The Chippewa CreeCultural ResourcePreservation Department is soliciting bids for the production of a cultural resource management training video. The train-ing video will be used to educate Chippewa Cree Tribal employees and vendors on tribal and fed-eral cultural management laws and the Chippewa Cree Cultural Consulta-tion Process. The training video will be webhosted as well as available as a downloadable file for dis-semination. The Chippewa Cree Cultural Resource Preservation Department (CCCRPD) conducts all National Historic Preserva-tion Act consultation within the exterior boundaries of the Rocky Boy’s Reserva-tion. The CCCRPD also consults on impacts to ancestral homelands of the Chippewa and Cree people. The CCCRPD provides cultural monitor-ing services for utility and construction projects on any site that may poten-tially impact Tribal cultural/sacred sites.
The training video will be twelve to fifteen minutes in length and include the following concepts: • Section 106 of the NHPA • National Environmental Policy Act, 42 U.S.C. §§ 4321, 4331, 4332 • Archaeological Re-source Protection Act, 16 U.S.C. § 470aa et seq. • Native American Graves • Protection and Repa-triation Act (NAGPRA) (25 U.S.C. 3001) • Presidential Execu-tive Order 13007 (Indian Sacred Sites) • Presidential Executive Order 13175 (Consultation and Coordination with In-
dian Tribal Governments) • American Indian Reli-gious Freedom Act, 42 U.S.C. § 1996 • Short history of the res-ervation’s establishment and tribe’s development • Types of land in Indian country • THPOs - what are they and what do they do? • CCCRPD – purpose of the organization, role in Tribal government • The Tribal106 system - who, what, where, why, etc. • Procedures for on-reservation projects, or “call before you dig” instructions
