Federal Initiatives
• Advocated for an increase to the FY21 Army Facilities Sustainment Restoration and Maintenance (FSRM) account
– House has appropriated over $241M over FY20 enacted Army level
– Senate Armed Services Cmte. authorized an increase to FSRM account for FY21 and included positive language backing up their funding increase
– House Armed Services Cmte. also authorized more money for FSRM than the Army Alliance requested
• Requested language in the NDAA FY21 to expand Direct Hire Authority for for Domestic Defense Industrial Base Facilities and the Major Range & Test Facilities Base in DOD beyond FY21.
• Proposed an increase to the Defense Production Act Purchases account for the purpose of establishing a pilot-scale biochemical production and purification facility for the Army’s Combat Capability Development Command, Chemical and Biological Center

State Initiatives• Continued to educate General Assembly on positive impacts of
Maryland Military Installations– Hosted fifth Maryland Alliances Open House
– Participated in Harford County Annapolis Day
• Monitored controversial measure that would have applied sales tax to the provision of services– Potential impact to defense contractors
– Bill was rejected
• Advocated for further reductions in the taxability of military retirement income in Maryland – Uphill battle due to recommendations for increased public education funding
– Unsuccessful, will continue to be primary State Initiative
