What do you need to do?What do you need to do?

An address register for all: Bridging the gap between a vision and reality.

The VisionThe Vision

All household and business spaces will be identified and assigned a Unique Property Reference Number and classified correctly.

Detailed attribute and other household intelligence will be attached for use before, during, after and potentially instead of, data collection.

The Register to be frozen and delivered as a Frame for Social and Business surveys, Census and Beyond 2021, to their specification.

Achieving the vision

Based on the Ordnance Survey / GeoPlace product AddressBase Premium.

AddressBase identifies all service delivery points and assigns a UPRN.

Classification of properties in AddressBase is based on consented planning permission.

Attaching household level intelligence may require source addresses to be at higher resolution than postal delivery points.

2021 Census:Address Register requirements

Currently, we are wholly dependent upon the quality Currently, we are wholly dependent upon the quality of AddressBase to meet these targets. of AddressBase to meet these targets.

> 99% Coverage < 3.5% Over-coverage

Residential Frame

Requires that all properties that have residents both exist in the register and can be identified from its classification.

Requires low duplication rates, rapid removal of properties that cannot be found (eg recently demolished) and that non-residential addresses are not classified as residential (eg. sole use as a business).

Address matching is essential....

The Reality

Currently we are reliant on the accuracy of ABP

Address matching problematic, especially for complex addresses commonly associated with Communal Establishments and Businesses

Address complexity is not always fully captured in ABP

Address suppliers often just use postal address, even when higher resolution data available

Records in ABP are highly discernible from their associated address information

Coverage and classification accuracy in ABP appears to be very high, but we need higher
