2018 (Australia Day). Activities at Blaxland Oval commence from 4pm and conclude at 9.15pm.
Permission is sought for a temporary 'Bus Zone' in Old Illawarra Road, to aid the operations of a
free community bus shuttle service.
REPORT RECOMMENDATION
THAT:
1. A Temporary 'Bus Zone' be provided at Old Illawarra Road, Illawong, approximately 100
metres east of the Oriana Drive intersection, for Australia Day on 26 January 2018, in
accordance with Plan 'A' attached to the report.
2. The Authorised Officers be advised of this decision for enforcement purposes.

operation of a bus shuttle service on Thursday 26 January 2017.

Council's annual Australia Day Celebrations at Illawong are scheduled for Friday 26 January 2018
(Australia Day). Activities at Blaxland Oval commence from 4pm and conclude at 9.15pm. Permission
is sought for a temporary 'Bus Zone' in Old Illawarra Road, to aid the operations of a free community
bus shuttle service.
In order to reduce parking demand in the vicinity of the festival site, Council operates a free bus
shuttle service from Bangor Shops to Blaxland Oval. At the request of the contracted bus company,
temporary 'Bus Zone' signs were installed approximately 100 metres east of the Oriana Drive
intersection in 2016 and 2017 and by all reports worked well.
It is proposed to install 'Bus Zone' signs as shown on the attached Plan 'A' and Appendix 'A'. Signs will
be installed during the afternoon of Thursday 25 January 2018 and removed during the morning of
Saturday 27 January 2018. Information about the locations of Variable Message Signs and Traffic
Controllers are also contained in Appendix 'A', and should be noted for interest only.
FINANCIAL / RESOURCE IMPLICATIONS Fully funded in current budget.

REPORT RECOMMENDATION
THAT:
1. The Traffic Committee endorse the Australia Day Celebration event and associated Traffic
Management Plans and Traffic Control Plans at Cronulla Park for Thursday 25 and Friday
26 January, 2018.
2. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of Gerrale Street
Cronulla carpark from 8:00 pm Wednesday 24 January until 11:00 pm Friday 26 January
2018, be approved for the conduct of the Australia Day Celebrations event, provided the
applicant (Sutherland Shire Council) ensures the all the conditions listed in the report are
satisfied.
3. Temporary 'No Parking' signs be provided on the western side of Gerrale Street, north of
Laycock Avenue and at Laycock Avenue, west of Gerrale Street Cronulla to serve as a set
down and pick up area for the duration of the event.

Council's annual Australia Day Celebrations at Cronulla (Ausfest) are scheduled for Friday 26 January
2018 (Australia Day). Activities at Cronulla Park commence from 1:00 pm and conclude at
approximately 9:15pm. As in previous years, permission is sought for the temporary road closure at
Gerrale Street carpark fronting Cronulla Park.
The proposed temporary closure of the Gerrale Street car park will take place from 8:00 pm Thursday
25 January until 11:00 pm Friday, 26 January 2018. The car park will be patrolled by security guards
with entry for authorised vehicles only, and Council will also employ traffic control staff to assist with
pedestrians and traffic flow. Temporary signs and a variable message sign will be placed at the
northern end of the car park to advise drivers of the restrictions. Additionally, temporary signs
including variable message signs shall be provided to advise of the upcoming temporary car park
closure.
A temporary 'No Parking' zone is proposed to provide set down / pickup areas from 6:00 am until
11:00 pm on Friday 26 January, 2018 (Australia Day). This is located on the west side of Gerrale
Street, north of Laycock Avenue, to cater for both the general public and people with accessibility
issues.
Temporary signs are proposed leading up to the event encouraging the use of train services which will
be increased to every 15 minutes. Further, extra traffic controllers shall be stationed along Croydon
Street at Cronulla Street and Purley Place intersections to promote traffic circulation.
It is considered that the above measures shall assist in managing traffic congestion, reduce effect on
parking demand, assist with accessibility and minimise confusion to motorists during the event.
The Committee is requested to endorse the Closure of the Council Car Park subject to the conditions
listed:
1. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of Gerrale Street
carpark from 8.00pm Thursday 25 January until 11pm Friday 26 January 2018, be approved

for the conduct of the Australia Day Celebrations event, provided the applicant ensures the
following conditions and requirements are satisfied:
(a) The applicant (Sutherland Shire Council) shall organise sufficient police, accredited traffic
controllers, security and/or private marshals to ensure and supervise the safe conduct of the
event at all times.
(b) The applicant shall use barriers, detour signposting and directional signposting to adequately
highlight the area of the proposed temporary closure and ensure motorists are warned of
changes to local traffic patterns in view of the proposed closure(s).
(c) The applicant shall ensure that all laws, rules and regulations are strictly observed by
participants. It is the applicant’s responsibility to ascertain which laws, rules and regulations
may be applicable to the use of the road.
(d) The applicant shall notify the State Emergency Service prior to the event.
(e) The applicant shall ensure the road is left in a reasonably clean condition after the event.
(f) The event be advertised in the local paper for a minimum period of 28 days and a letter box
drop undertaken of affected businesses and provided there are no substantial or reasonable
objections received, the event be permitted to proceed.
(g) The applicant shall meet the advertising fee of $266.00 and pay this sum to the Sutherland
Shire Council, at least seven (7) calendar days prior to the event. Such monies should be
paid at the front counter of Council’s Administration Centre, 4 to 20 Eton Street Sutherland
(Account Number: 720 544000 24025); and proof of payment should be forwarded to the
Sutherland Traffic Committee Executive Officer for appropriate action.
(h) That Australian Standard for Traffic Controls 1742.3 be complied with.
(i) A letterbox drop of affected local residents and businesses a minimum of seven (7) days
prior to the event.
2. The event referred to in 1 above be conducted in accordance with the requirements of the Roads
and Maritime Services (RMS) "Guidelines for Traffic Management for Special Events".
3. Pursuant to the Delegations to Councils on the Regulation of Traffic, a Traffic Management Plan
be submitted to the Sydney Transport Management Centre - Special Events Unit of the RMS for

consideration of approval. Under these circumstances the advice of the RMS representative is
offered without prejudice and will not be construed as embodying the concurrence of the RMS.
4. That temporary 'No Parking' signs be provided on the western side of Gerrale Street, north of
Laycock Avenue and at Laycock Avenue, west of Gerrale Street to serve as a set down and pick
up area for the duration of the event.

COMMENTS FROM INVESTIGATING OFFICER
Council has received concerns regarding a lack of set down / pickup areas to serve the railway station.
Additionally concerns exist regarding northbound delays caused by increased turning movements in
Cronulla Street, outside Cronulla Railway Station, following the recent introduction of the trial No Left
Turn restriction.
Seven 2-hour parking spaces exist opposite the railway station. It is considered that two of these
spaces could be converted to 15 minute parking with minimal effect on parking availability for the area.
In addition, two 15 minute parking spaces could be reinstated on the west side and timed to operate
only on Monday to Friday (Refer to attached Plan A).
Further, it is proposed to extend the right turn bay length in Cronulla Street to encourage motorists to
form two lanes, thereby improving northbound traffic flow (Refer to attached Plan B).
It is considered that the above treatments will cater for public transport requirements while ensuring
northbound traffic flow.

to service the Australia Post street posting box. It is proposed to install a 6 metre long 'Bus

REPORT RECOMMENDATION

PREVIOUS CONSIDERATION BY COMMITTEE On 04 July 2003 (STR004-04) the Traffic Committee approved a 'No Parking' zone and a 'Mail Zone'
at Jannali Avenue, Jannali.
COMMENTS FROM INVESTIGATING OFFICER Council was approached by the contractor responsible for the Transport Access Program (TAP)
upgrades on behalf of TfNSW at Jannali railway station to assist with the relocation of an existing
Australia Post street posting box to assist construction activities.
During this process it became apparent that neither the 'No Parking' zone nor the 'Mail Zone' approved
by the Traffic Committee in July 2003 were currently in place in Jannali Avenue. This results in the
undesirable situation where vehicles servicing the street posting box, have to resort to illegally
stopping in the 'Bus Zone'.
Due to construction activity, the TfNSW contractor is not in favour of reintroduction of a 'No Parking'
zone as this would result in legal "kiss and ride" activity by private motor vehicles at this location.
Discussions with Transdev have revealed that due to the frequency of bus services at this stop, use of
some of the 'Bus Zone' on occasion by vehicles servicing the street posting box can be
accommodated.
It is therefore proposed to install "Bus Zone Australia Post Vehicles Excepted 2 Minutes Limit" signs
within the existing 18 metre long Bus Zone, as shown in the attached Plan 'A'. This will be a temporary
arrangement during the remainder of the construction phase.
Approval for the ultimate layout of all regulatory signs and linemarkings associated with the Jannali

Observations by Council officers including the Traffic Engineer, has revealed that some parents and
carers are illegally parking their vehicles in the designated pick-up area at the head of the carline in
Koorabel Avenue for extended periods of time in the afternoon commencing before the end of the
school day at 3:10pm.
The above-mentioned undesirable parking practice leads to other drivers to illegally park their vehicle
for periods exceeding 2 minutes in the lengthy 'No Parking 2:30 -3:30pm' creating unnecessary
congestion before the end of the school day.
In order to reduce congestion, enhance road safety and improve the operation of the St Catherine
Laboure Primary School carline, it is recommended that 35 metre long ten minute parking zone be
removed and replaced with standard 'No Parking 2:30 - 3:30pm' restrictions in order to be consistent
with:
• The carline signposting generally displayed elsewhere in Koorabel Avenue,
• Carline signposting at other locations in the Shire.
The provision of 1/2 hour parking restriction between 8am to 2:30pm on school days will continue to
offer motorists the ability to park for a short period of time in order to visit the school or the adjacent
residential units and also ensure appropriate road space is available for delivery vehicles to access
the rear of the shops in Turner Lane.

20 September 2017, seeking their comment regarding standardising the parking restrictions at the

While no email reply has been received before the start of the current school holiday period, the

to the proposal to improve the operation of the carline in Koorabel Avenue. Should an objection be

Council was approached by the event organiser responsible for the National Parks and Wildlife
Services "Celebrating 50 Years" event, to take place on Sunday 8 October at various locations around
New South Wales. The flagship event will take place at Audley in the Royal National Park. Due to
limited parking the event organiser will be running shuttle services from Sutherland (via Loftus
Tramway Museum), Engadine and Bundeena. Council is supportive of the event organiser's pro-active
management of potential traffic and parking issues by implementing a shuttle bus service from
locations with ample parking supply.
Council has identified a risk factor in the possible high parking demand by private vehicles, preventing
the efficient operation of the shuttle bus service. In liaison with the shuttle bus operator, the following
locations have been identified as bus stops:
• Eton Street, Sutherland, at the Entertainment Centre (existing occasional 'Bus Zone');
• Both sides of Rawson Avenue, Loftus, just north of Pitt Street, at the Tramway Museum;
• Station Street, Engadine, northern side, just west of Railway Parade (full time 'Bus Zone');
• Loftus Street, Bundeena, northern side, just east of Brighton Street (time limited 'Bus Zone, not
in force on Sundays).

locations on Sunday 8 October:

On 06-08-2004 (STR022-05) the Traffic Committee recommended that traffic calming and additional
parking spaces not be provided at Oxley Avenue, Jannali.
COMMENTS FROM INVESTIGATING OFFICER Concerns have been raised with road safety due to poor vision at a curve in Oxley Avenue, Jannali
near No.6. Perceptions are that railway commuters travel at speeds that are inappropriate for the
conditions.
Investigations have shown that Oxley Avenue is generally 8.6m wide with barrier kerb. This cul-de-
sac serves high density apartment buildings and is the sole access to a railway commuter carpark.
Observations have shown that on-street parking is heavily utilised at all times. Although the
combination of the width of the street and parking reduces the street to one lane, this has the
advantage of slowing vehicle speeds and drivers are using driveways as "passing bays". There have
been no reported motor vehicle crashes in Oxley Avenue in the five year period ending June 2016.
In general the investigations have confirmed that there is no warrant for traffic calming or speed
limiting devices in Oxley Avenue. However, there is a concern with the limited vision at a particular
curve generally between No's 6 and 10. The combination of parked vehicles on both sides of the road
which limits sight between opposing vehicles, and the driving behaviour of railway commuters give rise
to heightened risk of an incident.
A proposal to prohibit parking on either the western or eastern side of Oxley Avenue in the vicinity of
this curve was circulated to affected residents of the apartments at No.'s 6, 8, 10, 12, 27, 29 and 31-
33.
Approximately 50 letters were distributed and six responses were received. Five of the responses
were in favour of the proposed restrictions and of those five responses; four favoured the eastern side
(inside of the curve).

It is therefore proposed to provide 'No Parking 6:30am - 9:30am, 3:30pm - 7:30pm Monday to Friday'
on the eastern side of Oxley Avenue between the driveways of apartments at No.6 and No.10. A total
of six parking spaces are affected. The time limited restrictions have the advantage of improving sight
lines and maintaining traffic flow during periods of highest traffic flow, but also retaining evening and
weekend parking for the benefit of residents when the traffic flow is much reduced.
