling,
golf, cross country, and track) the team’s season is over after the first
level of tournament competition.

You must participate as a freshman to receive numerals. Only one (1) set of
Numerals will be given per freshmen. A freshman who letters in a varsity
sport will receive a set of Numerals and a Letter.
CRITERIA FOR AWARDS:
1) A student must complete the season in good standing to receive his/her award.
2) A student, who becomes injured before meeting the criteria for awards, may receive the award, with the approval of the Head Coach
and the Athletic Director. The student must participate in at least
one contest to meet this criterion.
3) Any junior or senior may receive a First Year Award even though the requirements may not have been met. This will be done at the
discretion of the Head Coach.
4) Individual Sports Criteria to qualify for a Varsity Letter:
A) Basketball - Cheerleading – Football – Soccer (Participate in ½ of varsity quarters)
B) Bowling - Golf – Tennis – Volleyball – Wrestling (Participate in ½ of varsity matches)
C) Baseball – Softball (Participate in ½ of varsity innings – Pitcher 1/3 of varsity innings)
D) Cross Country (See page 23) E) Swimming (Must average at least one point per varsity meet) F) Track (Score at least 15 points in varsity competition)
5) Any athlete who advances beyond the District in an individual sport may receive an award even if the seasonal criterion was not met.
6) Any team who reaches the State Semi or Final competition may receive their awards in-mass even if the seasonal criterion was not met.
7) No other awards will be paid by the Athletic Department. Any trophies must be paid for by the coach or their support
organization.
8) End of year awards, voted on by the coaches, will be financed by the respective sponsors.
9) All Middle School awards will be the same at each school. The principals will decide what is given to each athlete.

Wrestling (in addition to above): Obtain 24 team points in a season as a
freshman, 30 as a sophomore, 36 as a junior 42 as a senior. Dual meets and
tournament points shall be calculated as follows: 6 team points for a fall;
5 team points for a technical fall; 4 team points for a major decision; 3
team points for a minor decision.
Cross Country Varsity Letter Requirements
Boys
Boys will run a Cross Country Race of 5000 meters in a time of 18:45 or
better or be in the top seven (7) on the team in more than (½) one-half the
scheduled meets with a time of 20:00 minutes or better.
Girls
Girls will run a Cross Country Race of 5000 meters in a time of 22:00 or
better or be in the top seven (7) on the team in more than (½) one-half the
scheduled meets with a time of 25:00 minutes or better.
A boy or girl who finishes in the top 15 in the O.C.C. meet will earn a
Varsity Letter.
A boy or girl who finishes in the top 25 in the Central District meet will
earn a Varsity Letter.
The Coach reserves the right to award a Varsity Letter in special
circumstances.
