Energy Performance of Buildings Directive bring at least threemajor points of support for development

1. A first strength is waiving 1000mp threshold for mandatoryenergy performance improvements in existing buildings,which means that the entry into force of the new directive, allthe buildings in major renovations, regardless of size willhave to improve their energy performance .

2. Another important element of the Directive is the introductionof minimum energy performance requirements for minorrenovations (including windows, doors, roofs).

3. The third strength is the requirement that all new buildingshave a net energy consumption close to zero, sinceDecember 2020, new public buildings will comply with thisstandard since 2018.

Energy efficiency of new buildings require more funding

Buildings represent 40% of total EU energy consumption,reducing energy consumption and use renewable energy inthe building sector is an important component of measuresto reduce EU energy dependence and greenhouse gas

emissions greenhouse.

Create a European Fund for Energy Efficiency and Renewable Energy, toassure the public and private capital raising for projects in the field during 2010-2020, will represent a big step forward.

European citizens would not be so compelled to bear alone the costs ofbuilding energy modernization. "

The total number of points or credits gained in each section ismultiplied by an environmental weighting factor which takes intoaccount the relative importance of each section.

Section scores are then added together to produce a singleoverall score.

Once the overall score for the building is known this is translatedinto a rating on a scale of:

BRE Global (UK)- Pass - Good - Very Good- Excellent - Outstanding

A star rating from 1 to 5 stars is also provided

Or LEAF (GERMANY): bronze, silver, gold, platinumetc.

Assessments are carried out by independent Assessors who aretrained and licensed an institution with attributes in the field.

The Assessor produces a report outlining the development’sperformance in each of the sections and its overall score.

Upon completion of the assessment, the client is presented with acertificate confirming the institution rating. The earlier an Assessor isinvolved in the design process, the easier it is to gain a high rating inthe most cost-effective way.

General requirementsIn order to apply for the Ecolabel the applicant needs to comply withEuropean, national and local legal requirements. In particular, the buildingshall be:1. built legally and respect all relevant laws or regulations of the locality inwhich it is built, especially those related to landscape and biodiversityconservation;2. in compliance with European, national and local laws and regulations

regarding energy conservation, water sources, water treatment anddisposal, construction products and materials, waste collection and disposal,maintenance and servicing of equipment, safety and health dispositions;

BedZED was initiated by BioRegional and BDa ZEDfactory, anddeveloped by the Peabody Trust. It was completed and occupied in 2002.

The community comprises 50% housing for sale, 25% key worker sharedownership and 25% social housing for rent.

2. the design and services offered help people make sustainablechoices such as walking rather than driving; and

3. the community have created their own facilities and groups toimprove quality of life and reduce their environmental impact.
